VP Sara says dad Rodrigo likens fate to Quiboloy amid detention
The vice president is currently in The Hague, Netherlands to visit her father in detention after he was arrested for alleged crimes against humanity during his administration's war on drugs.
'Sabi niya na pareho daw sila ng palad ni Pastor Quiboloy, pareho daw sila ng kapalaran. Tapos sabi niya, 'Sana pala hindi na lang kami naging magkaibigan, baka pa hindi kami napunta sa detention,'' Sara said, recalling her conversation with Rodrigo about Quiboloy.
(He said he shares the same fate as Pastor Quiboloy. He told me he wished he hadn't become friends with Quiboloy, so that they wouldn't be placed in detention.)
'Nagtawanan kami, tapos sabi ko, 'Wala namang kinalaman 'yung mga guhit niyo sa palad sa inyong ano…sa mga pangyayari ngayon.' Sabi ko sa kanya, 'Politika lahat 'yan,'' she added.
(We laughed about it. I told him that their palm lines/fate have nothing to do with what is happening now. I told him that it's all because of politics.)
Duterte was arrested in the Philippines by local authorities on March 11, 2025 based on a warrant of arrest issued by the International Criminal Court (ICC). He is currently detained in the Scheveningen Prison in The Hague.
Quiboloy, meanwhile, was arrested by local authorities six months earlier or on September 8, 2024, inside the Kingdom of Jesus Christ (KOJC) compound in Davao City, where the police had been searching for him for weeks. He is currently detained at Pasig City Jail.
The religious leader is facing a non-bailable qualified human trafficking charge under Section 4(a) of Republic Act No. 9208, as amended. He is also facing charges under Section 5(b) and Section 10(a) of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.
Recently, a Pasig court has denied the petitions for bail filed by Quiboloy and his co-accused for his qualified trafficking for sexual abuse and labor exploitation case.
The Vice President said she has not yet informed her father regarding this development, as she has not read the order of the Pasig Regional Trial Court (RTC), as well as the evidence presented by the prosecution that led to the denial of the bail petition.
Call for Abante
Sara also urged House of Representatives spokesperson Princess Abante to stop commenting on the ICC case of her father, stressing that she should only speak on behalf of the lower chamber.
'Siguro dapat huwag magsalita si Ms. Abante patungkol sa ICC case dahil spokesperson naman siya ng House of Representatives at wala namang kinalaman ang House of Representatives sa ongoing na kaso ngayon,' the Vice President said.
(Maybe Ms. Abante should not comment about the ICC case because she is the spokesperson of the House of Representatives and the House of Representatives has nothing to do with this case.)
She said that she went to The Hague as a Filipino and as a Vice President fighting for the rights of someone who was brought to and detained in another country.
'So ako, meron akong right. I have all the right to express my anger against what the administration of BBM did. Pero si Princess Abante, siya ay isang spokesperson ng House of Representatives so ang dapat niyang tina-topic o ibinabahagi sa taumbayan ay kung ano 'yung nangyayari sa House of Representatives. Huwag na siyang sumawsaw. It's out of her league,' VP Sara added.
(I have the right to express my anger against what the administration of BBM did. But as for Princess Abante, she is a spokesperson of the House of Representatives so she should be only talking about what is happening at the House of Representatives. Do not meddle in this. It's out of her league.)
Abante said Monday that the detention of Rodrigo Duterte by the ICC over alleged drug war deaths is based on evidence.
The House spokesperson said this in response to Sara Duterte's assertion that her father's detention in The Hague is based on gossip and collusion between the ICC and the Marcos administration.—LDF, GMA Integrated News

House to appeal SC ruling voiding Sara Duterte Articles of Impeachment
The House of Representatives is preparing to file a motion for reconsideration of the Supreme Court's decision to void the impeachment of Vice President Sara Duterte, arguing that the ruling was based on what it described as incorrect findings that contradict official records. In a video message released on Sunday, House of Representatives spokesperson Atty. Priscilla Marie 'Princess' Abante said the House has studied the SC decision, and found that the bases for it were alarming. 'Ang Kamara, matapos ang masusing pag-aaral, ay maghahain ng motion for reconsideration dahil ang desisyon na nagsasabing ang Articles of Impeachment na ipinadala sa Senado ay barred or unconstitutional ay nakaangkla sa mga factual premises o findings na mali at salungat sa opisyal na record ng Kamara,' she said. (The House, after thorough study, will file a motion for reconsideration because the decision declaring that the Articles of Impeachment transmitted to the Senate are barred or unconstitutional is based on factual premises or findings that are incorrect and contrary to the official records of the House.) This comes as the SC ruled unanimously to declare that the Articles of Impeachment against Duterte as unconstitutional and imposing a one-year ban, as it said these violate the right to due process. SC spokesperson Atty. Camille Ting noted, however, that the SC is not absolving Duterte from any of the charges against her, but any subsequent impeachment complaint may only be filed starting February 6, 2026. According to Abante, the decision claimed that articles were transmitted to the Senate without a plenary vote, which she said was 'categorically false' and wrong, as she said the plenary voted on February 5, 2025, with at least a third of the House members, as detailed in House Journal 36. Abante also said the High Court wrongly claimed that the House did not act on the first three impeachment complaints, as she said these were acted on and were archived on the same day, prior to the chamber adjourning session. 'Ang pinakabatayang saligan ng desisyon kung saan umikot ang mga legal pronouncement ng Korte ay mali. Hindi isinama ang plenary vote, mali ang pagbasa sa timeline ng mga kilos ng Kamara, at mas pinaniwalaan ang isang news article kaysa sa House Journal at opisyal na record na isinumite mismo sa Korte,' she said. (The fundamental basis of the decision, on which the Court's legal pronouncements were anchored, is flawed. The plenary vote was excluded, the timeline of the House's actions was misread, and a news article was given more weight than the House Journal and official records that were submitted to the Court itself.) Abante likewise said the SC gave new rules that are not in the Constitution nor in the governing rules of the House of Representatives citing due process, even if the chamber followed previous rulings of the High Court. 'It should also be said, kung due process at opportunity to be heard ang usapan, ilang beses nang naimbitahan si Vice President Sara Duterte sa mga pagdinig ng Committee upang siya ay mabigyan ng pagkakataong ipaliwanag ang kaniyang panig, ngunit nananatili siyang tikom ang kaniyang bibig,' Abante said. (It should also be said that when it comes to due process and the opportunity to be heard, Vice President Sara Duterte was invited multiple times to the Committee hearings to give her a chance to explain her side, but she has consistently remained silent.) 'It is for these reasons the House will be filing a motion for reconsideration. We remain hopeful that once facts are corrected, the Court will arrive at a different and more just conclusion,' she added. Three impeachment complaints were filed against Duterte in December 2024, all of which were connected with the alleged misuse of confidential funds. The fourth impeachment complaint, endorsed by over one-third of lawmakers from the House of Representatives, was later on transmitted to the Senate. Duterte, for her part, entered a 'not guilty' plea in the verified impeachment complaint filed against her, which she called merely a 'scrap of paper.' — RF, GMA Integrated News

No due process if no chance to answer petitions to junk Articles of Impeachment vs. VP Sara — Carpio
The prosecution panel of the House of Representatives was not given the chance to answer or comment on the two petitions before the Supreme Court asking it to dismiss the impeachment of Vice President Sara Duterte, according to retired Supreme Court Senior Associate Justice Antonio Carpio. In an interview in Super Radyo dzBB on Sunday, Carpio said there is no due process if the House was not given the opportunity to answer the said petitions. On Friday, the Supreme Court voted unanimously to declare the Articles of Impeachment against Vice President Sara Duterte as 'unconstitutional'. Voting 13-0, the SC ruled unanimously, deeming that the Articles of Impeachment are barred by the one-year rule under Article XI Section 3 paragraph 5 of the Constitution. Moreover, magistrates ruled that the articles violate the right to due process. 'In this case there are two petitions (before the) Supreme Court kay VP Sara at kay Atty. (Israelito) Torreon. The House was never made to comment. Walang opportunity to comment. Hindi inorder (It was not ordered),' Carpio said. 'Normally pag nag habla ka, you file your complaint, yung kabila will be allowed to answer para due process. If you were not heard through a comment, through an answer, walang due process yun e,' he pointed out. Aside from this, Carpio said there was also no oral argument. Despite describing the situation as an 'uphill battle', the former justice described the House position as still strong, citing that it was actually able to adopt the fourth Article of Impeachment before it adjourned based on its records. 'Matibay ang position ng House dahil ang sabi ni Supreme Court sa pag adjourn ninyo, doon nagsimula ang one-year bar rule you cannot file another impeachment case… Like in this case, on the 10th session day you are still allowed to file the impeachment complaint... Kapag finile mo on the 10th session day paano ka magkakaroon ng hearing, last day na 'yun, Carpio said. "Final arbiter naman yung Supreme Court pero habang may opportunity pa to file a motion for consideration we can still ask for a motion for reconsideration,' Carpio said. — RF, GMA Integrated News

House panel to file motion for reconsideration on SC ruling in VP Sara impeachment
The House of Representatives will file a motion for reconsideration with the Supreme Court (SC) after it ruled as unconstitutional the Articles of Impeachment against Vice President Sara Duterte, House spokesperson Atty. Princess Abante said Sunday. "Nagbigay na rin ng pahayag si Speaker Martin Romualdez kagabi na ang House of Representatives ay magfa-file ng motion for reconsideration sa naging desisyon ng Korte Suprema na dineclare na unconstitutional ang paghain ng impeachment complaint laban kay Vice President Sara Duterte," Abante said in an interview on Super Radyo dzBB. (Speaker Martin Romualdez said last night that the House of Representatives will file a motion for reconsideration regarding the Supreme Court decision declaring as unconstitutional the impeachment complaint against Vice President Sara Duterte.) This is because there are factual details that the SC may have not taken into consideration in coming up with the decision, she said. "Sa ngayon, ang nakikita natin, unang una, may mga factual na mga detalye na hindi na-take into consideration ng SC, tungkol du'n sa binanggit na hindi dumaan sa plenaryo 'yung impeachment complaint. Lahat 'yan ay nasa record ng House of Representatives kaya magfa-file pa rin ng motion for reconsideration para mas maliwanagan din ang mga detalye ang mayroon ang Supreme Court," Abante said. (For now, we see that, first, there were factual details that the SC did not take into consideration such as when it said the impeachment complaint did not reach the plenary. All that is in the records of the House of Representatives. A motion for reconsideration will be filed to shed light on the details the Supreme Court has.) Abante said those matters were included in the documents submitted before to the SC. "Kasama naman 'yan sa mga documents na na-submit before sa comment sa compliance na ni-require ng Supreme Court sa House of Representatives, pero mukhang hindi siya na-take into consideration sa paggawa ng desisyon. Kaya magfa-file ng motion of reconsideration ang House para mabigyan ng pagkakataon na mapakinggan ulit ang House of Representatives dito sa naging proseso na ito," she said. (That was among the documents submitted before in the comment as compliance to the Supreme Court order to the House of Representatives. However, it seems these were not taken into consideration in coming up with the decision. So the House will file a motion for reconsideration to allow the House of Representatives to be given an opportunity to be heard again regarding this process.) The SC declared the Articles of Impeachment against Duterte as unconstitutional, court spokesperson Atty. Camille Ting announced Friday. Voting 13-0, the SC ruled unanimously, deeming that the Articles of Impeachment are barred by the one-year rule under Article XI Section 3 paragraph 5 of the Constitution. Moreover, magistrates ruled that the articles violated the right to due process. Filing Abante however said she could not give a date yet as to when the filing will be done. "Nasa rules naman po that apparently we would still have at least 15 days to file their motion pero hihintayin natin kung kailan ito maihahanda ng counsel ng House of Representatives," she said. (According to the rules, we apparently would still have at least 15 days to file the motion. But we will wait for the counsel of the House of Representatives to prepare it.) Abante said it is up to the Senate as to what it would do after the Supreme Court ruling. "Naniniwala po ako na sana ay gawin ng Senado ang kanilang role sa impeachment proceedings," she said. (I believe, and I hope the Senate will do their role in impeachment proceedings.) "Para naman po sa House of Representatives, sabi naman po natin, sisiguraduhin namin na lalaban ang independence ng House of Representatives lalong lalo na sa naging role nito, ang exclusive role na binigay ng Konstitutusyon sa pag-initiate ng impeachment proceedings," she said. (For the House of Representatives, we said that we would ensure that we will fight for the independence of the House of Representatives, especially with regard to its exclusive role given by the Constitution to initiate impeachment proceedings.) Abante said despite the SC ruling, there is still a chance for those who voted to change their decision. "Bagamat merong ganitong desisyon ang Korte Suprema, may pagkakataon pa ng mabago ito regardless kung ilan yung bumoto diyan ay meron pa naman kaming kailangang maihain para mapakita yung mga detalye na maaaring hindi nila na-take into consideration doon sa una nilang desisyon," she said. (Even if the SC has issued a decision, there is still a chance that this can be changed regardless of how many voted for it. We still have a motion for reconsideration to file to show the details that may not have been taken into consideration in their decision.) Abante said the House prosecution team will continue to prepare for the impeachment. "Hindi nman titigil ang House panel of prosecutors sa paghahanda anuman ang maging sitwasyon tungkol sa impeachment complaint. Ang importante ay patungkol sa kaso na ito ay maihanda na ang motion for reconsideration. Nasa Kamara na 'yan kung ano ang mga susunod na hakbangin," she said. (The House panel of prosecutors will not stop its preparations regardless of the situation is about the impeachment complaint. What's important regarding this case is the motion for reconsideration be prepared. It is up to Congress what would be the next steps.) 20th Congress Abante said the House of Representatives is ready for the opening of the 20th Congress on Monday, July 28. "Handang handa naman ang House of Representatives sa pagbubukas ng 20th Congress bukas. Despite na nagkaroon tayo ng pag-ulan, naging maaga naman ang paghahanda ng House para masiguro na ready na for any eventuality ang House of Representatives para sa pagbubukas ng 20th Congress at ng SONA," she said. (The House of Representatives is very much ready for the opening of 20th Congress tomorrow. Despite the rains we had, the preparations done by the House were made early to ensure it is ready for any eventuality.) "Wala pong red carpet bukas. Ang gusto nating bigyan ng mas pansin ay 'yung magiging ulat ng ating Pangulo, hindi lang 'yung mga kasuotan ng mga bisita natin bukas," Abante said. (There is no red carpet tomorrow. We want to put more focus on the President's report, not just the outfits of our visitors tomorrow.) —KG, GMA Integrated News
