Ravishankar J. appointed as new MD of BMRCL

Ahead of the opening of the long-awaited Yellow Line of Namma Metro, the Karnataka government on Friday has appointed Ravishankar J., a 2001-batch IAS officer, as the new Managing Director of the Bengaluru Metro Rail Corporation Limited (BMRCL).
He succeeded M. Maheshwar Rao, IAS, who was relieved from the additional responsibility. Mr. Ravishankar was serving as the Secretary in the Agriculture Department.
A graduate of dental surgery, Mr. Ravishankar has held various positions across the State, including Secretary of the Housing Department and Special Commissioner at the Bruhat Bengaluru Mahanagara Palike (BBMP).
His past roles include stints at the Urban Development Department, Municipal Administration, Kannada and Culture, and Urban Housing departments. He has previously served as Deputy Commissioner in multiple districts.
Mr. Ravishankar faces the challenge of opening the long-awaited Yellow Line at the earliest, as public patience continues to wear out. Although the line is physically complete, the BMRCL has missed multiple deadlines to make it operational. The corporation is now planning to open it in August.
Mr. Ravishankar will have to tackle the task of ensuring timely completion of the under-construction Pink and Blue Lines of the Bengaluru Metro.

Mumbai: The recommendations of the Pravin Darekar committee on self-redevelopment will negate the benefits offered by the state govt through its 2019 Govt Resolution (GR) said housing activist Chandrashekar Prabhu. The committee submitted its report to the govt last week in the Vidhan Bhavan. CM Devendra Fadnavis, while accepting the report, said the recommendations would be forwarded to various depts to be studied and based on the recommendations of the various depts, the govt would come out with a new policy for self-redevelopment. Comparing the benefits offered in the 2019 GR on self-redevelopment and the recommendations of the Darekar committee, Prabhu said the GR offered 10% more floor space index (FSI) while the committee has recommended an additional 10% increase in carpet area. "Residents of a building that has opted for self-redevelopment get anywhere from 50% to 400% additional area. The 10% increase in carpet area means you get no extra area at all," he said. "Buildings that abut roads that are nine metres or more in width can opt for self-redevelopment. What about authorised buildings on roads with less than 9-metre width? "He said those opting for self-redevelopment are middle-class residents and govt must give the option of online or physical submission of proposals." he said, adding if the one-window system for clearance of proposals within three months is to be a reality then an IAS officer must be appointed to look into each case and smoothen out hurdles. Citing the quality of Cidco buildings, Prabhu said many buildings have become old and dilapidated with 10-15 years and are in urgent need of redevelopment. "The committee has recommended 30 years as the eligibility criteria for self-redevelopment. This should be done away with," he said. The committee's recommendation takes away the benefit of procuring TDR at 50% of the Ready Reckoner Rate as mentioned in the 2019 GR, instead it has proposed a 10% discount on premiums, said Prabhu.

BENGALURU: Finding parking space in the city is an irritating exercise for Bengalureans. Now, the BBMP is offering a bit of breathing space for motorists with its Rs 22-crore multi-level car parking complex in Gandhi Bazaar. The complex, which will be opened for public use soon by Deputy Chief Minister DK Shivakumar, will also have 50 shops on the ground floor. Car parking is arranged from the first floor to the fourth floor (31 vehicles per floor), and a total of 124 vehicles can be parked. One lift and 6 toilets have been constructed. On Friday, BBMP Chief Commissioner Maheshwar Rao inspected the facility. He also inspected the work of granite cobble stone, bollards and white topping on the footpath at the entrance of Gandhi Bazaar Main Road and lauded for the comprehensive development of the road and footpath and directed to that no hawkers or encroachers should take away public space. He also visited the Garbage-Sludge separator unit at Koramangala and said it should be made a model site. Proper arrangements should be made for those who come to study/train at this place. Garbage separator unit has a collection unit for recyclable materials, dry waste collection unit, biogas unit and mini transfer station, which should be properly maintained and sprayed from time to time to prevent odour, he said. As trash like commodes, beds, and furniture end up on the streets and become a black spot eventually, Rao suggested finding a dedicated space in the zone to store equipment like commodes, beds, and furniture. Recyclable material can be brought there, he said. He inspected the parking lot of Bangalore Metro Rail Corporation Limited (BMRCL) in front of the bus stand at Banashankari Circle and the space in the same location, and suggested that steps be taken to utilize the space to accommodate nearby street-side traders. Zonal commissioner Digvijay Bodke, Joint Commissioner Dr. Madhu, Deputy Commissioner Lakshmi Devi, Chief Engineer Basavaraj Kabade, Lokesh, Superintendent Engineer Hemalatha and other officials were present during the inspection rounds.
