‘Darekar panel diluting benefits offered by '19 GR on self-redevpt'
The committee submitted its report to the govt last week in the Vidhan Bhavan. CM Devendra Fadnavis, while accepting the report, said the recommendations would be forwarded to various depts to be studied and based on the recommendations of the various depts, the govt would come out with a new policy for self-redevelopment.
Comparing the benefits offered in the 2019 GR on self-redevelopment and the recommendations of the Darekar committee, Prabhu said the GR offered 10% more floor space index (FSI) while the committee has recommended an additional 10% increase in carpet area.
"Residents of a building that has opted for self-redevelopment get anywhere from 50% to 400% additional area. The 10% increase in carpet area means you get no extra area at all," he said.

He further pointed out that the committee has recommended self-redevelopment for buildings based on road width. "Buildings that abut roads that are nine metres or more in width can opt for self-redevelopment. What about authorised buildings on roads with less than 9-metre width? There should be no discrimination based on road width," he said.

The development of software and use of blockchain technology recommended by the committee to approve self-redevelopment projects would be self-defeating, warned Prabhu. "He said those opting for self-redevelopment are middle-class residents and govt must give the option of online or physical submission of proposals." he said, adding if the one-window system for clearance of proposals within three months is to be a reality then an IAS officer must be appointed to look into each case and smoothen out hurdles.
Citing the quality of Cidco buildings, Prabhu said many buildings have become old and dilapidated with 10-15 years and are in urgent need of redevelopment. "The committee has recommended 30 years as the eligibility criteria for self-redevelopment. This should be done away with," he said.
The committee's recommendation takes away the benefit of procuring TDR at 50% of the Ready Reckoner Rate as mentioned in the 2019 GR, instead it has proposed a 10% discount on premiums, said Prabhu.

Indus Water Treaty Favoured Pakistan, Left India With Little Share: Lt Gen Vinod Khandare
Nagpur: Retired Lieutenant General Vinod Khandare, former Principal Advisor to the Union Ministry of Defence during Operation Sindoor , has termed the Indus Water Treaty of 1960 as "unfair and biased towards Pakistan ." Speaking at a Jansamvaad event organised by Janmanch NGO, Khandare stated that the political leadership of the time gave away significant control over India's river resources, leaving the country with a disproportionately small share of the Indus waters. "The Indus River, originating from the Himalayas, carries a large amount of silt and sludge that used to accumulate in our dams," he said. "We wanted to de-silt it for efficiency, but were told the treaty doesn't permit us. Despite this, we cleaned the river." Khandare pointed out that the river flows from Indian states like Punjab and Haryana into Pakistan's Punjab, significantly boosting their agriculture. "They reaped harvests, earned revenue, and used that very money to fund terrorism against us," he said, underscoring the strategic imbalance the treaty has created. He added that all that changed in 2016, after a team of experts were appointed to asses and review the pact. General Khandare also raised alarms over China's covert meteorological manipulation program. According to him, China's Department of Weather Modification, with over 37,000 personnel, has been closely studying Indian monsoon patterns. Unlike countries like Israel, where every building has a shelter, or Europe, where metros are built underground for protection, Indian cities are ill-equipped. He further stressed the need for reforms in India's defence production. Govt owes tourism contractors over Rs 39.7cr with bills from 2019
Panaji : From housekeeping services and painting to legal fees and translations, the tourism department has racked up Rs 39.7 crore in unpaid bills. Contractors for events, vehicles and executed projects have been fretting with their money lying locked up with the tourism department as well as the Goa Tourism Development Corporation (GTDC), with some of the bills dating all the way back to 2019. Among those that the department owes money are govt entities such as Goa Human Resource Development Corporation Limited and Goa Electronics Limited. The tourism department's 17 outstanding bills are largely for tourism roadshows and trade fairs, and most are for the current year with just two bills dating back to Dec 2024. However, GTDC's track record of clearing bills of contractors and event management firms is not on par. The Goa Human Resource Development Corporation Ltd provided security services at GTDC residencies for 2019-20 for which it billed GTDC Rs 1.03 crore, an amount that remains unpaid, shows data released in the state legislative assembly. Invoices towards the organisation of the Manohar Parrikar Vidnyan Mahostav in Dec 2021 worth Rs 3.7 lakh also remain unpaid.
