‘Business is not good': Vietnam's floating markets dwindle as economy soars

Can Tho, Vietnam – As dawn breaks over Can Tho, the city's river is filled with the roaring engines of tour boats.
In the distance, traditional wooden houseboats emerge through the dim light as the Cai Rang Floating Market comes into view.
Cai Rang, and other markets like it, were once among the most recognisable cultural icons of southern Vietnam, with a history dating back to the early 20th Century.
Before the development of roads and bridges, the myriad waterways of the delta region were the primary means of trade and transport, leading to the development of floating markets where channels converged.
But over the last two decades, the markets have dwindled in size in tandem with Vietnam's rapid economic development – first gradually, then suddenly – and only two of the region's 10 major markets retain any significant presence.
'When I first visited [Cai Rang] market in 2011, it was much larger,' Linh, a local guide, told Al Jazeera.
'Now it's about a third of that size,' said Linh, who led daily tours to the market up until a few years ago.
Today, Cai Rang comprises about 200 vessels, fewer than half as many as during its peak in the 1990s.
Nearby Phong Dien market has shrunk to fewer than a dozen boats and has largely disappeared from tourist itineraries.
Cai Be, a once-thriving market in neighbouring Ben Tre province, is among those that have vanished completely, closing for good in 2021.
Historically the biggest of the delta's markets, Cai Rang still resembles a decent-sized assembly of boats – at least from afar.
On closer inspection, the market looks more sparse. Nowadays, tour boats make up a significant portion of the traffic on the water.
Still, the market functions much as it always has, as sampans are loaded up with produce from larger 'wholesalers', which is then brought back to markets on land.
For many sellers, the boats double as homes.
Daily life is on full display as the boat dwellers wash dishes with water from the river, cook meals over small stoves, or relax in hammocks – often with children and pet dogs in tow.
Yet behind the photogenic charm, anxieties linger.
'Business is not good,' Phuc, who works at the market selling pineapples to tourists, told Al Jazeera.
Sometimes she sells just 10 pineapples a day at 20,000 Vietnamese dong ($0.78) each.
'Only in the high season is it possible to make enough money. The rest of the time, we are barely surviving.'
Until two years ago, Phuc and her husband worked as wholesalers selling yams.
Every week for the previous 25 years, they would travel to Long An province, near Ho Chi Minh City, to restock their boat – a process that took several days there and back.
But as road infrastructure has improved in the last decade, land-based trade has become faster and more cost-effective, supplanting the need for river-based commerce.
'The only people who continue to work here are those who can't afford to buy a van or a big car [to deliver produce],' her husband, Thanh, told Al Jazeera.
Tuyen, who works as a wholesaler selling onions, garlic and sweet potatoes, is also downbeat.
'Ten years ago, I used to earn good money doing this, but now it's just enough to get by,' she told Al Jazeera, while preparing a breakfast of fish soup on her boat. 'Everything is more difficult now.'
Tuyen said the COVID-19 pandemic was a turning point, after which many sellers, unable to make ends meet, switched to working on land.
Asked why she did not join them, she pointed to the rental fees for a market spot – about five million Vietnamese dong ($195).
On the boat, she has no rent to pay.
'I'd prefer to stay on land – it's more comfortable and convenient – but I don't have the money,' she said.
While improved roads are often cited as the reason for the markets' decline, other factors have played a part.
Many smaller markets have struggled to recover from temporary closures during the pandemic, as health and safety regulations prompted a shift to land-based markets.
Poor planning has further exacerbated the situation.
To address the annual flooding of the Mekong Delta, the authorities have in recent years constructed flood prevention walls along the banks of the Can Tho river, one of its many waterways.
While these walls have helped reduce flooding and erosion, the absence of piers has made it harder for river-based trade to continue.
Broader cultural shifts also cast a cloud over the future of the floating market.
As Vietnam modernises, younger generations are turning their backs on their parents' trade, seeking better education and career opportunities.
'My daughter doesn't want to work here,' Phuc said. 'She prefers to work on her own terms for a company and invest in stocks. She's not like us – she doesn't like this life.'
Though vendors may worry about the future, Cai Rang's survival appears to be of little consequence to the average resident of the nearby city of Can Tho.
These days, most people shop in supermarkets and shopping malls and have little reason to visit Cai Rang.
'For me, it's nothing special,' a hotel receptionist, who has visited the market only once, told Al Jazeera, asking not to be named.
Yet tourism contributes approximately 6 percent to the city's economy, with Cai Rang Floating Market the main draw.
In 2017, the city welcomed 7.5 million tourists, according to official figures.
While arrivals hit 5.9 million in 2023 after dropping off to practically nothing during the pandemic, the numbers remain significantly below their peak.
Much of this is due to the consequences of the pandemic and a reduced number of flights from other parts of Vietnam, according to Son Ca Huynh, who runs a tour company in Can Tho.
If the floating market should close, efforts to revive tourism are likely to become harder still.
Huynh, who is branching out into cooking classes and off-the-beaten-track canal boat tours, said efforts to preserve the market could focus on its appeal to tourists, citing the floating markets of Bangkok as an example, rather than its commercial function.
'At the Bangkok markets, they sell many different things,' Huynh told Al Jazeera. 'Here, we sell mostly fruit and vegetables.'
But to do so, she said, the government would need to do more to encourage traders to stay, including constructing new piers for offloading goods and helping them raise their earnings – which she believes is unlikely given the cost involved.
In any case, Huynh said, the market would lose its authenticity and its cultural value.
'In my mind, it would not be the same,' she said.
By 8am, the day's trade has ended at Cai Rang.
The sun has risen high above the palm-lined riverbanks, and vendors are relaxing on their houseboats. But Linh, the tour guide, doubts the serenity will last and expects Cai Rang to close within a few years.
'Then I'll have to look for a new job,' she said.

Helicopters will be deployed for rescue if necessary,' Faizullah Faraq, spokesperson for the Gilgit-Baltistan government, said in a statement. On Monday, at least four other tourists were killed and 15 went missing due to the floods in the region's Diamer district. Meanwhile, the National Disaster Management Authority (NDMA) on Tuesday said at least 10 people died in neighbouring Khyber Pakhtunkhwa province, including six children. The NDMA said most of the deaths were caused by house collapses as above-average rains pounded the South Asia nation, still recovering from the floods of 2022, which killed nearly 1,700 people and displaced more than 30 million. Meanwhile, on the outskirts of the capital, Islamabad, two people riding in a car were swept into a storm drain at a residential complex. In South Korea, Trump's tariff threats place US love affair under strain

Seoul, South Korea – When Sideny Sim had a chance to visit the United States on business several years ago, it was the fulfilment of a lifelong dream. Like many South Koreans, Sim had long admired the US as a cultural juggernaut and positive force in the world. These days, Sim, a 38-year-old engineer living near Seoul, feels no such love towards the country. As US President Donald Trump threatens to impose a 25 percent tariff on South Korea from August 1, Sim cannot help but feel betrayed. 'If they used to be a country that was known to be a leader in culture, the economy and the perception of being 'good,' I feel like the US is now a threat to geopolitical balance,' Sim told Al Jazeera. South Korea and the US share deep and enduring ties. South Korea is one of Washington's closest allies in Asia, hosting about 28,000 US troops as a bulwark against North Korea. The US is home to a larger South Korean diaspora than any other country. But with the return of Trump's 'America First' agenda to Washington, DC, those ties are coming under strain. In a Pew Research Center survey released earlier this month, 61 percent of South Koreans expressed a favourable view of the US, down from 77 percent in 2024. Like dozens of other US trading partners, South Korea is facing severe economic disruption if it cannot reach a trade deal with the Trump administration by the August deadline. The Asian country, which is a major producer of electronics, ships and cars, generates more than 40 percent of its gross domestic product (GDP) from exports. In addition to sending a letter to South Korean President Lee Jae-Myung outlining his tariff threats, Trump earlier this month also claimed that Seoul pays 'very little' to support the presence of US Forces Korea (USFK). Trump's comments reinforced speculation that he could demand that the South Korean government increase its national defence spending or contributions to the costs of the USFK. After Trump last week told reporters that South Korea 'wants to make a deal right now,' Seoul's top trade envoy said that an 'in-principle' agreement was possible by the deadline. With the clock ticking on a deal, the uncertainty created by Trump's trade policies has stirred resentment among many South Koreans. Kim Hyunju, a customer service agent working in Seoul, said that although her company would not be directly affected by the tariffs, Trump's trade salvoes did not seem fair. 'It would only be fair if they are OK with us raising our tariffs to the same level as well,' Kim told Al Jazeera, adding that the Trump administration's actions had caused her to feel animosity towards the US. 'I can't help but see the US as a powerful nation which fulfils its interests with money and sheer power plays,' Kim said. 'I've always thought of the US as a friendly ally that is special to us, especially in terms of national defence. I know it is good for us to maintain this friendly status, but I sort of lost faith when Trump also demanded a larger amount of money for the US military presence in our country.' Kim Chang-chul, an investment strategist in Seoul, expressed a more sanguine view of Trump's trade policies, even while acknowledging the harm they could do to South Korean businesses. 'The US tariff policy is a burden for our government and businesses, but the move really shows the depth of US decision-making and strategy,' Kim told Al Jazeera. 'Trump wants South Korea to be more involved in the US's energy ambitions in Alaska. It's part of the US pushing for geopolitical realignment and economic rebalancing.' Earlier this year, the US held talks with South Korean officials about boosting US exports of liquefied natural gas (LNG) to South Korea, a major LNG importer. Keum Hye-yoon, a researcher at the Korea Institute for International Economic Policy (KIEP), said it has been difficult for a US ally like South Korea to make sense of Trump's comments and actions. 'When Trump cites 'fairness' in his tariff policy, it's based on unilateral expectations of improving the US trade balance or restoring economic strength to certain industries,' Keum told Al Jazeera. 'As allies like South Korea share supply chains with the US and work closely with its companies, disregarding these structures and imposing high taxes will likely create burdens on US businesses and consumers as well.' While Trump's most severe tariffs have yet to come into effect, South Korean manufacturers have already reported some disruption. South Korea's exports dropped 2.2 percent in the first 20 days of July compared with a year earlier, according to preliminary data released by Korea Customs Service on Monday. Kim Sung-hyeok, the head of research at the Korean Confederation of Trade Unions (KCTU) Labour Institute, said exporters in the auto, steel, semiconductor and pharmaceutical sectors had been especially affected. 'As exports in these fields decreased considerably since the tariff announcements, production orders in domestic factories have declined,' Kim told Al Jazeera. 'Some automotive and steel production lines have closed temporarily, while other manufacturing sites have closed altogether. Voluntary resignations and redeployments have become rampant in some of these workplaces.' Kim said small companies may face the brunt of the tariffs as they are not capable of 'moving their manufacturing plants to the US', or 'diversifying their trade avenues outside of the US'. 'And as major companies face a general decline in exports, these small companies will consequently face a shortage in product delivery volume that will cause employment disputes,' he said. The Korea Development Institute estimated in May that the number of employed South Koreans would increase by just 90,000 this year, in part due to the economic uncertainties, compared with a rise of 160,000 last year. Even before Trump's arrival on the political scene, US-South Korea relations had gone through difficult periods in the past. In 2002, two South Korean middle-school girls were killed when they were struck by a US Army armoured vehicle. After the American soldiers involved in the incident were found not guilty of negligent homicide by a US military court, the country saw an explosion in anti-US sentiment and nationwide protests. In 2008, nationwide protests took place after the South Korean government decided to continue importing US beef despite concerns about the risk of Mad Cow Disease. More recently, President Lee, who was elected in June, has emphasised the importance of maintaining positive relations with China, Washington's biggest strategic rival and competitor. The KIEP's Keum said the US-South Korea relationship has evolved into a partnership where the US has become a 'conditional ally', where 'economic interests take precedence over traditional alliance'. 'The US is increasingly demanding South Korea to cooperate in its containment strategy of China among its other socioeconomic policies,' she said. Keum said that South Korea will need to seek out alternative markets and diversify its exports to mitigate the fallout of Trump's agenda. 'South Korea also doesn't need to act alone. The country can seek joint action with countries such as EU members, Japan and Canada to come up with joint responses to the current predicament,' she said.

At least 34 people have died and several are still missing after a tourist boat capsized in Vietnam during bad weather. The incident took place in Ha Long Bay, a popular tourist destination in the north of the country. Most of the passengers were reportedly Vietnamese families visiting from the capital Hanoi. A 10-year-old boy was rescued after being trapped in an air pocket in the upturned hull, local media say. 'I took a deep breath... dived, then swam up. I even shouted for help, then I was pulled up by a boat', the boy - who had been travelling with his parents - told state media outlet VietnamNet. Of the bodies so far recovered, at least eight were children, VNExpress reports. Rescue efforts are set to continue into the night to find the many still missing. Prime Minister Pham Minh Chinh sent his condolences to the families of the dead. Authorities will investigate the cause of the accident and 'strictly handle violations', a government statement said.
