26 omitted BC castes seek reinstatement in T'gana list

Time of India13-06-2025
Hyderabad: As many as 26 Backward Caste communities, which were dropped from the BC list after the formation of Telangana in 2014, have received another opportunity to make their case for reinstatement.
The Telangana Commission for Backward Classes held a three-day public hearing at its Khairatabad office from June 9, following a broader call for representations that remained open from May 31 to June 13.
During this period, over 133 representations were received and examined. Among those who made submissions were Kukatpally MLA Madhavaram Krishna Rao (Telangana) and Amadalavalasa MLA Koona Ravi Kumar (Andhra Pradesh).
Representatives from several caste associations—including Kalinga, Turpu Kapu, Pondara, Settibalija, Koppulavelama, and Polnativelama—also deposed before the commission, urging the restoration of their caste names in the state BC list.
Commission chairman G Niranjan told TOI that the case regarding the 26 castes is already before the Supreme Court. "We will soon submit a report to the apex court. Even the earlier BC Commission under the former BRS govt examined the issue.

We are reviewing all the current representations and will submit our recommendation accordingly," he said.
However, the demand for reinstatement has drawn opposition from groups such as the Telangana BC protection committee and Telangana Pradesh Gangaputra Sangham, who have petitioned the commission not to re-include the 26 castes in the BC list.
The controversy dates back to Aug 14, 2014, when the then BRS govt issued GO No.
3, listing only 112 BC castes for Telangana, omitting 26 castes from the earlier list of 138 recognised under undivided Andhra Pradesh. Critics argue that the decision was politically motivated, allegedly based on the view that these communities were migrants from Andhra who had settled in Telangana over the decades.
Sriram Boddepalli, general secretary of the joint action committee representing the 26 communities, said the omission was done without notice or the opportunity for the affected groups to respond.
He pointed out that the same official who recommended the reduced list later sent a rectification letter to the govt on Sept 25, 2014, suggesting the reinstatement of 13 of the 26 communities. However, this recommendation was ignored.
A subsequent GO No. 16, issued on March 11, 2015, included all 138 castes, but with a rider stating that the 26 castes mentioned had already been omitted via GO No. 3. This led to the cessation of BC certificates for members of these communities in Telangana.
The omission has had far-reaching implications. While many parents from these communities secured education and jobs under the BC quota, their children are now classified under the 'others' or OC category, losing access to reservation benefits.
BJP Rajya Sabha MP R Krishnaiah attributed the exclusion to the emotionally charged environment during the bifurcation of the state and urged a resolution. "These communities have lived in Telangana for decades, and many even before independence.
The issue must be settled fairly," he said.
Meanwhile, the Congress govt has passed two bills in the assembly seeking to raise BC reservation to 42% across education, employment, and local bodies. The bills are pending central approval, but notably, none of the 26 omitted castes feature in the current BC or OC categories.

CJI attributes his rise to Ambedkar, Constitution

NAGPUR: Chief Justice of India Bhushan Gavai on Saturday credited his rise from a semi-slum school in Maharashtra's Amravati to the country's highest judicial office, the transformative legacy of Dr Babasaheb Ambedkar, and the Constitution. "If there was no Dr Ambedkar and no Constitution, I would not be in Chief Justice's chair," he said at the Dr Babasaheb Ambedkar College diamond jubilee celebrations in Deekshabhoomi. He said his visit to Deekshabhoomi was not as a guest but as "a son of the soil". Standing alongside CM Devendra Fadnavis, senior judges Shree Chandrashekhar, Nitin Sambre, Anil Kilor, Anil Pansare, Prafulla Khubalkar, Abhay Mantri, the CJI said: "This is not a ceremonial visit. It's deeply personal. I have a lifelong emotional connect with this place." Praising Ambedkar's choice of Buddhism over other religions, Gavai said, "Despite offers to embrace Islam and Christianity, Babasaheb chose Buddhism because it ensures equality for all." He cited the 1981 silver jubilee of the Buddhist movement when ex-governor and his late father R S Gavai brought Dr Ambedkar's ashes to Nagpur. "I remember the massive procession. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Biggest Real Estate Discounts Ever at M3M India. Enquire Now! The CJI also reflected on the Ambedkar college's early struggles when staff salaries were unpaid, and operations ran out of a temporary structure. "My father and Dadasaheb Kumbhare sought help from Manoharbhai Patel in Gondia, who agreed to support on the condition they'd have meals with him at his home one day," he said, praising such sacrifices that built the institution "brick by brick". He lauded the college's evolution into a NAAC-accredited institution. Highlighting women's empowerment as a true tribute to Dr Ambedkar's vision, Gavai noted that 80% of today's achievers here are girls. "Ambedkar always said the progress of a society is reflected by the progress of its women," he added.

Abhishek sends team to aid Bengali workers detained in Maha

1 2 Kolkata: With chief minister Mamata Banerjee launching a tirade against the "linguistic terror" unleashed on Bengali-speakers in BJP-governed states, Trinamool national general secretary Abhishek Banerjee on Saturday sent a four-member team to Maharashtra to assist and ensure the return of migrant workers detained there at the earliest. Among those detained is one Babai Sardar, a resident of Bishnupur, a part of Abhishek's Diamond Harbour Lok Sabha constituency. After Abhishek instructed Bishnupur MLA and state minister Dilip Mondal to send a team, four functionaries of the local TMC leadership left for Mumbai on Saturday evening. Abhishek also told Mondal to ensure that the team was "sufficiently equipped and supported" so that they can help the release of the detained workers. Amit Shah, CM review ministers' work, party coordination

1 2 Jaipur: In a significant political development Saturday, Chief Minister Bhajan Lal Sharma's second visit to Delhi within five days fuelled speculation about imminent changes in the state's political landscape. The chief minister held an hour-long closed-door meeting with Union home minister Amit Shah , following his earlier meeting with Prime Minister Narendra Modi Tuesday. While the Chief Minister's Office maintains these visits are routine, party insiders suggest otherwise. "Such back-to-back meetings with both PM Modi and HM Shah are rarely about routine work. They indicate high-level political recalibration," a senior BJP source revealed. The meetings are said to have centred on crucial issues, including potential political appointments, internal party coordination and governance concerns. Sources confirm that performance reports of several state ministers were reviewed during the meeting with Shah, indicating possible administrative changes ahead. Adding to the political intrigue is the growing internal friction within the state BJP, highlighted by former chief minister Vasundhara Raje 's recent criticism of the govt's handling of the Jhalawar school tragedy in which seven children died. While immediate cabinet changes are not expected, sources suggest potential party organisation restructuring could follow Shah's proposed visit to Rajasthan in the coming months. The party is also considering appointing a new BJP general secretary (organisation) in Rajasthan to better streamline govt-party coordination. "Talks extended to the formation of a new team under BJP state president Madan Rathore and proposed changes in the state organisation," a source said. The developments come amid concerns over the chief minister's leadership style and public image, with party sources noting "growing concern over the CM's grip on governance and lack of political narrative." As Sharma returns to Jaipur Sunday, these high-level meetings have set the stage for what could be significant changes in Rajasthan's political landscape in the coming months.
