Man arrested for alleged online sexual coercion of minors in Vietnam
LAM DONG, (Vietnam): Police in the southern province of Lam Dong have arrested a man for allegedly coercing underage girls into performing sexual acts on video call platforms, authorities said on Friday (May 16).
Nguyen Duy Quang, 26, was charged with 'abusing a person under 16 years old for pornographic purposes' under Vietnam's Penal Code, following a formal decision to initiate criminal proceedings and place him in temporary detention.
The investigation began in early May after the police received a complaint from a woman who discovered that her 14-year-old daughter had been threatened and forced into explicit acts by a Facebook user named 'Nguyen Minh Hieu.'
The acts were reportedly carried out over video call platforms, including BigoLive and Messenger.
Several days later, the police say they caught Quang red-handed using the Facebook account to commit online sexual coercion. Officers seized all electronic devices belonging to the suspect.
Quang confessed to creating multiple Facebook accounts under names such as 'Quang Nguyen' and 'Nguyen Minh Hieu.' He used these accounts to connect with students in Lam Dong Province.
The police said he posed as a clothing store owner in downtown Dalat and claimed to be financially well-off, offering iPhones or outings in exchange for sensitive photos and videos from the students.
After receiving the materials, Quang allegedly pressured the victims into joining group video calls and performing further acts in Messenger groups he created.
If they refused, he threatened to send the images and videos to their families and friends or post them online.
He profitted by collecting mobile phone top-up cards from group members who paid to view the content.
At least four victims — all students in lower or upper secondary school — have been identified so far.
The police are initiating criminal proceedings against Quang.
Authorities urge parents to be vigilant in supervising and protecting children online and to report any suspicious activity to law enforcement. - Vietnam News/ANN

EAIC: Immigration officers abused power in medical visa approvals
KUALA LUMPUR: The Enforcement Agency Integrity Commission (EAIC) has found that Immigration officers abused their power by approving medical visas for foreigners from several countries. In a statement, the EAIC said its Special Task Force, led by Commissioner Datuk Seri Dr Razali Ab Malik, will refer the findings of its investigation to the Attorney-General's Chambers (A-GC). "The Special Task Force found that Immigration officers had approved medical visas for foreign nationals from several countries, despite knowing that the submitted application documents were incomplete and failed to meet the requirements outlined in Immigration Circular No. 10/2001. "As a result, the EAIC has decided to refer the investigation's findings to the A-GC under Paragraph 30(1)(c) of the Enforcement Agency Integrity Commission Act 2009, with a recommendation for criminal charges to be brought against the officers involved, under provisions of the Penal Code, the Immigration Act 1959/63, and the Passport Act 1966," it said. The EAIC said Razali noted that the Special Task Force had reviewed violations in the medical visa approval process. This included assessments of procedural compliance, witness interviews, document seizures, and the preparation of recommendations for further action. Previously, the EAIC was reported to have formed the Special Task Force under Subsection 17(1) of the EAIC Act 2009 to investigate misconduct involving the issuance of medical visas to foreigners. Based on preliminary findings presented at a commission meeting on Oct 15 last year, it was decided that a full investigation would be conducted into suspicious activities believed to be linked to a syndicate, using the seized documents. On Oct 8, 2024, the EAIC reportedly visited the Immigration Department's Visa, Pass, and Permit Division in Putrajaya, where it seized 156 application files for Social Visit Passes (Treatment Pass category). The seizure followed complaints alleging that Immigration officers had issued these passes without following proper procedures.

Five suspects of loan shark activities nabbed for making threats, red paint attacks
KOTA BARU: Police have arrested five suspects believed to be involved in illegal moneylending activities, including threats and acts of mischief, such as splashing red paint on borrowers' homes. Kelantan police chief Datuk Mohd Yusoff Mamat said the suspects, aged between 25 and 39, were detained under Ops Vulture in separate raids. The first suspect was apprehended on Wednesday (July 23) in Pasir Tumboh, Kubang Kerian, while the other four were arrested on Friday following a red paint incident in Pasir Hor. Police also seized 34 items believed to have been used in these activities, including red paint, threatening notes, clothing, face masks, mobile phones, and motorcycles. "Preliminary investigations revealed that all five suspects are believed to be linked to at least nine cases of property damage in Kota Baru, Tumpat, and Tanah Merah. "Their actions included breaking window panes with stones, pasting threatening notes, and padlocking borrowers' gates as a form of intimidation," he said in a statement on Sunday night. Mohd Yusoff said the case is being investigated under Section 5(2) of the Moneylenders Act 1951 and Sections 427/506 of the Penal Code. Kelantan loan shark ring busted in Op Vulture raids
KOTA BARU: Police have crippled an illegal moneylending syndicate following a series of raids under Op Vulture targeting loan shark activities involving threats and property damage in Kelantan. State police chief Datuk Mohd Yusoff Mamat said the operation, jointly conducted by the Commercial Crime Investigation Department of the state contingent and the Kota Baru district, was held from July 17 to 22. He added that the two separate raids around Kota Baru led to the arrest of five suspects, aged between 25 and 39, believed to be involved in criminal intimidation and vandalism linked to unlicensed moneylending activities. "The suspects are believed to have carried out acts such as splashing red paint on victims' houses, pasting threatening notes, smashing windows with stones and locking the victims' gates as a form of harassment and pressure," he said. Mohd Yusoff said the first suspect was nabbed on July 23 during a raid in Pasir Tumboh near Kubang Kerian. "This was followed by the arrest of four more suspects on July 25 in connection with a paint-splashing incident in Pasir Hor," he added. During the operations, he said police have seized 34 items and they included red paint, pens, threat notes, clothing, face masks, mobile phones, and motorcycles believed to have been used in the crimes. "Early investigations revealed that the suspects were linked to at least nine cases of criminal damage across Kota Baru, Tumpat and Tanah Merah districts," he said. The case is being investigated under Section 5(2) of the Moneylenders Act 1951 and Sections 427 and 506 of the Penal Code for mischief and criminal intimidation. "All five suspects have been remanded to assist in further investigations," he added. Mohd Yusoff advised the public not to seek loans through unlicensed sources, including those offered on social media and unverified applications. He urged borrowers to verify lenders through official channels and conduct financial transactions only with licensed institutions. He also reminded the public not to accept payments for carrying out red paint attacks or other intimidation acts, as even being hired for such activities constitutes a criminal offence. "The police will not compromise with anyone who attempts to instil fear in the public for personal gain. "Any suspicious activity should be reported to the nearest police station or through our official channels," he added.
