Arsenal boss Mikel Arteta had issued a rallying call for a deafening atmosphere in North London.
But an early goal from Ousmane Dembele quietened the crowd, with the players unable to find a leveller.
The game was Arsenal 's first semi-final in the competition since 2009.
But Rooney - who appeared in three Champions League finals - didn't believe the atmosphere lived up to the occasion.
Working as an analyst for Amazon Prime, the England legend said: "For Arsenal, I was a bit disappointed with how they played.
"[I was] disappointed with the fans as well.
"The fans against Real Madrid really pushed the team. I thought tonight they were a bit subdued.
"The players need help, I thought the fans against Madrid were absolutely fantastic.
"The best I've ever heard them at the Emirates.
"I thought tonight they didn't give them that same energy.
"In big games, in massive semi-finals of the Champions League, maybe that might be the difference. So maybe they have to give a little bit more.
"Arsenal fans have been through a lot I know.
"But maybe if they brought the same energy they bought against Real Madrid that might have lifted the players by five per cent."
Rooney also singled out Arsenal's midfield at half-time, taking aim at Declan Rice, Mikel Merino and Martin Odegaard.
Thomas Partey missed out through suspension for the Gunners, with Rice dropping back to take his place as a No6.
Rooney said: "The midfield three for Arsenal are all over the place.
"They are trying to go press the ball at every opportunity and they are leaving massive gaps, like you see for the first goal.
"They are leaving big gaps in behind and PSG will punish them."
Arsenal legend Thierry Henry covered the game for CBS Sports.
And he pulled no punches in declaring PSG were the better team from the first minute.
Henry said: "PSG were far superior, for me, in this game.
"A lot needs to be changed for Arsenal to make sure that they can beat PSG. It's going to be a different ball game.
"There is another tie, you never know what's going to happen."

Nicolas Kuhn set for rapid Celtic reunion after Como transfer is confirmed as exact fee revealed for Serie A switch
Kuhn could face Celtic in friendly action just three weeks after sealing his move to Serie A Nicolas Kuhn will miss Celtic 's friendly with Queen's Park as he looks to dot the i's and cross the t's on a move to Como. But it might not be the last Celtic fans have seen of him this summer, as he could run out against them in this month's Como Cup. The German winger, 25, is on the verge of a move to Serie A after a £17.2m deal was struck with Celtic. He had been heavily linked with Bundesliga giants RB Leipzig this summer, but Cesc Fabregas has stolen a march by shelling out big money to lure Kuhn to Italy. It's believed Kuhn has already agreed a lucrative long-term deal with the Serie A side, who are now ironing out the final details. Kuhn is understood to be gearing up for a medical with Fabregas' team. The winger sparkled last season for the Hoops, scoring 21 goals and supplying 15 assists across all competitions. The wide man delivered in big moments too, scoring against Leipzig and Bayern Munich in the Champions League, as well as Rangers in the Premier Sports Cup Final. However, he was criticised towards the end of the campaign for a drop-off in form, sparking speculation that his future could lie elsewhere. Now, less than 18 months after arriving from Rapid Vienna for a bargain £3m, Celts stand to make a huge profit. The attacker won't be involved in tonight's friendly with Queen's Park but could be set for a quick-fire reunion with Brendan Rodgers and co later this month in the Como Cup. Como face Al-Ahli in the tournament on July 23 before Celtic face Ajax on July 24. Should both Como and Celtic win then Kuhn could run out against his former side in Italy on July 27 – around three weeks after sealing the move. They would also meet in the third place playoff on July 26 if both sides were to lose.

Arthur Fery left with few regrets as Wimbledon campaign comes to an end
The 22-year-old defeated the Australian 20th seed Alexei Popyrin in the opening round to cross paths with the Italian in a clash scheduled as the last to take place on Court Two on Wednesday evening. Fery had lost the first two sets when the light began to falter and the match was paused, though the French-born Briton felt the interruption was to his advantage as his opponent was firmly on the front foot. Play resumed after midday on Thursday, and though Darderi was made to work hard for his third and final set he eventually prevailed 6-4 6-3 6-3 to knock Fery out of the tournament. 'I did my best, I thought I came out with a pretty good game plan – not too many regrets,' said Fery, whose French father Loic owns Lorient football club. 'I was tired, for sure. That second set yesterday was a physical one. 'It probably was going to help me to stop last night. I was two sets to love down. It was a very close match but still, momentum was on his side and he was playing very well. 'Stopping last night was good for me. I came out this morning, practised, warmed up well this morning. I was going to try and inch my way back into the match. Defeat for Arthur Fery in round two at @Wimbledon Plenty to be proud of for Arthur though, including a biggest career win & first main draw victory at SW19!#BackTheBrits 🇬🇧 | #Wimbledon — LTA (@the_LTA) July 3, 2025 'Even today I thought he was physical. He's a clay-court player. It was tough at times but I guess it shows me where I can improve. 'There were some matches where you have so many break points, and you come off the court having lost and you're p****d at yourself because you felt like you managed them poorly. 'I'm pretty proud of my performance. Overall it's frustrating. I had a lot of break points but didn't think I did a huge amount wrong. 'I thought he came out very well again today. I tried to use the crowd, I tried to change a few things tactically. It wasn't enough today.'
