Why some States are upset with the Centre over revenue sharing: Part 1
Almost every State — including those ruled by the BJP — is calling for a change in the current revenue-sharing formula with the Central government.
To understand this growing demand, it's crucial to first unpack how the Centre earns revenue, what constitutes the 'divisible pool,' and why many States view the existing formula as inequitable — a concern that has only deepened in the post-pandemic years.
In the first part of this three-part series, The Hindu Data Team simplifies the complexities of fiscal federalism using a ₹100 note to illustrate how funds are shared.
The Fifteenth Finance Commission had recommended that 41% of the divisible pool be allocated to States. Now, the Sixteenth Finance Commission is visiting all States to determine the new revenue-sharing formula for the next five years.
This series delves into the roots of the Centre-State fiscal debate and explores the road ahead.

'Learnt Humility From Him': Kanimozhi Objects To BJP's Mention Of Manmohan Singh In Op Sindoor Debate

Kanimozhi asked the BJP to learn "humility" from Manmohan Singh, saying the former PM apologised to the nation following the 26/11 attacks DMK MP Kanimozhi Karunanidhi on Tuesday launched an attack on the BJP after its ministers and lawmakers accused former PM Manmohan Singh of not taking any action after the 26/11 Mumbai attacks. Speaking in the Lok Sabha during a special debate on Operation Sindoor, Kanimozhi asked the BJP to learn 'humility" from Manmohan Singh, saying the former PM apologised to the nation following the 26/11 attacks. She then questioned the government and asked who would take responsibility for the Pahalgam attack in which 26 people were shot dead. 'This year, there was an attack in Jaipur.. In Pulwama, they brought 240 kgs of RDX. We don't have any answers. Every time there is an attack, you say it will not happen again. What had the Vishwaguru learnt? You have not even learnt humility. When the Mumbai attacks happened, then Prime Minister Manmohan Singh came in front of the media and apologised to the nation and said this should not have happened, and we should have prevented it. Learn humility from him; he is no more. Who will take responsibility for what happened to people in Pahalgam? Innocent tourists believed you, trusted you and went there thinking it was a safe place," he said. Taking a jibe at the BJP and Union Home Minister Amit Shah, the DMK MP said, 'You remember Pandit Jawaharlal Nehru more than Congress. A man who was so powerful that he changed history. And even till today, he is so powerful that he is responsible for every mistake you make." In his speech, Shah said PoK exists only because of Jawaharlal Nehru. '…Yesterday, they (Congress) were raising questions about why there was no war… Today, PoK exists only because of Jawaharlal Nehru… In 1960, they gave 80% of the Indus waters to Pakistan… In 1971, during the Simla Agreement, they (Congress) forgot to ask about PoK. If they had taken PoK then, we would not have to carry out attacks on camps there now," he said. BJP Govt Failed People: DMK MP The DMK leader said that the MPs' delegations were sent for the global outreach of Operation Sindoor because the central government had failed the people. 'We had to go on these delegations (MPs delegation on Operation Sindoor global outreach) because peace had failed us, and you (central govt) had failed the people of India… For the first time, the BJP has shown some confidence in the Opposition, and they sent us out as leaders of (MPs) delegations to represent this country. I thank them. But also, I would like to say, if the opportunity to lead these delegations had not arisen, then we would have been happier and more grateful…Today, the Home Minister in his speech only intended to blame the Opposition…Today, it has become a blame game. Today, the Home Minister in his speech only intended to blame the Opposition," she said. ‘Systematic persecution of minorities': Rahul Gandhi questions arrest of Kerala nuns in Chhattisgarh

Congress leader Rahul Gandhi on Monday said that the arrest of two nuns from Kerala at the Durg railway station in Chhattisgarh reflected a ' dangerous pattern ' of 'systematic persecution of minorities' under the Bharatiya Janata Party-led government. The nuns and a man were arrested on Saturday on suspicion of human trafficking and religious conversion. Gandhi said that they had been 'targeted for their faith'. 'This is not justice, it is BJP-RSS [Rashtriya Swayamsevak Sangh] mob rule,' Gandhi said in a social media post. 'Religious freedom is a constitutional right. We demand their immediate release and accountability for this injustice.' However, BJP leader Sanjay Shrivastava dismissed Gandhi's statement as ' pressure politics '. 'This country has a constitution, laws and rules,' The Indian Express quoted Shrivastava as saying. 'If he thinks someone has gone against the Constitution then he should approach the court. If anyone violates the conversion law then stringent action will be taken.' On Monday, MPs from Kerala's ruling Left Democratic Front and Opposition United Democratic Front held a joint protest outside Parliament, denouncing the 'minority-hate-fuelled' arrest of the nuns on 'trumped-up' charges. The nuns – Preeti Mary and Vandana Francis – are members of the Assisi Sisters of Mary Immaculate, a congregation under the Syro-Malabar Church in Alappuzha district's Cherthala town and were working at a hospital in Agra. The two nuns and the man, identified as Sukhman Mandavi, were accompanying three women from Chhattisgarh's Narayanpur district. Sebastian Poomattam, vicar general of the Raipur Archdiocese said that the nuns were taking the women to Agra, where they had been offered jobs of kitchen helpers at a convent. The nuns and Mandavi were remanded to judicial custody till August 8. They were charged under sections of the Bharatiya Nyaya Sanhita pertaining to human trafficking and sections of the Chhattisgarh Religious Freedom Act. Commenting on the arrests, the Catholic Bishops' Conference of India alleged that a ' false ' case had been filed against the nuns under the influence of Hindutva groups, Onmanorama reported. The bishops' conference sought the intervention of Prime Minister Narendra Modi and Union Home Minister Amit Shah in the matter.

‘No medicine for jealousy': Mamata Banerjee attacks BJP over ‘conspiracy to exclude voters' from electoral rolls in West Bengal

West Bengal Chief Minister Mamata Banerjee Tuesday accused the BJP of a conspiracy to exclude voters' names from electoral rolls, reiterating her long-standing allegations. Speaking at a government service distribution programme in Ilambazar, Birbhum, she issued a direct order to Trinamool Congress (TMC) leaders Anubrata Mondal and Kajal Sheikh to 'hit the ground' and meticulously verify voter lists to ensure no genuine voter is omitted. During the event, which included the inauguration of the Jaydev Bridge and other development projects, Banerjee broadened her address to cover a range of critical issues, from voter list integrity to alleged 'torture' of people from Bengal and 'deprivation' experienced by the state at the hands of the Centre. She said, 'In all the double-engine governments, that is BJP-ruled states, including Assam, Odisha, Gujarat, Madhya Pradesh, Uttar Pradesh, Bengalis are being oppressed on the orders of the home ministry.' She attributed this alleged oppression to 'talent and hard work' and said there is 'no medicine for jealousy'. 'Those who work in those states have been working there for 20-25 years. They have all the legal documents. Despite this, they are being kept in detention camps and being taken to police stations,' She said, urging people working in other states to return to Bengal, offering state government assistance for their travel. 'Let them return, we will take care of their travel expense too.' Banerjee linked the alleged voter exclusion efforts to the controversial National Register of Citizens (NRC). 'Everyone should register their names in the new voter list. The names of genuine people should not be left out. This is how the conspiracy to implement NRC is going on. It has happened in Assam and they are trying in Bengal, too. But as long as we live, we will not let NRC happen, we will stop it.' She encouraged citizens whose names are omitted to protest and inform booth-level officers (BLOs), who assist the Election Commission in preparing and updating voters' lists, emphasising that it is their 'constitutional right'. The West Bengal Assembly elections will be held in 2026. Banerjee specifically appealed to minorities working outside the state to ensure their names are registered in the voter list. Following her address, she instructed all district leaders, including Anubrata Mondal, Kajal Sheikh, and MP Shatabdi Roy, to maintain a vigilant eye on their respective areas concerning voter list updates. She also alleged that the Centre was withholding funds meant for Bengal. 'For five years, we ranked first in village road construction and similarly for the 100-day work scheme, so they stopped the money,' she said. Banerjee accused the BJP of hypocrisy, questioning the deployment of Central commissions to Bengal for even 'even at a lizard's bite', while according to her, similar commissions were absent when 'girls and women are tortured and burnt alive in Odisha, Rajasthan, etc'. She also provided an update on housing initiatives, saying that her government had already delivered 45 lakh permanent houses. She added that funds have been released this year for 12 lakh mud houses to be converted into permanent structures. 'By December, another 16 lakh mud houses will receive their first instalment for building permanent houses, and the second instalment will be released in May,' she said.
