Naxals should embrace Ambedkarvad, says Athawale

, while speaking in Kolhapur on Tuesday, urged all
naxals
to renounce violence and embrace "Ambedkarvad" — the ideals of Babasaheb Ambedkar.
Athawale, who is also the president of the Republican Party of India (RPI), clarified that the Jan Suraksha Act, passed by the state legislature, is not intended to suppress democratic movements. "Instead its target is violent and undemocratic movements like naxalism. Simply expressing dissent through writing or speaking against the govt would not lead to action under this Act," he said.
"The method of naxals is to backstab.
We were never called naxals when we hit the streets. The way naxals carry out their movement is totally wrong. The govt should not interpret Ambedkarites as naxalites. We are different in ideology and means," he added.
On being asked about the likelihood of Uddhav Thackeray and Raj Thackeray coming together for the Mumbai municipal election, Athawale said, "Now, there are 60% non-Marathis in Mumbai, and they are against Raj. Both Thackerays will get votes only from Marathi people. We will easily defeat them in the election."

Boon For Farmers: PM Dhan Dhanya Krishi Yojana gets Cabinet nod
New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Modi, met on Wednesday and approved the Pradhan Mantri Dhan-Dhanya Krishi Yojana, as announced in the 2025-26 budget. The scheme primarily aims to enhance agricultural productivity, promote crop diversification, and encourage sustainable agricultural practices. Further objectives include increasing post-harvest storage capacity, improving irrigation facilities, and facilitating better credit availability. Union Minister Ashwini Vaishnaw, speaking after the weekly Cabinet meeting, stated that the programme will benefit 1.7 crore farmers. With a commencement date of 2025-26, an annual financial outlay of Rs 24,000 crore is earmarked for at least six years. Union Finance Minister Nirmala Sitharaman had proposed on February 1 that the government, in partnership with states, would launch the 'Pradhan Mantri Dhan-Dhanya Krishi Yojana'. This scheme will be implemented in collaboration with 36 existing schemes across 11 departments, other state schemes, and the private sector. As many as 100 districts will be identified based on three key indicators: low productivity, low cropping intensity, and low credit disbursement. At least one district will be selected from each state. District, state, and national-level committees will be formed to monitor the scheme. The District Dhan Dhanya Committee, which will include farmer members, will finalise the scheme at the district level. In each Dhan Dhanya district, the scheme's progress will be monitored monthly via a dashboard tracking 177 key performance indicators (KPIs). NITI Aayog will also review and provide guidance on district plans. Furthermore, a designated central nodal officer for each district will regularly review the scheme's implementation. The scheme is expected to boost crop production, add value to the agriculture and allied sectors, generate local livelihoods, and thus achieve self-reliance. As indicators improve in these 100 districts, national indicators are also projected to rise.

Long-pending inter-state water disputes: TG, AP CMs reach consensus in 4 areas
New Delhi: Telangana Chief Minister A Revanth Reddy and Andhra Pradesh Chief Minister N Chandrababu Naidu arrived at a consensus on some of the long-pending inter-state issues concerning riverine projects and utilization of water at a meeting chaired by Jal Shakti Minister CR Patil at the Jal Shakti Office in New Delhi on Wednesday. As for the residual contentious matters, the two Chief Ministers agreed to constitute an Official Committee with technical experts in a week to resolve pending approvals for new projects and water allocations from Godavari and Krishna rivers in Telangana and Andhra Pradesh. Although the Telangana government had strategically sought to drop from the agenda of the high-level meeting the ticklish issue over the Godavari–Banakacherla project, the AP government upended it by making a presentation on the project from its standpoint and sought the help of the Union government to go ahead with the construction of the new project drawing 200 TMC of water. The Andhra CM claimed that the project was being constructed utilizing 'only flood waters'. At the meeting, which was attended by Irrigation Ministers and top officials of the two states, the Telangana CM came up with 13-point agenda covering various issues. Of these, the CMs reached agreements in four areas: AP accepted Revanth Reddy's suggestion to install telemetry machines to quantify the release of water from the projects; setting up Godavari River Management Board in Telangana state and Krishna River Management Board in Andhra Pradesh; carrying out repairs to the Srisailam project and the constitution of an Official Committee to resolve pending issues concerning projects on Godavari and Krishna rivers in Telangana and Andhra Pradesh. The meeting was held in a cordial atmosphere with the two Chief Ministers, though dealing with divergent issues relating to various projects, deciding to resolve water sharing and execution of projects through dialogue in the future. Revanth Reddy, briefing the press after the meeting, claimed that the controversial Banakacharla project issues were not discussed, though AP Irrigation Minister N Ramanaidu said that AP presented a report on the project. The Chief Minister sought to clarify that the Centre was only a facilitator at the meeting and the Union Minister played the role of a judge. The meeting decided to resolve some more of the residual pending issues in 30 days as the Official Committee would hold talks with AP counterparts. The Centre also agreed to play the role of an arbitrator to resolve the issues between the two Telugu states. Asked whether this meant that finally the Centre would take a call on the decisions taken by the two states, the Chief Minister said that the decisions arrived at in the Apex Council meetings and the provisions under the AP Reorganization Act 2014 were not taken into consideration by the Union government. He maintained that the two states would resolve the issues amicably since the role of the Centre will remain that of a mediator. 'We evolved a mechanism to identify issues and take decisions on the issues. Water allocations in Krishna and Godavari tributaries, project construction, long-pending projects etc. will be discussed and we will find solutions in the future meetings,' Revanth Reddy said, adding: 'the Official Committee will hold issue-based discussions in the second step and help the two states take decisions.' The TG Chief Minister slammed the previous Bharat Rashtra Samithi government for not addressing the water disputes and project constriction during its 10-year rule. Now, the Opposition parties were raising the issues for political gains. The Congress government was aware of how to rule the state and find solutions without any disputes with the neighbouring state, he asserted.

‘Narcotics as terror currency is new proxy war': Jammu and Kashmir HC denies bail to juvenile
The Jammu Kashmir and Ladakh High Court denied bail to a juvenile arrested in an alleged narco-terror case saying that his release will 'expose him to criminal elements, endanger him morally and psychologically' and ultimately 'defeat the ends of justice'. Manpreet Singh alias Manni was detained in connection with an FIR registered in 2022 registered at Samba Police Station under provisions of Unlawful Activities (Prevention) Act, NDPS Act, Arms Act, Foreigners Act and Enemy Agents Ordinance. Though the accused was under 18 years at the time of arrest, he was declared to be tried as an adult in view of the grave nature of the offences and his level of maturity as assessed by the Juvenile Justice Board. Upholding the trial court's decision of denying bail under Section 12 of the Juvenile Justice (Care and Protection of Children) Act, 2015, Justice Rajesh Sekhri observed that being declared to be tried as an adult does not alter the petitioner's juvenile status in principle, but the gravity of his actions demands stricter judicial scrutiny. 'Narco-terrorism is no longer confined to drug-weapon smuggling,' Justice Sekhri observed, adding that the 'use of narcotics as a terror currency and the cross-border smuggling of narcotics and terror activities have, of late, become a new front of proxy war, unleashed by the adversaries from across the border'. 'A dual strategy of sending across the drugs and weapons is being employed by the enemy to threaten economic security of the country, incite subversive activities and disrupt the social fabric,' he observed, adding the petitioner cannot be allowed 'to take benefit of the beneficial legislation to defeat the ends of justice' as he is allegedly found to be 'actively assisting and participating in the activities of an organised narco-terror module along with his associates'. Dismissing the petition, the judge further pointed out that although Section 12(1) of the JJ Act provides that a juvenile should be released on bail, the law also includes a proviso allowing bail to be denied if the child may be brought into association with known criminals, may be exposed to moral, physical or psychological danger and the release may defeat the ends of justice. The trial court invoked all the three exceptions citing the transnational character of the crime, the accused's direct involvement and the security implications, he said, adding: 'The offences committed by the petitioner are not only grievous in nature but also against the sovereignty and integrity of the country. His well-planned conduct and methodical participation reflect the mind of a matured and skilled person'. According to investigators, the petitioner had allegedly gone to the international border near Amb Tali in Samba district to collect a consignment containing narcotics, a pistol along with ammunition, Pakistani currency and a cough syrup dropped by some Pakistani smugglers on the Indian side of the border. However, three of these Pakistani smugglers were killed by BSF troops during the encounter on February 6, 2022, they say. The investigations conducted by the State Investigation Agency allegedly revealed that Manpreet was actively assisting his associates and participating in the activities of an organised narco-terror gang, involved in the smuggling of narcotic drugs and firearms from Pakistan. According to investigators. The alleged kingpin of this gang — codenamed Rana, a resident of Pakistan – was trying to incite subversive activities with the use of narcotics as a terror currency. According to investigators, a co-accused named Gurpreet Singh alias Billa, who they identified as a major member of the gang, used virtual numbers and highly-encrypted and sophisticated applications from his phone, installed specifically for the purpose of executing the operation. Billa was allegedly directly in touch with Rana, with investigators claiming to have proof that he made a WhatsApp call to his Pakistani handlers from a hotel in Samba.
