KESUMA, Penang to partner on talent pipeline for chip design, high-tech sectors
Human Resources Minister Steven Sim Chee Keong said the academy, established by the state government, is aimed at advancing Penang's semiconductor and high-tech sectors, with KESUMA poised to add value to the initiative.
'PCDA was created to develop human capital, young people and workers, for the semiconductor and high-tech industries.
'KESUMA wants to explore how we can support the state's skill training programmes to drive this sector forward,' he told reporters after launching the National Training Week (NTW) 2025 Northern Region roadshow here today.
Penang launched the academy last year as part of efforts to strengthen integrated circuit (IC) design and digital development, aligning with the state's plans to build a thriving IC design ecosystem and digital economy hub.
Sim also announced a strategic partnership between the Human Resource Development Corporation (HRD Corp) and the Northern Corridor Implementation Authority (NCIA) under the Advanced Technology Meister Programme (ATMP).
'Through this initiative, we are introducing a matching grant programme to help local industries enhance workforce skills in advanced technology,' he said.
Employers will be able to co-develop training programmes with learning institutions of their choice, supported by funding from both HRD Corp via its levy system, as well as NCIA under the 12th Malaysia Plan (RMK12).
Sims aid the initiative reflects the government's commitment to building a highly skilled workforce and achieving the national target of 30 per cent skilled labour by 2030.
In a separate announcement, KESUMA also approved the implementation of a skills enhancement programme under the Focused Impact Training Initiative (FITI) for fishing families and local communities in South Penang.
The programme will benefit 420 participants through courses such as helmsman training, site safety supervision, computer applications and safety officer certification.
'The goal is to ensure that the fishing community is not left behind in economic progress brought by projects such as Silicon Island,' Sim said.

CHMS No 4 principal Johnny Kon said the charity fair was not solely about raising funds for the school but was an avenue to foster closer ties among families, education enthusiasts and the community. 'In the past 65 years, CHMS No 4 has seen a healthy growth of student intakes, with over 500 teachers and students today. While the school has registered an improved enrolment, our students also recorded good academic achievements. 'All of these would not be possible without the contributions and dedication from the school's board of management, principals, teachers, parents and every individual who has supported Chinese education. 'We are seeing a brand new CHMS No 4, which will continue to see progress thanks to your support and love,' he said. Meanwhile, Kon said that in view of the advanced technology and artificial intelligence (AI) era, the school was adapting to such changes by integrating these with its teaching approach. He said this was aimed at equipping students with the necessary know-how and skills to face globalization while ensuring they excelled academically. On the charity fair, he said a total of 92 booths had been set up, offering a rich variety of food and beverages as well as games and handicraft products. Kon said the event had provided a platform for students to pick up skills not offered in the classroom such as planning, coordination, marketing and implementation. He also extended his appreciation to those who had contributed to the charity fair's success.

Penang must move beyond low-cost model to stay globally competitive
GEORGE TOWN: Penang must transition away from the traditional low-cost economic model and embrace innovation, high-value creation and local enterprise development to remain globally competitive. Human Resources Minister Steven Sim Chee Keong said that while the low-cost model had helped shape Penang into a manufacturing hub over the past decades, the state must now chart a new path towards economic sustainability through its next phase — Penang 3.0. In a statement released today following the INPenang International Awards 2025 held on June 21, Sim said the Penang 3.0 vision aims to transform the state from a global manufacturing hub into a centre of innovation, technology and high-value creation, driven by local talents and enterprises. "If Penang 2.0 was about global companies coming to Penang to make their products here, Penang 3.0 must be about supporting our own start-ups towards higher value creation. "Moving forward, we must build on our legacy to produce our homegrown 4Ts - talents, tech, things and trademarks. "In other words, over the next 50 years, we want to transform from 'Made in Penang' to 'Made by Penang'," he said. Sim said he was confident that with the right policies and incentives, Penang would be able to sustain its reputation as a global brand of the highest quality.
