New presidents in South Korea stir a wave of new policies and big national goals. As the country has developed, new presidents have shifted away from big national goals in favor of a longer list of policy initiatives. President Lee Jae Myung's all-out push to improve AI competitiveness represents a shift back to big goals. The president aims to make South Korea one of the top three most competitive nations in AI by the end of his term in 2030.
Like many previous big goals, this is ambitious but achievable with focus and drive. National AI competitiveness is difficult to rank because the data informing the rankings changes so fast. Several rankings, however, show why the president's goal is achievable. The 'Global AI Index' by Tortoise Media and the 'Global Vibrancy Tool' by Stanford Institute for Human-Centered AI use data from 2023 and 2024 but offer interesting insight.
According to both surveys, the US is far in the lead, with China a respectable second. In the 'Global AI Index,' South Korea is sixth, with Singapore, the UK and France sitting between it and the top two. South Korea comes seventh in the 'Global Vibrancy Tool,' with the UK, India, the United Arab Emirates and France sitting above it. In both rankings, South Korea ranks higher than traditional industrial and engineering powerhouses like Germany and Japan. Among countries with a population over 50 million, South Korea ranks fifth after the US, China, the UK and France. Among these populous countries, it is the only country that uses a language with limited geographic spread.
South Korea is clearly an AI powerhouse. Indeed, it has continued to improve its standing in the two rankings. In the first 'Global AI Index,' which came out in 2022, the country ranked eighth. In the first 'Global Vibrancy Tool,' which came out (way back) in 2017, it ranked 14th. The trajectory has been steadily upward.
President Lee's goal of moving it up several notches to third place is clearly attainable. Most nations ranking around or below South Korea are also focusing on AI competitiveness, which means that the country has to work to keep its current position while aiming higher.
What can it do? Among the seven categories comprising the 'Global AI Index,' South Korea ranks lowest, at 35th, for 'operating environment,' which focuses on the regulatory environment and public opinion. Its next lowest ranking is 13th in the 'talent' and 'research' categories, which cover the availability of AI-related talent. In the eight categories of the 'Global Vibrancy Tool,' South Korea ranks lowest in education, at 18th out of 36 nations. Its other low-ranking categories are 'responsible AI,' 'economy' and 'diversity.'
Results from the two rankings are similar in highlighting the need to foster and attract AI talent, from research to implementation. The market for AI talent is global and becoming increasingly competitive. To compete, South Korean companies need to retain top domestic talent while attracting talent from abroad. This will cost money and require efforts to increase openness in corporate culture. At the same time, South Korea needs to direct more of its formidable R&D budget to AI and related fields. At present, the country ranks second in the world, between Israel and the US, in the percentage of gross domestic product spent on R&D.
The two rankings diverge when it comes to the regulatory environment, but both were developed before the passage of the Basic Act on the Development of Artificial Intelligence and Creation of a Trust Base (Basic AI Act) in December 2024. The legislation, which is set to take effect in January 2026, was designed to provide a unified legal framework for the development, regulation, and ethical oversight of artificial intelligence technologies. South Korea is the second country after the EU to adopt a comprehensive AI law. Unlike the EU's AI Act, it does not impose detailed technical regulations directly, but empowers ministries, particularly the Ministry of Science and ICT, to work out the details as conditions change. If done well, this should help develop and maintain public trust without hurting innovation and competitiveness.
Finally, South Korea's demographic crisis could work in its favor as the country adopts AI to fill gaps in a shrinking workforce. Increasingly, businesses are turning to AI to make up for a lack of workers rather than cost-cutting. Such needs will only continue to grow, which will help propel the country into the lead in developing practical applications of AI for others to adopt.

WASHINGTON -- A senior Seoul official said Friday that it is still uncertain whether US President Donald Trump's pause on "reciprocal" tariffs on South Korea will be extended next month, as the Asian country has highlighted its commitment to "good-faith" trade talks with the United States. The official made the remarks although the Trump administration has signaled an openness to extending the pause on the new tariffs, which is slated to end on July 8. The tariffs, including 25 percent duties on South Korea, took effect on April 9, but Trump suspended them until July 8 to allow for negotiations. "I don't think we are now in a situation where we can feel assured. It is still not certain as to the degree of possibility that the Trump administration will extend the pause for all countries and continue negotiations when the July 8 deadline comes," the official told reporters in Washington. "Some countries could perhaps reach a deal (with the United States). The pause could be extended for some others, while others could face higher tariffs with the pause not extended for them. So it seems that various possibilities remain open," he added. Earlier in the day, Trump said that he would like to make the pause "shorter," though he still reiterated the possibility of its extension. The official anticipated that the pause could be extended for countries that Washington thinks have demonstrated "good faith" in trade talks, while those that are deemed to have shown a lack of good faith could face some form of penalty. "It is true that there has not been much progress in the trade talks (between Korea and the US) due to the domestic political environment, compared with other countries," he said. "There is still time left -- though it's less than two weeks (until July 8) -- and I understand that President Trump will make the final decision." He was referring to a period of political turmoil in Seoul, which was caused in the aftermath of ousted former President Yoon Suk Yeol's short-lived martial law declaration in December. Less than two weeks into office, Seoul's Trade Minister Yeo Han-koo visited Washington this week and held talks with US Commerce Secretary Howard Lutnick and US Trade Representative Jamieson Greer to discuss tariffs and other related issues. Also this week, the South Korean working-level delegation, led by Deputy Minister for International Trade and Investment Park Jung-sung, had the third round of "technical discussions" with the US on tariffs and other topics. During a press briefing held earlier in the day in Washington, Yeo vowed to make utmost efforts to reach a "mutually beneficial" trade agreement with the US. "During my stay here, I have demonstrated South Korea's good faith and intention to make a mutually beneficial deal through South Korea-US trade talks," Yeo said, noting that he had more than 30 meetings with U.S. government, congressional and other officials in the US capital this week. During the talks with US officials, Yeo stressed trade talks should deal with all reciprocal and sectoral tariffs, including those that the Trump administration is considering rolling out in the future. Seoul has been seeking exemptions from reciprocal tariffs and new duties on steel, aluminum and automobiles. The minister cast the ongoing trade talks as an opportunity for Seoul and Washington to build a new framework for strategic cooperation in various areas, including artificial intelligence, semiconductor, shipbuilding, electric vehicles and nuclear energy. Will NATO's new spending target be boon to S. Korea's defense exports?

Expectations are rising that South Korean defense firms will emerge as key beneficiaries of Europe's expanding defense spending, with much of the optimism attributed to the country's proven capacity to meet NATO's surging procurement demands. Speaking Thursday after returning from the NATO summit in The Hague, national security adviser Wi Sung-lac said, 'With NATO moving to raise its defense spending from around or even below 2 percent to 5 percent of GDP (gross domestic product), demand is bound to surge — and that means there's significant room for cooperation. South Korea is one of the few countries capable of meeting that growing demand.' Wi attended the summit on behalf of President Lee Jae Myung, delivering Lee's letter expressing Seoul's strong commitment to deepening defense industry cooperation with the alliance. NATO Secretary-General Mark Rutte welcomed the message and reaffirmed NATO's willingness to strengthen ties with South Korea, according to Wi. The strengthening of ties between South Korea and NATO came amid the trans-Atlantic alliance's broader efforts to boost defense spending to historic levels. At the summit in The Hague, NATO members adopted a joint communique agreeing to raise defense budgets to 5 percent of gross domestic product by 2035, more than double the alliance's previous 2 percent guideline. Of the new target, 3.5 percentage points will go toward traditional defense expenditures such as weapons procurement and personnel, while the remaining 1.5 percentage points will support military infrastructure, including cyber defense, logistics and artificial intelligence-enabled systems. According to the International Institute for Strategic Studies, European defense spending climbed 11.7 percent year-on-year to $457 billion in 2024. If the 5 percent NATO target is met, that figure could surge to $800 billion — vastly expanding the market for suppliers like South Korea. One expert noted South Korea is already well-placed to take advantage of NATO's growing defense spending, attributing this to its long-standing military investments — widely seen as a response to persistent security threats from North Korea. 'Unlike many countries that scaled back military investment after the Cold War, South Korea has continuously built up its capabilities,' said an analyst at the Korea Institute for Defense Analyses, who declined to be named. 'That long-standing commitment has resulted in field-tested, export-ready systems — giving Korean firms a clear edge in responding to Europe's urgent defense needs.' Local defense firms are also viewing Europe's expanded defense budgeting as a major opportunity to scale up exports and solidify their foothold in the region, while saying South Korea's defense industry is capable of doing so. 'South Korea's strength lies in its mass production capabilities. It will likely take European manufacturers four to five years to rebuild that level of capacity, so this spending increase represents a major opportunity for us,' said an official at a Korean defense firm. According to the official, South Korean firms are well-prepared to meet the surge in demand, thanks to ongoing efforts to localize production in response to increased demand following Russia's invasion of Ukraine. Hanwha Aerospace, for example, is expanding artillery exports and building production lines in Poland and Romania, LIG Nex1 is preparing to open its first European office in Germany and Hyundai Rotem is nearing a $6 billion deal with Poland to supply 180 additional K2 tanks. Riding on the uptrend in defense exports, South Korea and NATO agreed this week to create a bilateral consultative body to facilitate regular dialogue on defense industry cooperation. Wi said the new platform will support greater interoperability through defense standardization and enable deeper coordination in NATO's High-Visibility Project — a multilateral initiative for the joint development and procurement of next-generation capabilities. 'If we achieve a higher level of standardization, it will create a better environment for exports and deeper cooperation,' Wi said. 'The new consultative body aims to accelerate this process.'

South Korean Olympic bobsleigh medalist Won Yun-jong will be among 11 candidates running for the International Olympic Committee Athletes' Commission election next year. The IOC on Friday unveiled the final list of candidates for the election, which will take place during the Feb. 6-22 Winter Olympics in Milan and Cortina d'Ampezzo, Italy. Approved Thursday by the IOC Executive Board, the list features eight men and three women from five different sports and 11 countries. Won, who piloted South Korea to the silver medal in the men's four-man bobsleigh at the 2018 Winter Olympics, was chosen as the South Korean candidate for the election, ahead of figure skater Cha Jun-hwan, in February. The Korean Sport Zhanbota Aldabergenova of Kazkhstan (freestyle skiing); Dario Cologna of Switzerland (cross-country skiing); Yohan Goncalves Goutt of Timor-Leste (alpine skiing); Han Cong of China (figure skating); Ilkka Herola of Finland (Nordic combined); Adam Konya of Hungary (cross-country skiing); Magnus Nedregotten of Norway (curling); Johanna Taliharm of Estonia (biathlon); and Marielle Thompson of Canada (freestyle skiing). According to the IOC, the mission of the Athletes' Commission is to represent fellow athletes and support their development in their sporting and non-sporting careers. Athletes' Commission members serve an eight-year term, but otherwise have the same responsibilities and rights as other IOC members. The candidate must be able to communicate effectively in English or French, the two official working languages of the IOC. The Athletes' Commission can have a maximum 23 members, with up to 12 voted by peers and a maximum 11 appointed by the IOC president. (Yonhap)
