ECP asks parties to submit wealth statements
The political parties, to this effect, are required to submit their consolidated statements of accounts for the last financial year; from 1 July 2024 to 30 June 2025, latest by this August 29, the ECP said.
The poll body, in a statement, quoted Section 210 of the Elections Act 2017 which provides that a political party shall submit to the Commission, within 60 days from the close of a financial year, a consolidated statement of its accounts audited by a chartered accountant — on the prescribed form.
The submission of their annual wealth statements by the political parties to the ECP is regarded as a ceremonial exercise amidst lack of well-defined laws for the electoral body's Political Wing to proceed against any tax-related discrepancies in the related wealth statements.
The existing laws, however, bar the political parties from receiving funds from foreign entities.
The Section 204 of the Elections Act 2017 provides that any contribution or donation made, directly or indirectly, by any foreign source including any foreign government, multinational or public or private company, firm, trade or professional association, or individual, shall be prohibited and that any contribution or donation which is prohibited under this law shall be confiscated in favour of the government.
This law explains that the term 'foreign source' does not include overseas Pakistanis.
In August 2022, the ECP finally announced the much-hyped and long-awaited yet controversial verdict in the Prohibited Funding Case (formerly known as Foreign Funding Case) — around eight years after the case landed in the electoral body in November 2014 — wherein the Commission did not find the PTI guilty of being a foreign-aided political party. Still, the electoral entity issued PTI a show cause notice for explaining its position over receiving prohibited funds.
After the verdict was issued, the Commission came under massive criticism from the PTI and public circles over alleged discrepancies in the 70-page written order in the Prohibited Funding Case.
Scores of overseas Pakistanis appeared on electronic and social media to lambaste the electoral body for wrongly naming them as foreign donors and accusing them of sending illegal donations to PTI in the written order.

‘IK asks followers to launch protest movement after 10th Muharram'
ISLAMABAD: Aleema Khan, sister of jailed former prime minister and Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan, announced on Friday that her brother has instructed his followers to launch a movement against the government after the 10th day of Muharram. Speaking to reporters outside Adiala Jail following a meeting with Imran Khan, she said that the former prime minister has directed his party to ignite a nationwide protest, but only after the 10th of Muharram. Aleema also claimed that Imran Khan has strongly criticised the controversial 27th Amendment, describing it as so oppressive that 'it would be better to have a monarchy.' This statement comes in the wake of a Supreme Court verdict on 27 June, which dealt a significant blow to PTI by stripping the party of reserved seats for minorities and women in both national and provincial assemblies. Aleema painted a grim picture of her brother's imprisonment, accusing authorities of subjecting him to harsh, near-isolation conditions. She said Imran Khan is confined to a cell for 22 hours a day, denied access to books and contact with his children, and stripped of all standard jail privileges. In a pointed comparison, Aleema noted that former Prime Minister Nawaz Sharif has enjoyed meals brought from home, regular visitors, and comfortable accommodation in a 'rest house' – privileges, she added, have been denied to Imran Khan. 'This continued denial is both inhumane and unlawful,' Aleema asserted, revealing that Imran has been barred from seeing his sons for six months and cut off from party members for eight months, effectively stifling his political leadership. Overseas Pakistanis to be taxed as filers on property deals
ISLAMABAD: The Federal Board of Revenue (FBR) has clarified that the rate of advance income tax on purchase and sale of immovable properties by overseas Pakistanis would be 'filer rate' even if they are 'non-filer'. The FBR has issued frequently asked questions (FAQs) about the tax rates on buying and selling of immovable properties by overseas Pakistanis. According to the FBR, for overseas Pakistanis the rate of advance income tax on purchase and sale of immovable properties under sections 236C and 236K shall be 'filer rate' even if they are 'non-filer' subject to the following conditions:(I) They are holding POC or NICOP; (ii) They are non-resident in Pakistan meaning their stay in a financial year in Pakistan is less than 183 days. Investments in real estate: Overseas Pakistanis now eligible for exemption from higher tax rates The advance income tax under sections 236C and 236K at the time of transfer of immovable properties differ depending on the fair market value of the immovable properties, as well as the status of a person who has filed his income tax return and a person who filed late or did not file at all. The FBR explained that the overseas Pakistanis who are holding POC or NICOP can avail 'filer rate' under sections 236C and 236K by following procedure: The concerned Authority, Registrar or a housing Society who is responsible for registering, transferring or recording the immovable property shall click on the 'Overseas Pakistanis' link on FBR's web portal to create a PSID (payment slip identity). The system shall redirect the person to a form to declare his POC or NICOP No and the system will fetch automatically his details such as name and address; upload scanned copy of his POC or NICOP; and his status as 'resident' or 'non-resident' and can upload documents in support thereof. The system shall digitally make the PSID available in the IRIS digital inbox of the concerned Commissioner for approval. The Commissioner shall verify the documents attached, approve after verification and inform the person who created PSID by email and SMS. The system shall allow the person to make payment of advance income tax at 'filer rate' despite being a 'non-filer,' the FBR added. Copyright Business Recorder, 2025

‘Dream of toppling KP govt will never come true'
PESHAWAR: Advisor to KP CM on Information and Public Relations, Barrister Dr Mohammad Ali Saif has said that the dream of toppling the Khyber Pakhtunkhwa (KP) government will never be realised. He emphasised that a genuinely representative government, established on the basis of Form-45, is in place in KP. It is not a fabricated government formed through Form-47 that can be easily dismantled. Dr Saif asserted that under the leadership of the chief minister, all members of the assembly are united and have full confidence in him. Every MPA in Khyber Pakhtunkhwa stands as a soldier of Imran Khan, and Ali Amin Gandapur enjoys the complete trust of Imran Khan. He highlighted that the public has repeatedly rejected opposition parties in the past three general elections. Now, these parties are attempting to fulfill their ambitions through conspiracies rather than through public support. He further stated that apart from Pakistan Tehreek-e-Insaf (PTI), all other political parties in KP have been politically wiped out. Dr Saif said that those involved in conspiracies are living in a delusion. Even if the opposition has secured a few seats as spoils, their aspirations will remain unfulfilled. The conspirators will face disappointment, as there is no possibility of the government being overthrown. All members are united under the chief minister's leadership. He advised opposition parties to refrain from indulging in grand illusions, as such dreams will only result in disappointment. KP remains a stronghold of Pakistan Tehreek-e-Insaf, and the public has shown unwavering trust in Imran Khan. This trust will not be compromised under any circumstances.
