No coercion in P4, CS tells collectors
During a video conference from the Secretariat on Thursday, the chief secretary reviewed the Swarnandhra P4 Foundation, Water Bodies Repairs, Renovation & Restoration (RRR) scheme, Green Hydrogen Hub and Annadata Sukhibhava programmes with district collectors.
He emphasised that as directed by the Chief Minister, 'Golden Families' (Bangaaru Kutumbaalu) should only be adopted by Margadarshulu who come forward voluntarily, without any pressure. He urged collectors to motivate well-placed individuals in society to come forward voluntarily as mentors. With the government planning a large-scale launch of the programme on August 16, he instructed collectors to achieve their defined targets by August 15.
In a move to enhance state development and public welfare, the chief secretary directed district collectors to promptly submit proposals for necessary repairs and restoration work to preserve all water resources in the state. He highlighted the government's objective to develop the state's water bodies under the Central government's RRR scheme, with a 60 per cent central share and 40 per cent state share.
To transform the state into a green energy hub, the Prime Minister and Chief Minister have laid the foundation stone for a Green Hydrogen project in Pudimadaka. Chief secretary Vijayanand instructed the collectors of Sri Sathya Sai, Prakasam and Anantapur districts to identify the necessary land for establishing solar power projects to supply solar energy to this joint venture between the state government and NTPC.
The chief secretary also clarified doubts raised by several district collectors regarding the implementation of the Annadata Sukhibhava programme.
Principal secretary, planning, Piyush Kumar, virtually participated in the meeting and explained the SOPs for collectors to follow in implementing the P4 programme.

Free bus travel for women, transgenders from Aug 15
Vijayawada: The state government's 'Super Six' guarantee of free bus travel for women will be implemented starting August 15, announced transport minister Mandipalli Ramprasad Reddy. Speaking to the press on Monday at the Secretariat, the minister said that Chief Minister N Chandrababu Naidu has directed officials to ensure a flawless implementation of the scheme. He revealed that a team of three ministers had visited Karnataka, Tamil Nadu, and Telangana to study how these states have implemented similar schemes. A comprehensive report from this team has been submitted to the government. The minister confirmed that the scheme is set to be approved in the upcoming cabinet meeting on August 6. Referring to the scheme details that the minister said that all women and transgender individuals from the state of Andhra Pradesh are eligible for free travel. The scheme will cover travel on Palle Velugu, Ultra Palle Velugu, City Ordinary, Express, and Metro Express buses. Passengers will be required to show an Aadhaar card, voter ID card, or ration card as proof of identity. The scheme will be implemented on 74 per cent of the state's buses, which amounts to approximately 6,700 vehicles. The minister stated that the estimated annual expenditure for the scheme is around Rs 1,950 crore. He also announced plans to procure an additional 3,000 electric buses this year, with another 1,400 to be added over the next two years. To meet the increased demand, the government will also recruit more drivers and mechanics.

Judicial Commission on Kaleshwaram project holds KCR accountable for 'irregularities"
Hyderabad: The judicial commission appointed by the Telangana government on the Kaleshwaram project held former Chief Minister K Chandrasekhar Rao accountable "directly and vicariously" for the irregularities with regard to construction and other aspects. The state cabinet on Monday discussed and accepted the commission's report in its meeting held at the Secretariat, Chief Minister A Revanth Reddy told reporters. Briefing reporters after the cabinet meeting, Irrigation Minister N Uttam Kumar Reddy, flanked by CM Reddy and other ministers, said the commission, in its report, also found fault with T Harish Rao, a nephew of KCR who was irrigation minister during the BRS regime, and also the then finance minister Eatala Rajender (now a BJP MP). The CM said the government would soon call for a meeting of the Assembly and decide its future course of action on the report after a thorough debate on the matter. The commission, headed by former Supreme Court judge P C Ghose, submitted its report to the government on July 31. Then CM KCR (K Chandrasekhar Rao) was held "directly and also vicariously accountable for the irregularities and the illegalities in planning, construction, completion, operation and maintenance of the three barrages", Uttam Kumar Reddy said, quoting the report. The commission also pointed out that the project lacked cabinet approval and works had started even without the final Detailed Project Report (DPR). The then chief minister is pre-determined and bent upon to construct the barrage at Medigadda at his "free choice" and the authorities associated with the decision making facilitated them, a summary of the report shared with the media said. The commission concluded that the entire project was characterised by "rampant and brazen procedural and financial irregularities", it said. "The report underscored that the Kaleshwaram project, intended as a "lifeline" of Telangana, became a colossal waste of public money due to a profound failure of governance, planning, technical oversight and financial discipline, driven by individual decisions and undue influence of political leadership", it said. The damage to the barrages of the Kaleshwaram project was a key issue during the 2023 assembly elections in the state. Recalling that he had visited the Medigadda barrage of the Kaleshwaram project, along with Congress leader Rahul Gandhi, before the assembly polls in 2023, CM Reddy said Congress, in its election manifesto, had promised to conduct a judicial inquiry on the alleged irregularities in the project if the party came to power. Countering the allegations against the previous BRS government and KCR, BRS leader S Niranjan Reddy demanded that the commission's report be made public instead of releasing its summary. He stressed that the commission's report can be challenged legally. The government is trying to divert public attention in the name of the report ahead of the local body polls, he added.

Lifeguard union stages protest in front of Secretariat
Kerala Lifeguard Employees' Union marched to the Secretariat and staged a dharna on Monday demanding that the labour issues of lifeguards be resolved. Their demands included permanent employment for life guards who have been working for the Tourism department for over 30 years, implementation of social security schemes and ESI/EPF, pension benefits and gratuity for lifeguards, appointment of women life guards, appropriate hike in salary, reinstation of food, uniform allowances and supply of necessary rescue gear to life guards Inaugurating the march and dharna, the Leader of the Opposition V. D. Satheesan, said that it was deplorable that the government seemed disinterested in resolving the issues of those who risked their own safety on a daily basis to keep others safe. He criticised the government for neglecting the basic workforce in the tourism sector, one of the core sectors in the State which brought in substantial foreign revenue to the State Mr. Satheesan assured the life guards that their issues would be taken up in the upcoming Assembly session
