In search of Labour's ‘working people' – the paradox at the heart of Keir Starmer's first year in power

It's one year since Keir Starmer led the Labour party to a landslide victory. Starmer's manifesto, 'Change' had proposed 'securonomics' as a solution to the UK's many crises. This was sold as a way of ensuring 'sustained economic growth as the only route to improving the prosperity of our country and the living standards of working people'.
The document mentioned 'working people' a total of 21 times. It was clear this demographic had been identified as the key target beneficiary of 'securonomics', otherwise referred to as 'the plan for change'.
But there is a paradox at the heart of the proposal to deliver 'change' to 'working people' – one that helps explain the chaos of Labour's first year in government. By obsessively pitting this demographic against 'non-working people', Labour is in fact not promising any real change at all.

One of the key premises of Labour's securonomics is that growth must precede any significant investment. 'Working people's' priorities are therefore presented as being in line with that of a fiscally responsible state.
In the autumn budget, there was a pledge to 'fix the foundations of the economy and deliver change by protecting working people'. To do this, the chancellor needed to fix a 'black hole' of £22 billion in government finances.
The refusal to lift the two-child benefit cap, alongside 'reforming the state to ensure […] welfare spending is targeted towards those that need it the most', was framed as 'putting more money in working people's pockets'. There has, meanwhile, been a continued emphasis on encouraging those on benefits back to work.

Besides the clear deepening of inequality wrought by similar reforms in the past, welfare cuts make no sense on an economic or societal level. They undermine the economy, and the consequences put additional pressure on already underfunded social services.
As highlighted by the Office of Budgetary Responsibility (OBR), such cuts fail to deliver the promised behavioural change to force people into work. People instead become more focused on day-to-day survival.

Such reforms carried out in the name of 'working people' perpetuate a pernicious myth of us v them. Not only are people in work also affected by these cuts but people's lives – including their jobs, income, family situations, and health – shift regularly, making the 'strivers v skivers' divide both simplistic and inaccurate.
Even 'secure borders' and 'smashing the criminal gangs' were positioned as 'grown up politics back in the service of working people'. This association of working people with anti-immigrant attitudes links to a broader homogenisation of 'working people' as both 'patriotic' and in search of 'security'. 'Fixing the foundations' has been depicted in several social media posts as a patriotic act via use of the Union Jack.
Meanwhile, stage-managed photoshoots of Starmer in factories with people wearing hard hats and hi-visibility jackets give a clear impression of the types of manufacturing jobs the government believes 'working people' carry out. This gives an impressions that belies the reality of modern Britain – and an economy that is dominated by the service sector,, not manufacturing or building.
While Starmer framed his 'plan for change' as a break with previous administrations, his 'working people' narrative betrays this claim as anything but.
The idea that the deserving 'working people' are different and separate from people who don't (or can't) work has been deployed by government after government to justify austerity and cuts to services. It has always been useful to separate the 'scroungers from the strivers' and there is no sign of Labour changing course.
The term 'working people' also builds on a previous trope of the 'hard-working family'.
While initially coined by New Labour, this term has roots in Margaret Thatcher's idea of the family, rather than the state, as the locus of welfare. It was not for the state to take care of you but your own kin.
Like 'working people' now, 'hard-working families' were those who played by the rules and knuckled down to earn a living. Previous Conservative administrations have depicted 'hard-working families' as burdened by the unemployed, the poor, the sick and disabled and immigrants.
Add to this, the signalling continues to imply that the 'authentic' working class of Britain are solely white – sometimes also male – and typically older, manual labourers, who are assumed to hold socially conservative views. This is another divide-and-rule trope which neglects the reality of the multiracial and multiethnic composition of the working classes.
In light of all this, any real 'change' promised in Labour's manifesto has been betrayed by a continuity with tired and damaging tropes of deserving and undeserving people. This is contributing to the sense, a year in, that this Labour government is merely repeating past government failures rather than striking out in a new direction.

A new 10-year strategy to improve a town has been launched in preparation for a huge number of people moving to the area. Thousands of jobs are expected to be created in Barrow, Cumbria, after the town was recognised as a strategic national asset because of its importance as a manufacturing base for Royal Navy submarines. The new Plan for Barrow aims to transform the town so it can meet a rise in population while also improving housing and economic growth, the partnership behind the scheme said. Team Barrow chief executive Peter Anstiss said a number of "long-standing issues" needed to be addressed to achieve a positive future . Most of the jobs are expected to be created at submarine manufacturer BAE Systems, which was recently commissioned to build 12 attack submarines. Mr Anstiss said the aim of the plan was to provide "improved housing and transport infrastructure, while also addressing social and health inequalities, to ensure everyone can connect to the opportunities in Barrow". "We know these are the areas which the community and future residents will want to see tackled and that's why we've prioritised them in our plan," he said. The decade-long strategy has been developed by Team Barrow, a partnership between the government, Westmorland and Furness Council and BAE Systems. The projected has been supported by £220m of government investment. One of its main focuses will be on transforming Barrow town centre into a "thriving" area, with more housing, retail and leisure facilities. A previous plan for the town centre, led by Westmorland and Furness Council, has been shelved in favour of developing "a more ambitious programme of work". Under the new scheme, housing in the town centre would be higher-density and include more rented properties to appeal to students and young people. It also aims to build on Barrow's existing arts and culture sector, while providing support for businesses to grow. "This is a long-term programme and we're confident that we have a plan and a vision that will match the ambitions of the community and deliver lasting benefits for generations to come," Mr Anstiss said. Foreign policy was a 'driver of the 7/7 attacks', a former national head of counter-terrorism has said ahead of the 20th anniversary of the bombings. On July 7 2005, four suicide bombers targeted the capital's transport network, killing 52 people and injuring more than 770 on three London Underground trains and a bus. A series of attempted bombings followed the attacks and, in the subsequent hunt for suspects, police shot dead innocent man Jean Charles de Menezes at a Tube station. Speaking to The Guardian, Neil Basu said: 'A driver of the 7/7 attacks was foreign policy and Iraq. That does not excuse in any way what they did. 'That foreign policy decision has radicalised and made extremists of people who might not have been radicalised or extreme. And if they were on the pathway, it's pretty much guaranteed… 'All terrorists will have a freedom fighter story. Bin Laden would have had a freedom fighter story. We might think it's crap. We might think it's self-justification but he will have had a story about liberating his lands from the great invaders.' He also said it did not mean a terrorist threat should dictate foreign policy. Mr Basu said the 'shocking act' divided society. He said: 'When terrorists hide behind a religion to commit an atrocity, people blame every follower of the religion and the religion itself. We ought to stop doing that. 'That causes a fear and suspicion of people who don't look like you, think like you, eat like you, worship like you. That has got worse, not better, and that has been caused exactly as terrorists want, by dividing a society by committing the shocking act.' Terror attacks have 'interrupted a trajectory of tolerance', he added. Mr Basu said: 'That's what I think has been most soul-destroying… It has interrupted a trajectory of tolerance that I was becoming very familiar and happy with… 'It started with 9/11… 7/7 accelerated that in this country. The relationship between races is worse today, or as bad today as it was in the 70s and 80s. That period of tolerance is over, and feels very much over.'

A popular Warwickshire pub that was spotted boarded up on Google street view is now on the market. The Cross Keys pub in Alcester closed down five years ago after "falling victim to Covid." Since then, the Stratford Road boozer has stood empty, with auctioneers unable to gain access to the property and question marks surrounding its future. The Cross Keys sits in the heart of the historic market town of Alcester and was previously described by customers as "amazing" and "really welcoming." Shedding some light on the situation, Gurpreet Bassi, chief executive of Bond Wolfe, said: 'Like so many pubs, the Cross Keys fell victim to Covid and has been closed for the past five years. 'This attractive early 19th century building could be returned to its former use as a popular town centre pub or, potentially, redeveloped for other uses, subject to planning consent. 'We are offering the property for sale at auction on behalf of the joint receiver, and have been unable to gain access so far. 'We understand, however, that it comprises a former bar and seating area with stores, toilets and further rooms on the first floor, and there is a yard to the rear. 'We also believe the property will be in need of renovation throughout.' The pub sits within the Alcester Conservation area, and an appraisal report describes it as an 'early 19th century, two-storey building with a single-storey Stratford Road extension at the end of the north side terrace, on the corner of Stratford Road and Gas House Lane. The report said the building appeared to have been used for the sale of alcoholic beverages since around 1861 and was known as The Crosswells Inn in 1884, becoming a fully licensed public house in 1904. It closed its doors as a result of the Covid pandemic in October 2020. Mr Bassi added: 'All interested parties should make their own enquiries with Stratford-on-Avon District Council planning department to satisfy themselves as to any use they may propose.' The Cross Keys, at 14 Stratford Road, Alcester, is listed with a guide price of £225,000+. The pub will appear with a number of lots in Bond Wolfe's livestreamed auction on Thursday July 10.
