SFI demands release of fund under RTE Act

Members of Students Federation of India demanding the Union government to release fund under Right To Education (RTE) Act staged a protest outside Chief Education Officer premises here on Tuesday.
J. Dilan Justin, SFI urban district president, said that due to the Union government's negligence, thousands of students' future, waiting for RTE admission, was at a crossroads.
As it was already one month into this academic year, the delay in admitting students would only spoil their education, he added.
Further, the students who were admitted already under RTE had been harassed by the school administration to pay the fees, he alleged.
Condemning the State government for failing to assure the private schools about the release of RTE funds, Mr. Justin said that it was the duty of the government to protect its students from such unprecedented issues.
The Tamil Nadu government should expedite the process to procure fund from the Union government. Until then, the private schools be instructed not to disturb the existing students, the protesters demanded.
As the protesters tried to proceed into the CEO office, the police detained them and lodged them in a private hall till evening.

A 38-year-old man was arrested Tuesday for allegedly sexually assaulting his 15-year-old stepdaughter in Meghalaya. The accused, who had been on the run, was arrested from Ri Bhoi district earlier today. According to East Khasi Hills police sources, the teenager revealed to her mother that her stepfather had sexually assaulted her on multiple occasions and that she was now pregnant. The teen girl was admitted to a government medical facility and her pregnancy test was positive, police sources added. A case has been registered at Mawlai Police Station in Shillong under the Protection of Children from Sexual Offences (POCSO) Act, police sources added further. "On July 1, we received the complaint at Mawlai police station of alleged sexual assault by a girl's stepfather. We immediately started the investigation. He tried to evade arrest," said Herbert Kharkongor, SP, City, Shillong.

The Delhi High Court on Tuesday questioned the Delhi Police as to how long accused persons can be kept in jail while remarking that five years have elapsed since the February 2020 riots, yet the arguments on the framing of charges have still not been concluded. A Bench of Justices Subramonium Prasad and Harish Vaidyanathan Shankar made the remark while hearing the bail plea filed by Tasleem Ahmed, an accused charged under the Unlawful Activities (Prevention) Act in the north-east Delhi riots 'larger conspiracy' case. 'Five years have gone by. Even arguments on the charge have not been completed. In matters like this, with 700 witnesses, how much time can a person be kept inside [jail]?' said the Bench. The court's remarks came after the accused's advocate, Mehmood Pracha, sought relief for his client on the grounds of parity in relation to the co-accused in the trial. 'He [Ahmed] was arrested on June 24, 2020... He has already spent five years,' Mr. Pracha argued, citing the examples of co-accused Devangana Kalita, Asif Iqbal Tanha and Natasha Narwal, who were granted bail in 2021 on the grounds of delay in the trial proceedings. Special Public Prosecutor Amit Prasad contended that the prosecution could not be blamed for the delay, as there were several occasions when the matter was adjourned on the request of accused persons. The hearing will resume on Wednesday. 'Larger conspiracy' case The 'larger conspiracy' case is among the many pertaining to the riots and is so named because the Delhi police have claimed that the communal violence was part of a 'deep-rooted conspiracy'. Key accused in the case include former Delhi councillor Tahir Hussain and student activists Umar Khalid and Khalid Saifi.

Shimla: The Himachal Pradesh govt has enforced a new legal provision requiring police to obtain prior sanction before arresting any public servant for actions taken in the line of duty, following the President's assent to the Himachal Pradesh Police (Amendment) Act, 2024. The amendment to Section 65 of the Act now states: "No police officer shall arrest a public servant for any act done while discharging their duties except with the prior sanction of the govt." The state's Vidhan Sabha passed the amendment on Dec 20, 2024, despite strong opposition from the BJP, which argued it could shield corrupt officials from accountability. However, the state govt defended the move, claiming it would protect public servants from undue pressure and allow them to perform their duties without fear of arbitrary legal action. After passage in the assembly, the bill was sent to the President, who granted assent on May 23. The state's law department notified the amended Act officially on Monday. In addition to changes in arrest procedures, the amendment also alters recruitment protocols. Section 4 of the parent Act has been updated to state that the recruitment of non-gazetted Grade-II police officers to the state cadre will be conducted through the Police Recruitment Board, following rules framed by the state govt. The amendment marks a significant shift in the legal protections afforded to public servants in Himachal. TNN
