When scrapping the HVGT is akin to sparring Chanel, LV, Rolex while the poor squeezed with expanded SST
This came about after the Finance Ministry confirmed via a written parliamentary reply on Tuesday (July 29) that the government has decided not to proceed with imposition of the high-value goods tax (HVGT) which is fixed at 10%.
The given rationale is that elements of the HVGT – which implementation has been delayed since its May 1, 2024 target date – have been incorporated into the revamped sales tax regime where luxury and discretionary items are now taxed at rates of 5% or 10%.
To ordinary Malaysians, complexities of the taxation system is perhaps beyond their comprehension. What is obvious though is that such hot potato notion that commoners remain squeezed while the ultra-rich are spared would be rapidly politicised by detractors.
Bersatu information chief Tun Faisal Ismail Aziz lambasted the fact that while the HVGT has been scrapped in view of its overlap with SST, the Low Value Goods Tax (LVGT) which came into effect on Jan 1, 2024 is still being imposed side-by-side the SST.
'Regardless, the abolition of HVGT doesn't solve the problem of rising SST rate and SST scope expansion which has resulted in 97% of goods and services that were previously tax-exempted are now taxed by the Madani government,' he reacted on his Facebook page.
'What the people want postponed or abolished are increases in the SST rate and its scope expansion as well as rises in electricity tariff and petrol prices of oil, notably RON95 and diesel, which have resulted in spiralling cost of business operations and living expenses.'
Renegade UMNO member Isham Jalil pointedly asked 'who does the government want to protect – the common folks, the tycoons or the super-rich?'
'It should be luxury goods for the super-rich that need to be taxed more, not taxed at the same rate as goods meant for ordinary Malaysians,' countered the former UMNO supreme council who was fired from the party on Dec 7, 2023 for opposing the party's collaborations with DAP in elections.
'This government used to say that only the T15 super-rich had to pay more. But until now the government has not detailed out the definition of T15 and who the super-rich are.
'Instead, the SST tax was expanded, the government collected RM50-60 bil a year and on average the people had to pay more while various subsidies were withdrawn.'
All in all, as argued by tax-savvy governance advocate ksampoh@MyOwn Inc (@ksampoh), it is important to understand that the HVGT which is set at 10% 'is not intended as a penalty for affordable goods'.
'Rather, its purpose is to create a level playing field for Malaysian retailers who have historically faced stiff competition from overseas e-sellers that operated without tax obligations,' he clarified on X in response to a post by former Barisan Nasional (BN) strategic communication deputy director Datuk Eric See-To.

Madani scrapped the luxury goods tax (HVGT) after introducing the low-value goods tax (LVGT) at 10% in early 2024. The MOF claims luxury items are now taxed under SST at 5% or 10%.
Here's the joke: cheap goods get hit with a 10% tax, but 'luxury' items supposedly get 5% or 10%.… pic.twitter.com/0U9q3xpJkR

Give addendum same respect as unity govt order, says Najib's son
Nizar Najib said failure to implement the royal order could damage public trust in the government and respect for royal directives. KUALA LUMPUR : The government has been urged by Nizar Najib, son of former prime minister Najib Razak, to accord the same respect and urgency to a royal order on his father's house arrest request as it did to the call that led to the formation of the unity government. 'This issue (of the addendum) has been going on forever. How much longer are we going to drag this out when the decree already exists?' he said at a press conference here today. Nizar, who is Najib's eldest son, said failure to carry out the order could damage public trust and respect for royal directives. 'It's the same as when we honoured the royal decree to form the unity government. No one questioned it and, in fact, everyone supported it. So what's the difference between the decree to form the unity government and the one to implement the addendum?' he said. Last week, Umno president Ahmad Zahid Hamidi said the government will follow-up on the royal order as soon as possible following legal procedures 'but it depends heavily on the powers of the Yang di-Pertuan Agong, which we must all respect'. The addendum was made to a Pardons Board decision to reduce Najib's sentence of a jail term and fine, and purportedly orders Najib's jail sentence to be served under house arrest. Najib had been convicted of corruption and abuse of power in the SRC International case. The Federal Court was told on July 9 that Attorney-General Dusuki Mokhtar had on July 2 acknowledged the existence of the addendum but was disputing whether it was genuine or valid. At the press conference, Rosmadi Ismail, chairman of the NKB1Msia Club, called on the prime minister to take full responsibility in ensuring the addendum is implemented. He said Najib deserved fair and just treatment under the law as a statesman who had contributed significantly to national development.

Tunku Azizah launches book on dual legal system governing Islamic finance
KUALA LUMPUR: Tengku Ampuan Pahang Tunku Azizah Aminah Maimunah Iskandariah today graced the launch of the book, From Shariah to Statute: Legal and Regulatory Framework of Islamic Finance in Malaysia, which provides a comprehensive overview of Malaysia's unique dual legal system governing the Islamic finance sector. The book launch was held in conjunction with the professorial lecture delivered by Prof Datin Dr Nurdianawati Irwani Abdullah, a finance lecturer at the International Islamic University Malaysia's (IIUM) Kulliyyah of Economics and Management Sciences. Tunku Azizah's arrival, as the Constitutional Head of the university, was warmly received by IIUM Rector Prof Emeritus Datuk Dr Osman Bakar and Mara chairman Datuk Dr Asyraf Wajdi Dusuki. The book, From Shariah to Statute: Legal and Regulatory Framework of Islamic Finance in Malaysia, explains the relationship between Syariah principles and statutory laws, highlighting the roles of key regulatory authorities, core legislations, and institutional mechanisms that uphold Syariah compliance, financial integrity, and consumer protection. The book also explores recent regulatory developments, including licensing and supervision of digital Islamic banks and takaful operators, alongside Malaysia's ongoing efforts to promote sustainability, innovation, and legal harmonisation within the Islamic finance ecosystem. Meanwhile, during her lecture titled '1 Malaysian, 1 Takaful Dream: Too Far to Reach?', Nurdianawati highlighted the pressing need for comprehensive health protection amid rising medical inflation, which surged to 12.6 per cent in 2023, more than double the global average, hence putting significant strain on household expenditures. She noted that takaful penetration remains low at around 20 per cent, with over 90 per cent of Malaysians lacking adequate coverage, and more than 85 per cent of small and medium enterprises without suitable protection. At the same time, she said nearly 70 per cent of Malaysians still rely on overcrowded public hospitals, where waiting times can exceed 24 hours, while private healthcare costs continue to rise. In response, Nurdianawati proposed a comprehensive action plan aimed at achieving the national goal of '1 Malaysian, 1 Takaful' by 2026, not merely a vision but a shared social responsibility. 'Achieving '1 Malaysian, 1 Takaful' requires cross-sector collaboration involving government agencies, takaful operators, employers, zakat and waqf bodies, and civil society. This is no longer optional but a social obligation to prevent anyone from falling into poverty due to illness. 'This plan targets increasing takaful penetration to 40 per cent by 2028. With strong commitment and thorough implementation, the dream of ensuring every Malaysian has basic health protection can be realised,' she added. - Bernama

KOTA KINABALU (Aug 1): Agrobank has launched its online account opening service, marking a significant stride in its digital banking journey. The launch took place today at the Sabah International Convention Centre and was officiated by Deputy Agriculture and Food Security Minister Datuk Seri Arthur Joseph Kurup. Arthur commended the move, saying it would greatly benefit rural communities who previously had to travel long distances to open bank accounts. 'This digital initiative improves accessibility and is expected to increase digital account openings by 10 to 15 percent, especially in previously unreachable areas,' he said. He added that the streamlined process, which takes just around ten minutes, would reduce the bank's operating costs by up to 30 percent. Agrobank Chief Executive Officer Dato Tengku Ahmad Badli Shah Raja Hussin said the digital system offers a faster, simpler and more user-friendly experience. Customers can now open a deposit account anytime, anywhere with just RM20, leveraging improved internet connectivity. 'This initiative also cuts down on paperwork and manual processing while expanding our reach beyond physical branches,' he said. 'It saves customers up to 75 percent of their time compared to traditional counter services, which usually take between 30 to 45 minutes.' Agrobank aims to register 1,500 new digital accounts within the next six months. The focus, he said, will be on underserved groups including youth, farmers and those with limited access to banking facilities. To address internet connectivity issues in remote areas, Agrobank has also introduced AgroTouch — a mobile account opening system using iPads connected via Starlink satellite technology. 'This mobile approach ensures inclusivity and personal service. Our staff will go directly to rural communities with the necessary equipment to assist customers in opening accounts,' said Tengku Ahmad. Customers can also access this service at Agrobank branches. The initiative supports Malaysia's broader digital transformation agenda by boosting financial inclusion, especially in the agriculture and food security sectors. Tengku Ahmad reaffirmed Agrobank's commitment to enhancing customer experience and operational efficiency for all Malaysians, particularly those in hard-to-reach areas. Agrobank has also officially launched the Takaful Kasih Plus Merdeka Edition Campaign, which will run from August 1 until September 30. Tengku Ahmad said in conjunction with Independence Month, they also launched the Takaful Kasih Plus Merdeka Edition Card, which features a special design with official Malaysian visual elements and is characterized by patriotic spirit. 'The specialty of this special edition card lies in the comprehensive coverage offered at a reasonable and affordable price. 'Customers will receive additional benefits such as for injuries due to grazing and ambulance charges, with a minimum takaful contribution of RM108 per year,' he said. Tengku Ahmad added that the Takaful Kasih Plus Merdeka Edition Campaign also increases customers' chances to win attractive rewards through the ongoing Mega Million 2.0 Campaign, where 100 lucky customers stand a chance to win a portion of RM250,000 in cash.
