KUWAIT CITY, July 21: Minister of Information, Culture, and Minister of State for Youth Affairs Abdulrahman Al-Mutairi chaired the sixth meeting of the Permanent Committee for Celebrating National Holidays and Occasions for 2025 on Sunday. The minister underscored the importance of adopting developmental ideas to enhance the experience of both visitors and citizens during the holiday season and national celebrations.
Speaking at the meeting held at Seif Palace, Al-Mutairi highlighted the need for coordinated efforts among government bodies, the private sector, and civil society to ensure the success of upcoming events. He stressed that these efforts should reflect a professional and national spirit that projects Kuwait's civilized image and contributes to revitalizing the country's economy.
The meeting was attended by notable figures including Sheikha Amthal Al-Ahmad Al-Jaber Al-Sabah, Head of the Voluntary Work Center. Participants reviewed various visual presentations featuring initiatives such as the "Visit Kuwait" platform, the cultural trail, and the summer events map.
Discussions also focused on private sector proposals and recent progress in coordination with the National Council for Culture, Arts and Letters (NCCAL) to enhance the role of the Kuwait House for National Works in the upcoming period.
A significant agenda item was the ongoing preparation for establishing the official position of 'tour guide' in Kuwait. This initiative aims to support tourism and cultural awareness during national events. The committee reviewed procedural steps and discussed implementation strategies in collaboration with relevant authorities. These include setting professional and training standards to certify guides and equip them to present Kuwait's history, cultural heritage, and civilizational landmarks effectively.
Furthermore, it was agreed to launch the first phase of this project in partnership with the Volunteer Work Center, opening volunteer opportunities for aspiring tourist guides.
The meeting concluded with a shared commitment to continue enhancing Kuwait's national celebrations through innovation, cooperation, and a strong sense of national pride.

KUWAIT CITY, July 26: Director General of Kuwait Municipality Manal Al-Asfour confirmed on Saturday that recent amendments to building conditions and specifications are restricted solely to the former Free Zone, now officially designated as Service Sector (16), and do not apply to the Shuwaikh and Al-Rai areas. In a press statement, Al-Asfour addressed media reports suggesting that the ministerial decision extended to other sectors. She emphasized that the amendments pertain exclusively to Sector 16 buildings within the free zone area. Among the key updates, Al-Asfour noted that hotel construction is permitted at 150 percent of the plot area, consistent with previously established percentages. Additionally, buildings in the sector may now include more than one basement. Commenting further on the matter, Director of the Capital Municipality Branch and Head of the Building Regulations Study and Review Committee, Muhammad Al-Mutairi, clarified that the former Free Zone has been transferred to the Public Authority for Industry and reclassified as Service Sector (16). Al-Mutairi explained that the area now operates under multi-service zoning, aligning with regulatory frameworks similar to those of the Shuwaikh and Al-Rai service, crafts, and commercial zones. However, he stressed that the newly issued ministerial decision strictly applies to Sector 16 and excludes all other surrounding areas. The updated building regulations for Sector 16 maintain a maximum building coverage of 130 percent, distributed across three levels: ground, mezzanine, and first floor. New specifications also set minimum space requirements, including a minimum of 100 square meters for shops and showrooms across the ground floor, mezzanine, and basement, and at least 150 square meters for offices on the ground floor and mezzanine. Furthermore, the permitted percentage for restaurants and cafés has increased from 5 to 10 percent. Basement spaces may now be used for warehousing, and all plots are required to include parking within property boundaries. The amendments follow a decision recently issued by Minister of State for Municipal Affairs Abdul Latif Al-Mishari. The decision outlines the permissible activities for commercial units within Sector 16, which include administrative offices, retail shops, exhibitions, banking services, health clubs, hotels, and storage facilities, along with complementary services to support the area's functionality.

Speaking to KUNA on Saturday, Ambassador Al-Hazeem said he met with Professor Maria Joao Cortinhal, Vice Chairman for International Relations, and Professor Maria de Lourdes Rodrigues, Rector of the College of Business Administration, to discuss strengthening academic and cultural relations between Kuwait and Portugal. The ambassador emphasized ISCTE's global standing, noting that it ranks among the world's top 50 universities in several specialized academic programs. The institution also holds a strong international reputation, particularly in the field of business administration. Founded 52 years ago, ISCTE comprises five main faculties: Sociology and Humanities, Business Administration, Public Policy, Technology and Engineering, and Digitization. The university offers a wide range of programs taught in English at the bachelor's, master's, and doctoral levels, making it an appealing destination for non-Portuguese-speaking students. Ambassador Al-Hazeem confirmed that ISCTE has expressed its willingness to collaborate with Kuwait's National Bureau for Academic Accreditation and Education Quality Assurance (NBAQ) to facilitate the admission of Kuwaiti students. He highlighted Portugal as an attractive study destination due to its safe environment, high-quality education system, reasonable living costs, and internationally recognized academic institutions. Currently, no Portuguese university has been accredited by the State of Kuwait. However, Al-Hazeem expressed hope that initiatives like this would pave the way for future partnerships and contribute to strengthening cultural and educational ties between the two nations. He also acknowledged the presence of other prestigious Portuguese universities, including the University of Lisbon (ranked 260th globally), Nova University (327th), and Católica University (351st), reinforcing Portugal's reputation as a competitive hub for international education.

ZHENGZHOU, China, July 25 (KUNA) -- Kuwait's Ambassador to China Jassem Al-Najem affirmed Kuwait's commitment to supporting initiatives aimed at fostering constructive media dialogue and expanding cooperation between media institutions and think tanks. Speaking at the Media and Think Tank Conference of the Shanghai Cooperation Organization (SCO), Ambassador Al-Najem highlighted the importance of such conferences in strengthening mutual understanding among SCO member states. He noted the summit's focus on pressing global issues such as digital innovation, green development, sustainable growth, and cross-border cooperation, emphasizing Kuwait's readiness to expand partnerships within the SCO framework. Ambassador Al-Najem also underlined Kuwait's "Kuwait Vision 2035," which includes key infrastructure projects like Mubarak Al-Kabeer Port and the Northern Economic Zone to enhance regional connectivity and investment. He praised China's Belt and Road Initiative (BRI) as a vital platform for global development and reiterated Kuwait's early commitment to the initiative since 2014.
