Tourist boat capsizes during thunderstorm in Vietnam, leaving 34 dead
The Wonder Sea boat was carrying 48 passengers and five crew members — all of them Vietnamese — during the tour of Ha Long Bay, a popular destination for visitors, according to the reports.
Rescue workers saved 11 people, and recovered the dead near the site of the capsizing, VNExpress newspaper said. Twenty-three people remain missing. Authorities had earlier reported that 12 people had been rescued, but later revised the figure to 11.
The boat turned upside down because of strong winds, the newspaper said. A 14-year-old boy was among the survivors, and he was rescued four hours after being trapped in the overturned hull.
The newspaper said that most of the passengers were tourists, including about 20 children, from Hanoi, the country's capital.
A tropical storm is also moving toward the area. A national weather forecast said that Storm Wipha (Crising in the Philippines) is expected to hit Vietnam's northern region, including Ha Long Bay's coast next week. —Associated Press

More than 3,700 houses in the province have been inundated by flood waters, and another 459 were damaged by strong winds, according to the report. Photos on state media show homes in villages in the province submerged to the roofs. "Our rice, our clothing and our money are all gone," Dang Thi Ngoc, a local flood victim, told state broadcaster VTV. "We have nothing left except for our bare hands." Flood waters have also damaged 1,600 hectares of rice plantations and 1,290 hectares of cash crops in the province, the report said. The government's weather forecast agency said heavy rains reaching up to 250 millimetres are expected on Thursday and Friday and could last until Saturday in several parts of northern Vietnam, potentially causing more flooding. —Reuters

Dante may develop into tropical storm Wednesday
Tropical Depression Dante will intensify in the next 24 hours as it moves northward of the country, according to PAGASA's 5 p.m. bulletin on Tuesday. ''Dante may reach tropical storm category tomorrow [Wednesday]. Further intensification into a severe tropical storm remains less likely but is not ruled out,'' PAGASA said. At 4 p.m., Dante was located 1,115 km east northeast of Central Luzon or 1,130 km East of Northern Luzon, with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. Heavy rainfall is expected in parts of the country due to the Southwest Monsoon (Habagat) enhanced by Dante, the low pressure area east of Batanes, and tropical cyclone Wipha (formerly Crising). The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas: • Tuesday: Zambales, Bataan, Metro Manila, CALABARZON, MIMAROPA, Visayas, and Dinagat Islands • Thursday: Ilocos Region, Zambales, Bataan, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, and Dinagat Islands. • Friday: Ilocos Region, Abra, Benguet, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte Camiguin, and Dinagat Islands.
