
Japan's Washi Paper Used to Mend Historical Documents at U.S. National Archives, Overseas Museums

WASHINGTON — The U.S. National Archives in Washington is making good use of traditional Japanese washi paper to repair historical documents.
Washi is light, strong, water-resistant and endowed with a beautiful texture. Since washi can last more than 1,000 years if kept correctly, it is highly appreciated among those in charge of preserving international documents.
The National Archives, which was established in 1934, houses as many as 13.5 billion pages of documents, including the Declaration of Independence and the original document of the Constitution of the United States. There are records that Japanese paper has been used to protect documents since the early 20th century. In the 1980s, washi was already an indispensable material in the field of preserving and mending documents.
The craft of washi is inscribed on UNESCO's Intangible Cultural Heritage list and utilized to repair cultural properties at institutions throughout the world, such as the Louvre Museum and the British Museum. Washi is used to repair ancient documents at the Central State Historical Archives of Ukraine as well.
The value of washi is also attracting attention from the viewpoint of art.
'Washi excels in durability, which is proven by history on a timescale in millenniums,' said New York-based artist Hiroshi Senju. '[Washi] is more than just a culture. It is also recognized for its value as a civilization.'
Increased value of paper originals
The U.S. National Archives in Washington is proceeding with a large-scale project to digitize about 500 million pages of documents and make them public online by 2026. Yet the institution also regards the preservation of the originals as important as well. Japanese washi is highly valued for this purpose.

According to the National Archives, documents were not scanned in color in the early days of the digitization project. Therefore, the documents were digitized in black and white, without color information even if some text or seals were in color. There are concerns about the risk of blackouts and damage to digital files as well, so washi seems to give conservators peace of mind because it makes them feel assured that they can go back to paper anytime.
Yoonjoo Strumfels, a conservator at the National Archives, said that washi is essential to their preservation work because properly made washi can be used for a long time. Washi is characteristically less prone to degradation than other paper and also relatively resistant to environmental changes. Such traits make washi highly trusted for the conservation of documents.
Strumfels repaired a document that George Washington, the first U.S. president, wrote to the Congress by removing a silk cloth adhered for reinforcement and attaching a very thin piece of washi on the damaged area. The washi that was attached did not do any damage to the letters on the document and looked naturally blended to the point it was almost invisible, she said.
Of the different types of washi the National Archives utilizes for conservation, washi made from the kozo paper mulberry is the most commonly used because it has long fibers and excels in flexibility and strength. Washi made from the mitsumata shrub in the daphne family is suited to repair delicate items, such as photos, and washi made from the ganpi shrub of the daphne family has a pearly sheen that makes the paper preferred for occasions when the appearance of materials on display takes on importance. Apparently, the glue used at the National Archives to apply washi is made inside the facility using starch powder imported from Japan.
'While digitization is proceeding further, the degradation of data storage media and the demise of reproduction equipment are creating the problem that people cannot extract the contents from them,' Senju said. 'When that happens, people go back to paper because they can read it without any equipment.'
Senju then stressed the significance of washi as a material that brings human memories to the future.
'Since this is the digital age, the multifaceted charm of washi is being rediscovered,' he said.

Retro Japan: Stately former Yamaguchi Pref. Assembly hall survives test of time
YAMAGUCHI -- More than a century after its construction, the stately former Yamaguchi Prefectural Assembly building, built primarily in the late Renaissance style, now serves as a parliamentary archive, having survived demolition plans in the 1960s. Completed in 1916, the building incorporates touches of Japanese and other Eastern elements alongside European influences, and the structure's unique aesthetic is evident throughout. The assembly hall's seating is arranged in a fan shape around the speaker's seat. The dignified interior, which use materials like Japanese cypress and maple, features a plaster ceiling accented with wooden frames for contrast. The building was designed by Yorinaka Tsumaki (1859-1916) and Yoshikuni Okuma (1877-1952), then Finance Ministry bureaucrats in charge of building and repairs who were also involved in the construction of National Diet Building, along with Goichi Takeda (1872-1938), a professor at Kyoto Craft High School at the time. It features brickwork and also incorporates geometric patterns that were popular in Europe at the time. Each room, including the governor's office on the second floor, features a different ceiling and wallpaper design. The stripes, waves and embossed patterns on the wallpaper in the governor's reception room were modern motifs of the era. In 1965, plans were made to demolish the building due to deterioration and repeated typhoon damage. However, a preservation movement led by local residents successfully halted these plans. In 1984, the building was designated as an important cultural property of Japan. Serving as a parliamentary archive today, it is open to the public as a venue for concerts and lectures. Terrifying Yokosuka Air Raid Experienced by Teenage Girl; Now 95, Woman Recalls Seeing Stricken Battleship Nagato
Fumi Takahashi was 15 years old when she experienced the U.S. aerial bombing of the Yokosuka military port in Kanagawa Prefecture on July 18, 1945. The air raid near the end of the Pacific War targeted the battleship Nagato, which was anchored in front of her workplace. Takahashi, from Iwaki, Fukushima Prefecture, was mobilized into a student labor unit and was at the Yokosuka military port that day. She escaped to a basement and survived, and later beheld the tragic sight of the heavily damaged Nagato, which had been regarded as the symbol of the Imperial Japanese Navy's Combined Fleet. Her interview with The Japan News was the first time Takahashi has spoken to the media about those moments of terror 80 years ago. 'When I waved to the sailors on the Nagato, which was moored at the quay, they would wave back with signal flags.' Now 95 years old, Takahashi still vividly remembers the scene at Yokosuka military port. Takahashi and 281 other third-year students from Iwaki Girls High School, now Fukushima Prefectural Iwaki Sakuragaoka High School, were mobilized as student labor in November 1944 and departed for Yokosuka. Takahashi was assigned to the Yokosuka Naval Arsenal, where she began living in a dormitory with four others. Ten people from two teams, including Takahashi, went to a small hut directly above the dock every day. 'We scraped the sides of metal boxes and painted numbers on them with green paint,' Takahashi recalls. Information was strictly controlled, and even now, she does not know what the boxes were used Nagato was moored in front of her workplace. It had been the flagship of the Combined Fleet during the attack on Pearl Harbor on Dec. 8, 1941 (Japan time), and was a symbol of the Japanese Navy. For Takahashi, it was also the ship aboard which her elementary school teacher had served, and its imposing presence filled her with emotion. The U.S. military, which had occupied Saipan and Tinian in the Mariana Islands, began full-scale aerial bombings on the Japanese mainland around November 1944. The largest air raid on Yokosuka, with hundreds of U.S. bombers, began on the afternoon of July 18, 1945. 'I had finished eating my lunch and was working in the afternoon,' Takahashi recalls. A loud alarm sounded, and they were told to evacuate to the basement. When a hatch under the floor was opened, a rope and iron ladder leading to the basement of the dock stretched straight down. The dimly lit interior of the dock seemed to lead to the 'bottomless pit.' When 10 students reached the second landing halfway down, the ground suddenly shook violently. 'Mother!' 'God!' everyone screamed. A bomb had fallen near their workplace. Takahashi recalled, 'The ladder swayed like a swing, and I thought, 'This is it.'' After a while, there was a loud voice from above saying, 'Come up!' When they climbed up and came out, the workplace was completely destroyed. The students jumped out of the broken windows. Some fell onto green paint that was splattered about, and their clothes became covered in students were told to 'go to the mountain air-raid shelter' and started running. Takahashi said, 'A young soldier from the Kaiten human torpedo unit appeared and carried me on his back. Nine others followed behind, crying.' As dusk fell, Takahashi stepped outside the air-raid shelter to find the landscape completely transformed. There were large holes in the ground, and muddy water was flowing everywhere. When she approached the dock where the workplace was located, the Nagato was severely damaged and listing. Many of the ships that had been anchored there had sunk and were nowhere to be seen. According to the book 'Yokosuka,' an official history of the city, the Nagato was hit by bombs in its bridge and other areas. More than 40 people, including members of the Nagato's crew, are said to have been killed in this air August 15, the war ended, and Takahashi boarded a crowded train with her classmates and returned to her hometown. At the end of the war, the Nagato was the only Japanese battleship still operational. After being seized by the U.S. military, it was used as a target ship in atomic bomb tests conducted at Bikini Atoll in July 1946 and sunk. Takahashi agreed to an interview because her children told her, 'With fewer and fewer people testifying about the war, Mom has a responsibility to tell the story.'Amid postwar turmoil, she worked as a substitute teacher at an elementary school for about two years before getting married. She raised three children and was blessed with four grandchildren. Her house, severely damaged in the 2011 Great East Japan Earthquake and later reconstructed with its original materials, is over 130 years old. Small shrines and a Buddhist altar are lined up in her home, and every morning she offers water and rice and prays for those who died in the Pacific War, saying in her mind: 'The war was terrible. Please rest in peace.' Then, with the hope that war will never happen again, she repeats, 'Daijobu, daijobu [It's okay, it's okay].' For Takahashi, it's a mantra to say, 'It's going to be all right.'

‘26 Martyrs of Japan' pieces return home from Vatican

(Yasuaki Oshika) OSAKA--Two historic artworks featuring the '26 martyrs' are back home in Japan for the first time in 94 years and on display to the public. The series of Japanese-style hanging scrolls, collectively known by the name '26 Martyrs of Japan,' have long been stored at the Vatican. The '26 Martyrs of Japan' returned to their homeland following seven years of patient negotiations between Catholic officials from Japan and the Vatican side. Two portraits from the celebrated set of artworks are currently being exhibited at the Catholic Tamatsukuri Church in Osaka's Chuo Ward. Depicted on the picture scrolls are the 26 devoted Catholic worshippers who were crucified in 1597 at what is now Nagasaki Prefecture by the order of warlord Toyotomi Hideyoshi (1537-1598) under his anti-Christian policies. The Christians were dragged through today's Kyoto and Osaka prefectures, as well as elsewhere, before reaching Nagasaki on foot for their execution. The 26 martyred, canonized Catholics were selected for the motif by Seikyo Okayama (1895-1977), a baptized Japanese-style painter hailing from Hiroshima Prefecture. Okayama, as a student of pioneering Japanese artist Takeuchi Seiho (1864-1942), was so impressed by the martyrs that he spent about 15 years perfecting the hanging scrolls showing the 26 Catholic believers in a Japanese style. The painter applied natural mineral pigments to silk in particular in finishing the sweeping portraits, with each measuring 190 centimeters in length and 75 cm in width. The illustrated scrolls were then donated to the pope in 1931. An ongoing challenge is that the artworks have been badly damaged with the pigment falling off, due, in part, to the differences in humidity and other climate conditions between Japan and the Vatican. Another cause of their deterioration lies in how they were kept: the hanging scrolls have been rolled up for storage. Noticing their poor condition, Japanese Cardinal Manyo Maeda called for the restoration of the '26 Martyrs of Japan.' Working with other like-minded people, Maeda asked the Vatican to allow the pictures to be put on display within Japan. Their seven-year mutual talks finally led to a decision in May this year to send two repaired portraits to Japan for exhibition. At the time, Maeda, now 76, was attending the conclave as one of the cardinals that elected Leo XIV as the new pope to succeed his predecessor, Francis, who had died earlier. The pair of paintings portray St. Francis Kichi, a carpenter captured near what is currently the Koshien district of Hyogo Prefecture, and St. James Kisai, who spread Christian teachings while working for the church of the Society of Jesus in today's Osaka Prefecture. Also on display at the Catholic Tamatsukuri Church are the replicas of the '26 Martyrs of Japan.' Chikako Kinoshita, 55, a great-granddaughter of Okayama, said she was deeply moved by the dramatic turn of events. 'It is like a dream,' she said. Maeda stressed that the exhibition will provide visitors with a valuable opportunity. 'I believe that many people are still unaware of who the 26 martyrs were,' Maeda said. 'I hope they will learn about the history of persecution via the latest display and thereby reflect on religious freedom and the dignity of life.' The exhibition will run through Sept. 15. It is open from 10 a.m. to noon and from 3 p.m. to 6 p.m. on Sundays, Tuesdays, Thursdays and Saturdays. Admission is free.
