Guv gives assent to 16 of 18 bills; two more pending

Chennai: Governor R N Ravi has given assent to 16 out of 18 bills passed by the legislature in the session that ended in April.
The exceptions were the Kalaignar University Bill, to establish a university named after former chief minister M Karunanidhi in Kumbakonam, and the Physical Education and Sports University Bill, which empowers the state to appoint and remove the vice-chancellor.
"In all, Raj Bhavan has only two bills pending from the last session, and another two bills, the Tamil Nadu Fiscal Responsibility (Amendment) Bill and the Tamil Nadu Cooperative Societies (Amendment) Bill, pending since 2024. All cleared bills have been notified in the gazette," said an official. One of the approved bills allows use of the Goondas Act against those dumping bio-medical waste, particularly in districts bordering Kerala where such cases have been increasing.
Another bill protects farmers, women, and women's self-help groups from aggressive loan recovery tactics used by microfinance institutions and other lenders.
Violators face imprisonment ranging from three to five years, a fine of up to 5 lakh, or both.
The Tamil Nadu Fire and Rescue Services Bill, 2025, replaces the Tamil Nadu Fire Service Act, 1985. Another law aims to decriminalise certain minor offences under the Urban Local Bodies Act.
It introduces adjudication and compounding mechanisms to handle these offences.
Another law regulates erection of hoardings, digital banners, and placards in rural local bodies.
Some laws were changed to make the member-secretary of the Chennai Unified Metropolitan Transport Authority an ex-officio member of the CMDA; and to create the post of commissioner of urban development.
Amendments to the Tamil Nadu Shops and Establishments Act aim to improve ease of doing business. They also decriminalise offences by replacing imprisonment and fines with penalties.
The legislation also establishes adjudication and appellate mechanisms.

CHENNAI: The comprehensive mobility plan for Chennai Metropolitan Area is likely to be released by Chennai Unified Metropolitan Transport Authority (CUMTA) this month, shaping urban mobility for the next 25 years. The CUMTA executive committee led by Chief Secretary examined all the proposals for a comprehensive mobility plan for Chennai Metropolitan Area on Monday and cleared for submission to CUMTA. CUMTA, headed by Chief Minister is expected to meet by the end of July for release of the comprehensive mobility plan. Following the release of the comprehensive mobility plan, an App for 'journey planner-cum-integrated ticketing' is likely to be launched by the second week of August for commuters in Chennai, Kancheepuram, Chengalpet, Tiruvallur and Ranipet. The journey planner cum integrated ticketing system will include MTC, metrorail, auto and cab for Chennai Metropolitan Area in the first phase. As the Railway Board is expected to approve the integration of Railways with the journey planner cum integrated ticketing system later, suburban train commuters will be integrated with the App by October. Commuters will make a single payment to reach any destination in the metropolitan area, as the App will provide information about the cheapest and the fastest modes of transport to reach any destination. Once the commuter makes a decision, choosing any one of the options provided by the system, she/he will make a single payment and a QR code will be generated for the transit. One of the proposals include extension of Metrorail from Poonamallee to Kuthambakkam bus terminus in this phase. Priority to Airport metro and linking of Kalaignar Convention Centre in Muttukadu on ECR with Siruseri Metro station has also been proposed. The plan involves several key components, including the development of missing links, new links, and ring-radial roads. Road widening and upgradation projects are also included, alongside the construction of Rail Over Bridges (ROB) and Rail Under Bridges (RUB). Grade separations, such as flyovers and underpasses, and improvements to road safety and junctions are part of the strategy. The plan's targets for 2048 include achieving a 45% reduction in transportation sector green house gases emissions, and a 75% reduction in road crashes, including fatal and severe injuries. The plan also aims for 60% of the critical road network to be protected from flood impacts. For the GCC area, the plan proposes the upgradation and construction of Link Road along the Buckingham Canal, spanning 19 km. The Madhavaram Sholavaram elevated corridor, which is along an existing road, has also been proposed. New road projects in the GCC area include the extension of the NH bypass to the Inner Ring Road from Puzhal, and two U-shaped flyovers near Indira Nagar MRTS and Tidel Park Junction at OMR. These new roads proposed in the GCC area cover 7.6 km. In the expanded CMA, the plan includes new town loop roads such as Arakkonam (16 km), Chengalpattu (24 km), Kanchipuram (16.5 km), Mahabalipuram (15.5 km), Parandur (10 km), Tirutani (4 km), and Thiruvallur (11 km). The new town loop roads cover a length of 97 km.

New Delhi [India], July 7 (ANI): The All India Bar Association (AIBA) has urged Prime Minister Narendra Modi to initiate legislation that guarantees lifelong government accommodation to former Prime Ministers, former Speakers of the Lok Sabha, and former Chief Justices of India (CJIs), according to the official statement. This appeal was formally made through a detailed letter written by Adish C Aggarwala, Senior Advocate and Chairman of AIBA. According to an official statement, Aggarwala expressed concern over recent developments, highlighting the housing struggles faced by retired Chief Justice DY Chandrachud. Although the Supreme Court Judges (Amendment) Rules, 2022, provide retired CJIs with rent-free housing for up to six months, Chandrachud reportedly had difficulty finding suitable private accommodation in Delhi. Consequently, he requested an extension to remain in his official residence. According to the official statement, the government accommodated this request in good faith, yet it inadvertently caused a delay in the handover of the designated bungalow to Justice Sanjiv Khanna. Even now, more than a month into his tenure, the current Chief Justice of India, Justice BR Gavai, has not moved into the residence. In the letter, Aggarwala--who previously served as President of the Supreme Court Bar Association and Vice Chairman of the Bar Council of India--advocated for a dignified and lasting solution, according to the release. He argued that similar to the privileges granted to the President and Vice-President, lifelong housing should be offered to individuals who have served in the highest positions across the three pillars of Indian democracy: the Legislature, Executive, and Judiciary. In an official statement, he cited examples of previous CJIs whose terms were exceptionally brief--some lasting just 29 or 36 days--due to the seniority-based appointment system. Despite the short tenures, these individuals shoulder immense responsibility in safeguarding the Constitution and its values. According to the release, the letter emphasised that, unlike the fixed-term appointments of other top offices, the unpredictable and often truncated nature of judicial service necessitates a stable post-retirement arrangement. In a statement, Aggarwala's appeal concluded with strong praise for Prime Minister Modi's leadership and a call to preserve and honour India's democratic institutions by supporting those who have upheld them. Such a move, he suggested, would not only resolve a practical concern but also represent a collective tribute to the distinguished roles these officials have played. (ANI)

Indore: The Economic Offences Wing (EOW) on Monday registered a criminal case against five people, including a senior district registrar from the stamp and registrar department in Indore, for allegedly causing a loss of over Rs 13.32 crore to the state exchequer through stamp duty evasion. The case, filed under complaint number 78/2025, names the accused as three real-estate businessmen, including Vivek Chugh, Hitendra Mehta and Ajay Kumar Jain along with Sanjay Singh, deputy registrar and Amresh Naidu, the senior district registrar at Indore Stamp and Registrar Office. EOW DSP Pawan Singhal said, "The investigation revealed a calculated scheme where the three businessmen allegedly colluded with registrar officials to deliberately undervalue land within the DLF Garden City project on Manglia Road. As part of this fraudulent plan, they reportedly tampered with the approved revised layout plan. This involved removing the project name 'DLF Garden City' and uploading only partial details of the layout. " "By manipulating the records, the accused managed to register the land using the significantly lower guideline rate of Rs 14,200 per square metre applicable to Manglia village. On July 5, the EOW filed an FIR against all five individuals under sections 318(4), 61(2), 338, 336(3), and 340 of BNS 2023, along with section 7(c) of the Prevention of Corruption (Amendment) Act, 2018.
