As police continue their search for a suspect wanted in connection with the kidnapping of women, another man was cleared of any wrongdoing on Saturday.
The South African Police Service (Saps) confirmed that Fezile Ngubane, who was previously identified as a suspect in a syndicate targeting young women, has been cleared of any wrongdoing and released from police custody.
In other news, the City of Tshwane has warned its residents that the city's water woes could worsen if they continue to consume water at the current rate.
While Rand Water conducts its 107-hour planned major maintenance, which will affect parts of the City of Tshwane, the municipality has urged residents to conserve water to avoid further outages.

Fezile Ngubane is a victim, not suspect in kidnapping case, says Saps
Ngubane was handed over to police by his father on Friday at the KwaMashu police station after reports emerged linking him to the ongoing Olorato murder case.

According to Saps, Ngubane earns a living washing cars and resides in the same neighbourhood as the deceased suspect Philangenkosi Makhanya.

Veteran journalist and editor Andrew Trench has died
The media industry is mourning the death of veteran journalist and editor Andrew Trench.

Tshwane's water warning to residents
City of Tshwane spokesperson Selby Bokaba on Friday urged residents of Region 6 and some parts of regions 2 and 3 to urgently reduce their water consumption after levels at the city's reservoirs dropped significantly.

Bokaba said the continuation of high consumption was likely to put consumers in these regions at risk of having no water until the work is completed.

Truck driver found twenty times over the legal alcohol limit in KZN
The Road Traffic Inspectorate, working with the South African Police Service (Saps), have arrested a truck driver for drinking and driving in Van Reenen along the N3 Freeway.

The arrest took place on July 22, after the suspect attempted to apply for a visa at the United States embassy in Sandton. Police spokesperson Lieutenant Colonel Amanda van Wyk said law enforcement agencies in South Africa continue to record commendable successes in dismantling transnational crime syndicates and arresting international fugitives in the country. Van Wyk said that wanted persons often flee to other countries to evade their arrest. 'The suspect reportedly applied for a visa at the United States' consulate in Sandton, when his fugitive status was flagged, leading to his arrest on Tuesday.' The accused man made his first appearance before the Randburg Magistrates' Court on July 23. Gauteng schools scale down security and anti-bullying programme

The department acknowledges that school managers often face intimidation when attempting to search for drugs or weapons. The Gauteng department of education has confirmed it has reduced reliance on private security services in schools, citing financial unsustainability. This was revealed by the department during a briefing to the Select Committee on Education, Sciences and Creative Industries on Tuesday. Financial strain forces downscaling The department said while its patroller programme remains active, the private security guard initiative has been scaled down. 'The security guards programme has proven to be financially unsustainable and has been downscaled,' the department said in an update presented to the provincial legislature this week. In its place, the department continues to deploy school patrollers and is finalising a memorandum of understanding with the department of community safety to include traffic wardens as part of safety efforts. Most patrollers, recruited through Community Policing Forums (CPFs), have undergone screening by the South African Police Service (Saps). 'Though the screening process is slow, three-quarters of the cohort have been vetted and were further inducted by the Saps and CPFs,' the department noted. ALSO READ: Schools reopen: here's when prelims start for matrics Anti-bullying policy shelved The department also confirmed that implementation of its exemplar school anti-bullying policy has been delayed due to financial constraints. While schools are encouraged to adopt their codes of conduct, the policy's rollout and associated training workshops have not been activated. 'The exemplar policy is about to be mediated through training workshops, but could not be activated due to cost-cutting measures,' said the department. However, advocacy campaigns against bullying continue through partnerships with Saps, the department of social development and non-governmental organisations. Where bullying is reported, disciplinary action is taken. 'The perpetrators are held to account through disciplinary hearings resulting in expulsions,' the department said, stressing that the South African Schools Act empowers school governing bodies to take strong action. 'Evidence from the ground indicates that many school managers undergo serious intimidation and are reluctant to enforce such responsibility,' the department said. Nonetheless, schools are permitted to search pupils if there is reasonable suspicion, in collaboration with Saps and other partners. The department continues to run awareness campaigns to discourage substance abuse and violence in schools. 'The department works in partnership with Saps through search and seizure and disciplinary processes to deal with pupils in conflict with the law,' it said. The Chinese national is wanted in the People's Republic of China, in connection with a case of fraud. IOL has made an enquiry to the Embassy of China in South Africa, and this story will be updated if a response is received from the Chinese authorities. Earlier this year, IOL reported that three suspects believed to be behind the kidnapping of a Chinese businessman were arrested in Delft, Cape Town. The city's mayoral committee member for safety and security, JP Smith, said the breakthrough was made following a collaborative effort between the police and their teams. 'On Friday, April 11 our teams successfully conducted an operation in Delft, resulting in the arrest of three suspects linked to the kidnapping of a Chinese businessman in February,' he said. Smith said the suspects face charges related to kidnapping, robbery, and other crimes. 'This operation showcases the effectiveness of intelligence-led policing and inter-agency cooperation,' Smith added. He said the case was another example of the growing concern of kidnappings in South Africa and shared the following data: 'South Africa saw a 260% increase in reported kidnappings from 2021-2023. During the same period, Cape Town reported a 17% increase in kidnappings, but accounts for only 6% of the country's total cases," he said at the time. 'Gauteng, on the other hand, accounts for around 50% of South Africa's reported kidnapping cases.' Smith said that since their intervention, they have been yielding more successes in finding victims.
