Centre launches module for fresh demand assessment of CNPN spectrum

) on Monday launched a module on Saral Sanchar portal to assess a fresh demand for spectrum in various prospective frequency bands and carry out a demand survey, to identify the prospective frequency bands for the direct assignment of spectrum for
Captive Non-Public Networks
(CNPN)-based services.
The eligibility criteria for direct assignment of spectrum will be governed by the CNPN guidelines, according to the Department.
Enterprises having net-worth more than ₹100 crore, willing to set up CNPNs by obtaining spectrum directly from DoT and System Integrators interested in establishing CNPN networks for such enterprises are invited to participate in this exercise.
The details can be submitted on the portal from July 1 till July 31, said the Ministry of Communications.
The DoT had issued guidelines for the establishment of CNPNs which allow enterprises to set up their own captive, private 4G/5G networks by either utilising the spectrum assigned to the telecom service providers (TSPs) or through the direct assignment of spectrum, thereby ensuring secure, high-reliability, and low-latency connectivity tailored to specific operational requirements.
Certain frequency bands were initially proposed for direct assignment of spectrum to CNPN licensees. However, it was observed that there was a lack of device ecosystem in the frequency band identified for CNPN, according to the DoT.
During recent analysis, it was observed that device ecosystem for CNPN is mostly available in IMT bands and 5G technology has also considerably advanced with different use cases, said DoT in a statement.
Also, system integrators are keenly interested in establishing CNPN based networks. Accordingly, the DoT has now launched a module on Saral Sanchar portal.
CNPNs are private, localised networks that enterprises can establish for their own use, often leveraging 5G technology. These networks are not for commercial public use and are designed to provide secure, low-latency, and high-throughput communication for specific organisational needs.

The telecom department has started the process to reassess fresh spectrum demand for captive non-public networks , also known as 5G private networks , according to an official memorandum. This is the second such exercise by the Department of Telecom after issuing a provision for 5G private networks in June 2022. "The Department has decided to assess a fresh demand for spectrum in various prospective frequency bands and carry out a demand survey, through the Saral Sanchar portal to identify the prospective frequency bands for the direct assignment of spectrum for CNPN (captive non-public network) based services," the memorandum dated June 30 said. CNPN providers can set up a network by leasing out spectrum allocated to telecom operators or even by directly taking it from the DoT. Telecom operators have opposed the direct allocation of spectrum to enterprises or entities that want to set up 5G private networks. The Telecom Regulatory Authority of India had recommended spectrum in the frequency range of 3700-3800 MHz, 4800-4990 MHz and 28.5-29.5 MHz for CNPN. The department said it has observed during a recent analysis that the device ecosystem for CNPN is mostly available in IMT bands , and 5G technology has also considerably advanced with different use cases. The memorandum said system integrators are keenly interested in establishing CNPN-based networks. The DoT has invited comments from enterprises that have a net worth of more than Rs 100 crore and are willing to set up CNPN by obtaining spectrum directly from the department, and system integrators interested in establishing CNPN networks for enterprises by July 31. Tidal Wave Technologies CEO Ankit Dixit said enterprise and industrial adoption of private 5G networks remains at a nascent stage, with active deployments to date remaining in low single digits. "This slower pace can be attributed to factors, such as the high cost of spectrum, slow responsiveness to enterprise-specific needs, and expectations of free trials or proof-of-concepts," Dixit said. Private 5G networks have the potential to transform these industries through secure, high-performance connectivity, and there is a need to strengthen policy frameworks, ease access to spectrum, and foster closer collaboration across the ecosystem for realising its potential, he added. According to a Reuters report, representatives John Moolenaar and Raja Krishnamoorthi sent a letter to the department raising concerns that OnePlus devices may be collecting sensitive user data without consent and sending it to China-owned servers. The letter claims that OnePlus smartphones may be gathering personal data, including "transfers of sensitive personal information and screenshots," without users' explicit permission. The lawmakers wrote, 'This investigation would determine the types of information being collected by OnePlus devices.' They cited a commercial analysis that reportedly found the data collection patterns and flagged them as potentially unsafe. The information, according to the lawmakers, 'indicates' that OnePlus may be sending this data to servers owned by entities in China. This isn't the first time the US government has raised red flags over Chinese tech companies. In 2020, Huawei faced federal charges including racketeering and intellectual property theft. The company received temporary relief from U.S. trade bans but continued to face scrutiny under national security laws. The TikTok controversy in 2022 followed a similar path, with officials accusing the app of sharing sensitive user data with its Chinese parent company, ByteDance. New Delhi: SpaceX's Starlink has cleared most of the regulatory and licensing requirements in India, making it closer to launching its satellite internet services in the country. The groundwork is now nearly complete, but several technical and procedural steps remain before Elon Musk-led company can launch its service, Dr Pawan Goenka, the Chairman of the Indian National Space Promotion and Authorization Centre (IN-SPACe), which is India's space regulator, told NDTV. "Even after authorisation, it will take a few months for the service to become operational," Mr Goenka, who held a meeting with Gwynne Shotwell, President and COO of SpaceX, during the latter's recent visit to India, said. It is expected to get final approvals in the coming days, he said. "She was trying to finish off all the open issues that are there for them to get all the authorizations and licenses. So that's a work in progress. Pretty much done and hopefully in the coming days it'll all be wrapped up," he said. Starlink has been trying to get an entry into India -- which is one of the world's biggest telecom markets and has nearly 100 crore users -- since 2021. Mr Musk's satellite communication company had earlier this month received the licence from the Department of Telecommunications (DoT). The satellite-based internet service provider is expected to begin operations in India by offering 600 to 700 Gbps, or gigabytes per second, of bandwidth, according to DoT sources. Starlink Prices Starlink has not yet announced the pricing for the low-Earth-orbit satellite internet service in India, where data prices are currently among the cheapest in the world. However, former Starlink India Director Sanjay Bhargava said in 2022 that it would cost about Rs 1.5 lakh per connection for the first year. From the second year, the cost would reduce to Rs 1.15 lakh, he had said. Starlink presently has its market in over 100 countries, with residential and roaming plans. The residential plan, in most places, is categorised into two - Residential Lite (for low usage, smaller households) and Residential (for bigger households). In Asia, Starlink is mostly available in Mongolia, Japan, the Philippines, Malaysia, Indonesia, Jordan, Yemen and Azerbaijan. India's neighbours, Bhutan and Bangladesh, also have access to Starlin's services. In Bhutan, the Residential Lite Plan costs about Rs 3,000 and the Standard Residential Plan about Rs 4,200. In Bangladesh, the Residential Lite costs nearly Rs 3,000 and the Residential plan costs Rs 4,000. In the US, the internet service has been launched in almost every country, except a few places like Bolivia and Venezuela. The Residential Lite costs around Rs 2,500 and the Residential, Rs 4,000 in New York. In Canada, the first one is available for Rs 6,800 and the second, for nearly Rs 9,000.
