M.P. Cabinet approves promotion rules for staff after 9 years

The Madhya Pradesh Cabinet approved rules for the promotion of State Government employees and officials on Tuesday (June 17, 2025)that had been pending for about nine years, Chief Minister Mohan Yadav said.
Announcing the decision on X, Mr. Yadav said that the interests of all employees, including Scheduled Castes and Scheduled Tribes, were taken into account while resolving the matter.
'After promotions are cleared, 2 lakh posts will become vacant in government services, and there is a possibility of fresh recruitment for these,' he said.
The Madhya Pradesh Public Service Promotion Rules, 2025, include 20 percent reservation for ST and 16 percent for SC communities, the government said in a statement.
Legal delays
'SC and ST public servants will also have the opportunity to access promotion based on merit,' it said.
Cabinet Minister Kailash Vijayvargiya, who briefed the media, said promotions had been pending for various reasons, including multiple cases in courts.
'The rules have been made in consultation with the Law Department on various decisions of the Supreme Court and the High Court so that the process of promotions does not face any legal hurdles,' he said.
The government statement said, 'Provisions have been made for the promotion committees to meet in the current year itself to prepare selection lists for the next year's vacancies, i.e., provisions for advance DPCs (Departmental Promotion Committees) have been included.'
It added that the seniority of officials will be given due weightage and those obtaining the minimum qualifying marks will be eligible for promotion.
No rotation system
The government said that while class 1 officials will be promoted on a merit-cum-seniority basis, there will be no marks system for class 4 employees and that they will be promoted based on suitability.
The new rules eliminate the rotation system, which the government claimed will help create more promotional posts.
'DPCs are empowered to determine the suitability of candidates,' it said, adding that provisions have also been made for conducting review meetings of the DPCs to reconsider their decisions.
'Before any DPC meeting, action will not be taken [against any official] merely on the basis of a show-cause notice in a sealed envelope, enabling more officials to receive promotions,' the statement read, adding that the move will create approximately 2 lakh new vacancies in the State.
According to reports, the move is expected to benefit about 4 lakh workers and officials in various government departments.

'He is a resident of Mokama in Patna district. He has been arrested and booked under sections of the BNS and prohibition laws,' the SHO added. The sale and consumption of alcohol was banned in Bihar by the Nitish Kumar government in April 2016.

Patna (Bihar) [India], July 10 (ANI): As the Supreme Court is hearing pleas challenging Election Commission's order to conduct Special Intensive Revision (SIR) in poll-bound Bihar, RJD leader Tejashwi Yadav accused the poll body of 'not issuing clarifications,' even after being asked several times. Yadav further alleged that the Election Commission is acting like a 'party cell' of the BJP, the ruling party in the centre. Raising questions, the Bihar Leader of Opposition asked the poll panel reasons for not including Aadhaar Card, Ration Card, Job Card and MNREGA Card as required documents for the verification process. Speaking to reporters, Yadav said, 'We have approached the court and presented our side. Let's see what happens in the Court... The biggest question is why are you rejecting Aadhaar Card, Ration Card, Job Card, MNREGA Card? People of Bihar still do not have documents. Election Commission is not issuing any clarifications. Why can't the Commissioners hold a press conference and clarify everything? Why are they causing confusion? What ego does the EC have? It feels as if the EC is acting like a party cell of the BJP.' The Special Intensive Revision (SIR) exercise being carried out by the Election Commission of India (ECI) in Bihar ahead of the upcoming assembly elections has invited massive criticism, with the opposition parties and leaders labelling the revision of voter list as 'backdoor NRC (National Register of Citizens)' alleging 'vote theft' while also prompting them to question the independence of the constitutional body. However, the ruling Bharatiya Janata Party (BJP) in the centre, along with the double-engine government led by Janata Dal (United) president Nitish Kumar in Bihar, has accused the opposition of 'playing politics on the shoulders of wrongfully registered voters' while claiming that they were targeting the ECI to save themselves from political defeat. The INDIA bloc on Wednesday held a massive 'Bihar Bandh' rally in Patna against electoral roll revision in the poll-bound state, where Lok Sabha Leader of Opposition (LoP) Rahul Gandhi alleged that the pattern of electoral manipulation seen in Maharashtra could be repeated in Bihar. Rashtriya Janata Dal (RJD) leader Tejashwi Yadav called the ECI a 'Godi Aayog' while accusing the NDA alliance of using the constitutional body to remove the name of 'Bihar's poor people' from the voter list. Several senior leaders of the Indian National Developmental Inclusive Alliance (INDIA) bloc, including CPI General Secretary D Raja, CPI (Marxist-Leninist) Liberation leader Dipankar Bhattacharya, Bihar Congress President Rajesh Ram, Kanhaiya Kumar, and Sanjay Yadav, also participated in the protest. However, the Election Commission of India (ECI) has reported significant progress in Bihar's Special Intensive Revision (SIR) exercise, with over 57 per cent of enumeration forms collected in the first half of the designated period, reinforcing the commission's commitment to maintaining pure electoral rolls across the country. Collection and transportation of solid waste from doorsteps in the city and all citizen centric services in Mangaluru came to a standstill after employees of Mangaluru City Corporation (MCC) resorted to an indefinite strike from July 10. Holding placards, the staff, led by South Kanara Municipal Employees' Union, Karnataka State City Corporations' Employees' Association, and Karnataka State City Corporations' Employees' Parishat, sat at the entrance of the MCC head office at Lalbagh urging the State Government to fulfil various demands. None of them, including pourakarmikas, attended to their duties. Balu, president, South Kanara Municipal Employees' Union, wants the government to extend the Seventh Pay Commission benefits to the staff and officers of the corporation on par with other State Government employees. 'The government has asked city corporations across Karnataka to contribute their share, for example like 15%, to extend the Seventh Pay Commission benefits. This is not fair,' he said urging the State Government to bear the financial burden fully through the Finance Department. He wants the Karnataka Government Insurance Department's Group Insurance Scheme to be extended to the corporation's employees. The scheme provides both insurance coverage and a lump sum payment on retirement. With this, the MCC employees and their families will have financial security, he said. Mr. Balu said that the corporation staff should be covered under General Provident Fund (GPF) and Jyothi Sanjeevani health scheme, as provided to State Government employees, without any modification. Seeking an amendment to cadre and recruitment rules pertaining to city corporations, he said that the officers and employees of city corporations are deprived of promotions for many years. Hence, the government should consider promotions in various posts. Pourakarmikas demand houses Leading the pourakarmikas in the strike was S. P. Anand who said that, since a majority of pourakarmikas are from outside Dakshina Kannada district, they should be given houses each measuring at least 600 sq. ft. Some pourakarmikas have been given houses measuring 245 sq ft, he said. Mr. Anand said that the corporation had 312 permanent pourakarmikas, 135 loaders, and 465 pourakarmikas who are under direct payment. He said pourakarmikas should not be made to contribute their share while paying medical bills by producing health card. Instead, the government should fully bear the cost of medical treatment. As the five-year term of the elected council of the corporation has expired, the corporation is now under an administrator who is the Deputy Commissioner of Dakshina Kannada.
