Over 31,500 govt employees opt for UPS till July 20: Finance Minister Nirmala Sitharaman

Unified Pension Scheme
(UPS) till July 20, and the last date to enrol under the scheme is September, Parliament was informed on Monday.
In a written reply in the Lok Sabha,
Finance Minister Nirmala Sitharaman
said as on July 20, 2025, at least 7,253 claims have been received and out of which 4,978 claims have been processed for payment of benefits under UPS.

From April 1, 2025, the government has introduced UPS as an option under the
National Pension System
(NPS) for the central government employees. UPS will provide assured payouts to the employees.
In reply to a separate question in the House, Minister of State for Finance Pankaj Chaudhary said, "as on July 20, 2025, 31,555 employees have opted UPS".
Further, Sitharaman said based on the representations from employees and associations, the cut-off date to opt for UPS was extended for a period of three months up to September 30, 2025.

"As per eligibility criteria, there are 25,756 retired Central Government subscribers eligible to receive additional benefits under UPS," Sitharaman said.
These eligible subscribers are those central government employees who have either superannuated or deceased, or retired under Fundamental Rules 56(j), on or before 31st March 2025, after completing 10 years or more of qualifying service and were covered under NPS, the minister said.
The government has extended the benefit of '
Retirement gratuity
and Death gratuity' under UPS. Further, the government employees who opt for UPS under NPS shall also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement.
The government has also extended tax benefits to UPS as are available to NPS under the Income Tax Act, 1961.
To a question on whether the government proposes to extend such benefits to other pension schemes or sectors in the near future, Sitharaman said, "UPS has been introduced as an option under National Pension System (NPS) for the employees of Central Government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sector."

Trump's Tariff Bomb: Will take all steps in nation's interest says Goyal
New Delhi: A day after US President Donald Trump announced a 25% tariff on Indian exports and an unspecified "penalty" because of the country's energy purchases from Russia, Union Commerce Minister Piyush Goyal has said the Centre is studying the implications of the move and will take all necessary steps to safeguard India's national interest. Speaking in the Lok Sabha and then Rajya Sabha on Thursday, Goyal also said India has gone from being listed as a 'fragile' economy to being on track to becoming the third-largest economy in the world. This statement is being seen as a response to Trump's "dead economy" jibe at India. Goyal said the US president had, on April 2, issued an executive order on reciprocal tariffs and a 10% baseline tariff had come into effect three days later. The additional duty on India, including the baseline tariff, was set at 26%. The country-specific tariffs were then suspended for 90 days initially, and further till August 1. The minister informed Parliament that India and the US began negotiations on a fair, balanced and mutually bilateral trade agreement in March, with the aim of finalising the first phase by October-November 2025. The first physical meeting was held in New Delhi in March, and four more meetings were held in New Delhi and Washington DC. Several virtual meetings have also been held, he said. "The implications of the recent developments are being examined by the government. The Ministry of Commerce and Industry is engaged with all stakeholders, including exporters and industry, for taking feedback on their assessment of the situation. The government attaches the utmost importance to protecting and promoting the welfare of our farmers, workers, entrepreneurs, exporters, MSMEs and all sections of industry. We will take all necessary steps to secure and advance our national interest," the minister said amid slogan-shouting by the Opposition.

MLAs defections: SC gives Speaker 3 months to decide
Hyderabad/New Delhi: The Supreme Court on Thursday delivered a crucial verdict on the petition filed by the BRS leaders on the disqualification of 10 of its MLAs, who had joined the ruling Congress party. The apex court asked the Telangana Assembly speaker to take a decision within the next three months. In its 74-page judgement, the court struck down the orders of the division bench of the High Court and wanted the Parliament to take a decision on the time-limit for the speaker to take a decision. It observed that it cannot allow a situation of 'operation successful, but patient dead' by allowing the petition to be kept pending, which would eventually allow the MLAs to benefit. The apex court rejected the prayer by the petitioners that it should decide the disqualification petitions, referring to the precedents in Kihoto Hollahan and Subhash Desai cases of a similar nature. BRS working president K T Rama Rao and MLA Padi Kaushik Reddy had filed the petitions against the MLAs' defections. The Supreme Court observed that the MLAs should not ask for extending the process as if they persist with such a plea, the Speaker can take an adverse decision. Political defections have become a topic of discussions and if these are not stopped, these have the power to damage democracy, it held. 'We have also examined various speeches made in Parliament on this issue on various occasions. The Speaker's decision on disqualification proceedings is to avoid delay in courts. The Speaker is empowered to act against those who have changed parties. The powers of judicial review in relation to Articles 136, 226, 227 are very limited. The division bench erred in interfering with the orders of the single judge of the Telangana High Court. The Speaker, while acting as a judicial officer, acts as a tribunal subject to the jurisdiction of the High Court and the Supreme Court,' the court ruled. The Court observed that the Speaker cannot get constitutional protection by acting in such a manner. 'We are setting aside the judgment of the division bench of the Telangana High Court on November 22, 2014. Even in important decisions, Speakers of the Legislative Assembly are delaying action against defectors who pose a threat to democracy. Therefore, there was a need for Parliament to review the existing mechanism for disqualification of MLAs under the Anti-Defection Act. Such actions become meaningless after years. It is unfortunate that the Speaker has issued a notice on the issue only after the Supreme Court had issued a notice'.
