DBKL tackles RM70mil arrears, crime and maintenance issues in PPR housing
KUALA LUMPUR: Rental arrears, criminal activity and maintenance issues are among the key concerns affecting residents of the People's Housing Project (PPR) and public housing under the purview of Kuala Lumpur City Hall (DBKL).
City Mayor Datuk Seri Maimunah Mohd Sharif said the issues were raised during dialogue sessions with residents held earlier today.
"Outstanding rental payments involving public housing and PPR have reached RM70 million… DBKL is currently implementing solutions, including the installation of water lock systems, the issuance of notices, and financial advocacy programmes for tenants in arrears, to ensure payments are made.
"This is in addition to problems such as drug abuse, waste dumping, lack of parking, and damaged infrastructure," she said after the Safe City Programme at the People's Housing Project in Seri Desa Rejang today.
Maimunah said DBKL is also prioritising maintenance issues, especially in buildings managed by management bodies to ensure the quality of life for residents is not compromised.
She said DBKL is also exploring the possibility of allowing tenants to purchase their units, especially those who are financially eligible but unable to obtain bank financing.
"As for tenants wanting to buy their homes, a freeze was imposed on such purchases in 2015. However, I am reviewing this policy. If they are genuinely capable, we may relook at allowing them to purchase their units.
"This will be assessed on a case-by-case basis, as some tenants are unable to obtain bank financing," she added.
Maimunah said the town hall session with public housing residents is part of the Local Action 21 initiative, which involves collaboration between DBKL, police and the local community in addressing safety and well-being issues in the area.
"The presence of DBKL and police in these PPR areas reflects our commitment to work together in enhancing community safety.
"This is not a one-off programme as it will continue from one area to another," she said.

Kuala Lumpur City Hall (DBKL) instructed organisers of the rally to remove the stage hours before the 'Himpunan Turun Anwar' rally by Perikatan Nasional (PN) coalition was scheduled to begin. Acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad said the organisers had not obtained proper authorisation to build the stage and failed to inform police about who would be using it. 'The initial agreement between police and organisers was to use two four-wheel drive vehicles as a platform,' he said. PAS Youth chief Afnan Hamimi Taib Azamudden expressed frustration over what he called conflicting instructions from authorities. Writing on 'When we finished setting up, they told us to take it down. Yesterday they said one thing, this morning they said another. Is this planned provocation?' he questioned. Rally Continues Despite Setback Despite the stage controversy, the demonstration proceeded as planned with protesters converging at Dataran Merdeka from multiple starting points, including a group that marched from Masjid Jamek. Rally leaders announced that participants would perform their afternoon prayers at the main gathering point while waiting for others to arrive from different locations. At Central Market, another group of protesters held prayers using cloth banners as makeshift prayer mats before beginning their march at 2 pm. In one interesting scene, protesters gathered around an effigy covered with a white cloth and Anwar's face plastered on it. A protester whipped it with a rotan on the 'butt', drawing cheers from the surrounding crowd. Shopping centres, including Sogo, Pertama Complex and Campbell Complex, remained open to the public. While Sogo's main entrance was closed, shoppers could still enter through side doors. Small vendors took advantage of the crowd, setting up stalls along Jalan Tunku Abdul Rahman to sell drinks, 'Turun Anwar' T-shirts and noise-makers to rally participants. As of noon, approximately 2,000 protesters were present at Dataran Merdeka, marking a notable difference from the atmosphere during previous large-scale political demonstrations in the capital. 'The stage structure did not guarantee safety, and we were not informed how many people would be on it. The preliminary agreement between police and the organiser was that two Toyota Hilux would be used as the stage,' acting Kuala Lumpur police chief Deputy Comm Datuk Mohamed Usuf Jan Mohamad said when contacted. The stage, which had been set up at Dataran Merdeka, was taken down by DBKL around 11.20am. More than 2,000 policemen have been stationed at all key gathering points, including Sogo shopping mall, Masjid Jamek, Masjid Negara and Pasar Seni, from 11am. The rally is anticipated to draw 15,000 participants and is expected to march to Dataran Merdeka at 2pm. Home Minister Datuk Seri Saifuddin Nasution Ismail previously said police would facilitate the rally following a Federal Court ruling on July 1 that struck down Section 9(5) of the Peaceful Assembly Act 2012 as unconstitutional, meaning organisers are no longer legally required to notify authorities in advance.
