US sanctions network for smuggling Iranian oil under Iraqi cover

Washington D.C. (IraqiNews.com) – The U.S. Department of the Treasury announced on Thursday (July 3, 2025) that it has imposed sanctions on a business network it accuses of smuggling billions of dollars' worth of Iranian oil by using an Iraqi legal cover.
The Treasury stated the network, allegedly run by Iraqi businessman Salim Ahmed Saeed, has been purchasing and shipping Iranian oil 'disguised as or mixed with Iraqi oil' since at least 2020. Several ships accused of being part of Iran's 'shadow fleet' were also sanctioned.
'The Treasury will continue to target Tehran's sources of income… to disrupt the regime's access to financial resources that fuel its destabilizing activities,' a statement from the department read. Separately, the Treasury also sanctioned senior officials and an entity linked to Hezbollah's financial institution, 'Al-Qard Al-Hasan.'
The announcement comes after Iraq's Oil Minister previously stated that Iran had forged documents using Iraq's name for oil shipments, and that the Iraqi government had informed Washington it was not responsible, noting that all official Iraqi shipments are monitored by satellite.

In a statement, Yarwais warned that the Ministry of Planning's decision to incorporate Jabbarah, Qaws Qulah, and Kulajo into the new administrative unit violates constitutional protections prohibiting changes to disputed territories until Article 140 is fully implemented. Article 140 of Iraq's Constitution mandates the normalization, census, and referendum process to resolve the status of disputed territories between the Iraqi government and the Kurdistan Region, including Kirkuk and areas in Nineveh, Diyala, and Saladin. The process was constitutionally required to conclude by the end of 2007 but remains unimplemented. 'This move mirrors past Arabization policies pursued under the former [Baath] regime,' Yarwais stated, referencing historical boundary manipulation in disputed areas. Recognizing Qara Tapa as a district must be matched by constitutional recognition of restoring Kalar, Kifri, and Chamchamal to Kirkuk — areas previously removed as part of demographic restructuring, he argued. The lawmaker urged Prime Minister Mohammed Shia al-Sudani to block what he called an unconstitutional shift and called on President Abdul Latif Rashid, as constitutional guarantor, to prevent further imbalance in disputed regions.

The Erbil Investigative Court issued a warrant for Ahmed Haji Rashid, a member of the Kurdistan Justice Group (Komal) who served in the parliament's previous term, and sent it to a court in Sulaimani, where Rashid lives, to be carried out. The warrant was issued on June 5 but was only publicly reported on Thursday. The specific reason for the warrant is unknown, but Rashid has been charged with Article 226 of the Iraqi Penal Code, which stipulates that anyone who insults the government, courts, armed forces, or any other organized body, or public authorities and official institutions, "shall be punished with imprisonment for a period not exceeding 7 years, or detention or fine." An official from Komal and friend of Rashid told Rudaw on the condition of anonymity on Friday that he is willing to appear before the judge 'if there is a court with no party influence.' Rashid has been very critical of the Kurdistan Regional Government (KRG) and suggested in a recent interview with the pro-Iran al-Ahad TV that thousands of drones confiscated during the 12-day war between Iran and Israel in Tehran may have been smuggled into Iran through the Kurdistan Region.
