
Vacant multistorey building collapses near Shimla; three killed in separate road accident
Shimla, June 30 (UNI) A multistorey building collapsed this morning in Mathu Colony, located on the road leading to Chamyana Super Speciality Hospital near Shimla.
The building, owned by Ranjna Verma, crumbled entirely, but no casualties were reported, as it was vacant at the time of the incident.
Authorities confirmed that no one was residing in the structure, which likely saved lives in what could have been a major tragedy.
The collapse highlights the growing threat to infrastructure in Shimla's urban and peri-urban areas due to continued heavy rains, fragile slopes, and overloaded construction.
Locals said cracks had appeared in the building recently, though the cause of the collapse is still under assessment by the district administration.
In a separate tragic incident, three persons died in a road accident about 4 kilometers ahead of Jalog, under Sub-Tehsil Jalog. One reported missing.
The vehicle, reportedly carrying five passengers, veered off the rain-soaked road and plunged into a gorge. Rescue operations were launched immediately, and the injured were shifted to a nearby hospital.
Meanwhile, a cloudburst was reported late last night in village Sikaseri, Gram Panchayat Sarpara, Tehsil Rampur. While the flash flood caused by the cloudburst damaged local paths and disrupted minor infrastructure, no human casualties were reported.
These events occurred against the backdrop of mounting monsoon losses across the state. Since June 20, 42 lives have been lost—20 in weather-related incidents and 22 in road accidents.
The cumulative financial damage has crossed Rs 75 crore, including losses to roads, electricity, and private property. As of June 29, 129 roads remain blocked, 612 electricity transformers are disrupted, and 6 water supply schemes are non-functional.
The administration has urged residents to remain alert and avoid vulnerable slopes and poorly built structures, especially with rains forecast to continue.

Coordinated by IIT Kanpur and IMD Pune, the operation is a historic first for the capital and will cover 100 sq km in each of the five 90-minute sorties. What Is Cloud Seeding? Cloud seeding is used to make it rain or snow by adding special substances such as silver iodide or salt to clouds. It can be done using airplanes, rockets, or machines on the ground. Cloud seeding is used in many countries (China, US, UAE) to help with droughts, increase snowfall, reduce hail, clear fog, or improve air quality. It usually works only when there are already clouds in the sky and can increase rainfall by about 5-15 per cent. How Cloud Seeding Works Cloud seeding works by adding certain substances into clouds to encourage the formation of raindrops or snowflakes. These substances, like silver iodide, potassium iodide, dry ice, or salt, act as "nuclei" that attract water vapour. When water vapour gathers around these particles, it condenses into larger droplets or ice crystals. Once these droplets or crystals become heavy enough, they fall to the ground as rain or snow. There are two main types of cloud seeding: cold cloud seeding, where silver iodide helps ice crystals form in supercooled clouds (below 0 degrees Celsius), and warm cloud seeding, where salt particles help small droplets combine into larger raindrops. Is Cloud Seeding Effective? Cloud seeding is generally considered moderately effective, with studies and real-world programmes showing it can increase rainfall or snowfall by about 5-15 per cent under the right conditions. In places like the western United States and Australia, cloud seeding has been used successfully to boost snowpack and water supply, with some projects reporting gains of up to 14 per cent. Results vary depending on the method, weather conditions, and region. For example, in India, a pilot project saw only a 3 per cent increase in rainfall. The technique works only if suitable clouds already exist and is most effective in moisture-rich or supercooled cloud systems.

Red alert: Four district administrations closed schools in HP
Shimla, June 30 (UNI) The Indian Meteorological Department (IMD) issued a red alert warning for heavy to very heavy rain in four districts of Himachal Pradesh, including Solan, Sirmour, Mandi and Kangra districts. According to a media report and a notification issued by Mandi district administration, all schools would remain closed in red alert-affected districts today. Four districts have had incessant rainfall since last night, and water supply, roads, communication and transport are paralysed in these districts. After keeping sluggish vehicular movement on the Shimla-Kalka road was restored at Chakimorh near Dharmpar in Solan district. Water levels in Parvati-II and III Dam, the Larji project in Kullu district, and the Sainj project are affected by heavy rains and silt. Power project affected operation in the 1400 to 1500 megawatt project yesterday. The water gate of Pandoh Dam in Mandi district was opened yesterday. A red alert was sounded to people living on the banks of the Satluj and Beas Rivers due to the discharge of extra water from the spillover of some dams. The State Disaster Response Centre is issuing warnings of water levels in some of the dams and issuing orange and yellow alerts along the river system in the above dams. Students and people shouldn't go near the water bodies, as it could cause an unpleasant mishap due to a sudden rise in the water level. "Due to high silt levels, the plants marked in orange have shut down as a precautionary measure on Sainj Birage." Similarly, increasing silt levels in Parveeti II and III are being kept under orange alert. People living downstream of others dam embankments are advised to stay safe; however, current pond levels of all dams are being kept within the permissible operational limits. Raising the water level of some of the local rivulets and streams or draining water are overflowing due to incessant rain, posing a challenge to some of the houses in Shimla town. Moreover, temporary sheds along highways, houses built along water streams near the banks of rivulets, and the increasing discharge of water due to heavy rain and choking of some streams in flash flood-affected areas are being washed away and hit by the strong flow of water. State registered around the loss of 40 lives in just ten days of this monsoon season; however, a couple of bodies are untraced in Lullu and Kangra districts. Two people are missing in the Kullu cloudburst mishap and one in flash flood incidents in Kangra district. In the last 24 hrs, around 129 roads are affected by heavy rainfall. 57 in Sirmour district, 44 in Mandi and 19 in Kullu. Power supply was also affected in 612 Distribution Transformer Regions, including 340 in Mandi, 140 in Lahaul Spiti and 92 DTR in Solan. Water lifting schemes are not working due to disruption in power supply in many schemes and increasing turbidity of the water schemes in the state. State witnessing continued rain and flash floods since June 26 also affected the movement of people due to the stranding of vehicles at several places.
