MP Mallu Ravi Highlights Bhū Bhārati Act as a Comprehensive Solution for Farmers' Land Issues at Awareness Meet in Alampur
Addressing an awareness conference on the Bhoo Bharati Act held at the BRS Function Hall in Alampur, MP Mallu Ravi participated alongside Alampur MLA Vijayudu and District Collector B.Y. Santosh. The event was organized to provide a detailed explanation of the features of the new Act and to clear doubts raised by farmers.
Dr. Mallu Ravi highlighted that the Bhoo Bharati Act, launched on the occasion of Dr. B.R. Ambedkar's birth anniversary, is a revolutionary initiative by the Telangana State Government to resolve long-standing land disputes and bring justice to farmers. 'Many farmers previously faced severe hardships with the Dharani portal system, running from pillar to post in government offices, only to be left helpless,' he said.
He added that Chief Minister Revanth Reddy's government has taken up the task of implementing Bhoo Bharati with a pro-farmer approach. The Act especially aims to resolve pending issues related to Sadabainama lands and includes detailed provisions after extensive research and consultations. Mallu Ravi promised weekly reviews of land issue resolutions with the Collector, Tehsildars, and relevant officials, which he himself would oversee.
Criticizing the previous government, he said it pushed the state into Rs. 8 lakh crore in debts, and despite this financial burden, the current government is fulfilling its promises to the people. Some key welfare and development initiatives mentioned by the MP include:

He reiterated that the government is dedicated to the welfare of farmers, the poor, women, and youth, and that public welfare is its ultimate goal.
District Collector B.Y. Santosh stated that the Bhoo Bharati Act replaces the Dharani system, providing farmers with clear ownership rights and speedy resolution of land disputes. He explained that the Act contains 23 Sections and 18 Rules, and a new digital system called 'Bhoodar' is being developed to include comprehensive details like land boundaries, dimensions, and ownership—similar to Aadhaar for land.

Sadabainama issues will be resolved swiftly
Heirship mutations and ownership transfers will be completed within set timelines
Unlike Dharani, the new system allows appeals against official orders under the Bhoo Bharati Act
If farmers are not satisfied with decisions at the Tehsildar level, they can appeal to the RDO, and then to the District Collector. The Act also provides for:
Correction of errors in land records
Mandatory land surveys and maps before registration or mutation
He encouraged farmers to utilize the provisions of the Act to address land issues quickly at the district level itself.
Earlier in the day, MP Dr. Mallu Ravi visited the Jogulamba temple in Alampur and performed special prayers.
MLA Vijayudu urged people from all villages in the Alampur constituency to understand the Bhoo Bharati Act thoroughly to resolve long-pending land issues once and for all.

U-Special buses to be relaunched, says CM
Chief Minister Rekha Gupta on Tuesday said the Delhi government will relaunch the youth special or U-special bus service for students on various routes connecting the Delhi University. 'The Delhi government is once again starting the youth special bus service, which will operate on DU routes, with a little bit of music playing in the buses. This is my gift to students,' Ms. Gupta said while inaugurating a new academic block of Social Centre School, a co-ed school run by DU in Maurice Nagar, near North Campus. The U-special buses, which were once a lifeline for college students, will return with modern upgrades, including air-conditioning, LED lighting, and music systems, to ensure a more comfortable and accessible commute, she added. The bus service, operated by Delhi Transport Corporation (DTC), was suspended in March 2020 following the COVID-19 outbreak. School facelift Social Centre School, originally built in 1947, has now been transformed into a four-storey modern facility with 21 classrooms and laboratories. DU Vice-Chancellor Yogesh Singh said that the construction of the new building cost over Rs 27 crore, and was completed in a record 21 months. The CM announced that the school will now be recognised to offer education up to Class 12. To promote mentorship and community learning, Ms. Gupta proposed that DU colleges adopt government schools. 'Every college should be connected to two or three government schools. The college students should visit these schools on a weekly or fortnightly basis and motivate children,' she said.

BJP backs school fee Bill, AAP seeks House scrutiny
The Hindu Bureau The Delhi Assembly on Tuesday saw a heated discussion on the School Education (Fee Regulation and Transparency) Bill, 2025, with the Opposition demanding that it be sent to a Select Committee to incorporate feedback from parents and other stakeholders. The debate came a day after Education Minister Ashish Sood tabled the Bill, which aims to regulate fee hikes in private schools. BJP MLA Satish Upadhyay lauded it as a 'revolutionary step' in Delhi's education history, while party colleague Ajay Kumar Mahawar said, 'With this Bill, CM Rekha Gupta is wiping away the tears of lakhs of parents.' However, Aam Aadmi Party (AAP) MLA Prem Chauhan criticised the composition of the proposed fee regulation committees, pointing out that six out of 11 members would be from the school, potentially compromising impartiality. 'There should have been more parents than administrators,' he said, cautioning that the multilayered redress process could result in delayed justice. 'By the time a complaint is addressed, the child may have already passed out or left the school,' Mr. Chauhan said. He reiterated AAP's demand to refer the Bill to a Select Committee with members from both the BJP and AAP, and called for a freeze on fees for the current academic year, citing delays in the Bill's introduction. Responding to the Opposition, BJP MLA Mohan Singh Bisht said public turnout and support for the Bill demonstrated its urgency and relevance. Parent protests While the Assembly debated the Bill, some parent groups held protests and submitted their recommendations to Mr. Sood. One key demand of the protesters was that any parent, not just 15% of them, should be allowed to raise an issue with the district-level committee. On fee-related clauses, parents objected to subjective criteria such as the school's location and educational standard. They demanded a uniform fee structure and standardised fee heads across all schools to avoid ambiguity. 'False narratives' The Education Minister's office said he had met parents ahead of the Assembly debate and dismissed AAP's criticism as 'false narratives'. He clarified that the Bill supplements the Delhi School Education Act, 1973, by introducing stronger checks and balances to protect students and parents. The Minister assured that the Bill provides for three layers of oversight and includes penalties for violations.

NITI Aayog conducting evaluation study of MGNREGS, minister tells LS
THE NITI Aayog, the government's premier think tank, is conducting an evaluation study of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the government informed the Lok Sabha on Tuesday. In a written reply to a question, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up the evaluation study of the scheme. The development is significant as it comes at a time when the Ministry of Rural Development has circulated a proposal seeking approval of the Expenditure Finance Committee (EFC) for continuation of MGNREGS and an outlay for Rs 5.23 lakh crore till financial year 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The EFC is a central body that appraises government schemes and projects; it comes under the Ministry of Finance. Replying to a question by CPI(ML)L member Sudama Prasad, Paswan said, 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14… Risk-Based Internal Audits of MGNREGS have been conducted in 225 districts of 30 states/UTs since 2013-14.' 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of the country and to study/analyse the trends of expenditure across states under MGNREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' Paswan said, sharing details of the internal audits and review of the MGNREGS conducted in recent years. 'In addition to this, DMEO, NITI Aayog, too has recently taken up an evaluation study of MGNREGS,' he said. The NITI Aayog conducted the last evaluation study of the MGNREGS in 2019-20. At the time, the think tank had also conducted the evaluation study of five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the MGNREGS, to gauge their overall contribution to the national rural economy,' Paswan said. The evaluation study by NITI Aayog is crucial for getting approval of the EFC, said a source. The Ministry of Finance has told all ministries and departments that no Centrally Sponsored Scheme (CSS) or Central Sector Scheme (CS) will be considered for continuation beyond March 31, 2026, unless a third-party evaluation of the scheme is carried out. Sources say that the EFC approval and appraisal is part of the Centre's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is just a formality.
