Trai likely to adjust cable TV rules for clearer business picture
Anil Lahoti, chairman of Trai, said on the sidelines of the World Audio Visual Entertainment Summit (WAVES) that there is a wide 'regulatory disparity' between different broadcasting platforms — namely, linear TV and over-the-top (OTT) services. This follows Trai's regulatory review in 2024 aimed at giving the cable TV sector 'requisite freedom while protecting consumer interests and safeguarding smaller players in the value chain'.
'While we welcome technological advancements that offer a better audio-video experience for consumers, we want to avoid a scenario where regulation creates an uneven playing field, favouring one medium over another,' he said.
Lahoti said that in its recent review, Trai reassessed whether several existing regulations were still necessary for the cable TV industry.
'We've either left several aspects to the discretion of the industry or widened the scope of the rules because we felt strict regulation wasn't required in those areas. The real divergence is with fast-channel OTT, where regulations are relatively light, whereas linear TV is still tightly governed. That's where we need to strike a balance,' he said.
In his keynote address at WAVES, Lahoti also said Trai has recommended revamping the audience measurement system to allow multiple agencies to offer more reliable data. This change, he said, would also support better ad pricing. Trai is now working towards balanced regulations that consider the needs of all stakeholders.
'Entities at the top of the pyramid typically seek fewer restrictions and greater freedom. But as we (Trai) move down the pyramid — to local cable operators or consumers — the feedback we receive is that they ask for more and more regulation,' he said.
Trai is also consulting on the rollout of digital radio broadcasting in India and is expected to implement a policy road map soon.

The Telecom Regulatory Authority of India (Trai) on Tuesday met representatives from the Reserve Bank of India, the Securities and Exchange Board of India, the Ministry of Electronics and Information Technology, the Department of Telecommunications (DoT), the Ministry of Home Affairs (MHA), and other sectoral regulators to discuss measures against spam, fraud, and misuse of telecom infrastructure. "In an increasingly digitalised world, cross-sectoral collaboration among regulators is crucial for the coordinated enablement of services and the protection of consumers from harm. In a digital-first economy, collaboration among financial sector regulators, digital communication regulators, and security agencies becomes paramount," Trai Chairman Anil Kumar Lahoti said. During the meeting on Tuesday, the joint committee of regulators decided that, although there was an urgent need for a transition to the 1600-series for all commercial calls in the banking, financial services, and insurance sector, it should be implemented in a phased manner, depending on the scale of operations of the companies in that sector. Further, the regulators launched a pilot project on digital consent acquisition to replace unverifiable, offline consent with a secure digital mechanism for user consent on commercial calls and messages. 'The new mechanism will enable consumers to digitally register, review, and revoke consents through a simple, unified, and tamper-proof interface. Four dedicated working groups will oversee the technical, operational, and awareness-building aspects of the pilot,' Trai said. Additionally, the joint committee of regulators discussed the need for a new enforcement tool that would enable the automated exchange of spam and cyber-fraud data between the MHA's Indian Cyber Crime Coordination Centre and the Digital Intelligence Platform of the DoT. 'This will enable swift action against the telecom resources of the fraudsters, such as number disconnection, to prevent them from carrying out further frauds,' Trai said.

After years of delays in implementation, TRAI recently revamped the digital consent platform to address the challenges. The ongoing pilot includes telecom service providers and major banks such as SBI , PNB , ICICI, HDFC, Axis Bank , Canara Bank , and Kotak Mahindra Bank , and is coordinated by telecom and banking regulators . Four dedicated working groups will oversee technical, operational, and awareness-building aspects of the pilot, it said. Live Events Besides, TRAI also stressed on fast-tracking the migration of commercial calls on the newly introduced 1600-numbering series. 'Considering different scales of operation of entities, it was agreed that migration may be made in a phased manner based on the inputs provided by the sectoral regulators to TRAI,' it said. TRAI is also working with the Indian Cyber Crime Coordination Centre (I4C), DoT's Digital Intelligence Platform, and telecom operators' blockchain systems to enable real-time sharing of fraud and spam data. Mobile payments regulator NPCI has also joined the efforts of this joint committee in preventing fraud.
