Union Minister for Ports Sarbananda Sonowal inaugurates BIMSTEC Conclave in Visakhapatnam

VISAKHAPATNAM: Union Minister for Ports, Shipping and Waterways, Sarbananda Sonowal, inaugurated the second Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Ports Conclave in Visakhapatnam on Monday. Delegates from all seven BIMSTEC member countries–Bangladesh, Bhutan, Nepal, Myanmar, Sri Lanka, Thailand, and India–participated in the event.
Welcoming the representatives, Visakhapatnam Port Authority Chairman M Angamuthu highlighted the strategic importance of Visakhapatnam in maritime trade and logistics. He called for greater collaboration among BIMSTEC countries in port-led industrialisation, digital infrastructure integration, and maritime skill development. He also underlined the contribution of the Centre of Excellence in Maritime Skill Development (CEMS) in positioning Visakhapatnam as a training hub for the maritime sector.
In his address, the Union Minister laid out key components of the Union government's long-term maritime vision, in line with the Prime Minister's Vision 2030 and 2047. BIMSTEC Secretary General Indra Mani Pandey shared the framework of BIMSTEC Vision 2030 and noted that 267 transport connectivity projects are currently in progress under the master plan. He proposed setting up a BIMSTEC Centre of Excellence in Maritime Transport in Visakhapatnam and outlined plans for real-time cargo tracking and sustainable port practices.

Union Railway Minister Ashwini Vaishnaw on Friday (July 25, 2025) announced that the Indian Railways has successfully tested the country's First hydrogen-powered coach at the Integral Coach Factory (ICF) in Chennai. According to the Minister's social media X post, the country is working on a 1,200 horsepower hydrogen train, which will help India to place itself amongst the leaders in hydrogen-powered train technology ."First Hydrogen powered coach (Driving Power Car) successfully tested at ICF, Chennai. India is developing 1,200 HP Hydrogen train. This will place India among the leaders in Hydrogen powered train technology," Mr. Vaishnaw posted on 'X' .In 2023, Mr. Vaishnaw informed Rajya Sabha that Indian Railways has envisaged running 35 Hydrogen trains under "Hydrogen for Heritage" at an estimated cost of ₹80 crore per train and ground infrastructure of Rs 70 crore per route on various heritage and hill routes. Additionally, the Indian Railways has also awarded a pilot project for retrofitment of a Hydrogen Fuel cell on an existing Diesel Electric Multiple Unit (DEMU) rake along with ground infrastructure at the cost of ₹111.83 crores, which is planned to be run on the Jind-Sonipat section of Northern Railway. The running cost of a Hydrogen fuel-based train is not established in IR scenario. It is estimated that the initial running cost of the Hydrogen fuel train set will be higher, which will subsequently reduce with an increase in the number of trains. Further, the use of Hydrogen as fuel provides larger benefits in the direction of green transportation technology to support zero carbon emission goals as a clean energy source. Last year, in a significant step towards promoting sustainable transportation solutions, Hardeep Singh Puri, Minister of Petroleum & Natural Gas, showcased India's advancements in green hydrogen mobility by demonstrating a hydrogen-fuelled bus powered by India's oil PSU Indian Oil to the Prime Minister of Bhutan, Shri Tshering Tobgay and his delegation.

New Delhi, July 25 (UNI) According to the Fourth All India Handloom Census 2019-20, there are 31.45 lakh households across the country consisting of 35.22 lakh handloom weavers and allied workers in the country, Union Minister of Textiles, Giriraj Singh told the Rajya Sabha. 'For the development of handlooms and the well-being of weavers, the Ministry of Textiles is implementing two significant schemes - National Handloom Development Programme (NHDP) and Raw Material Supply Scheme (RMSS). From 2020–21 to 2024–25, Rs1,516 crore was sanctioned and Rs1,480.71 crore was released under NHDP and RMSS,' the minister said in a written reply. He also stated that the handloom industry is still mostly unorganized and the Government does not offer direct employment to the weavers. Rather, traditional skill-based jobs still sustain livelihood in this industry. The government schemes provide monetary aid for procurement of raw materials, improved looms, solar lights, construction of worksheds, skill upgradation, innovation in product and design, marketing, concessional loan facility under the MUDRA scheme, and social security benefits. 'Impact assessments are carried out by the government before they extend or introduce new schemes. The schemes being implemented now were developed after third-party evaluations of earlier schemes and are from 2021-22 to 2025–26,' the minister said. UNI XC RN

Telangana's revenue receipts continue to disappoint the government with overall receipts standing at ₹37,221 crore at the end of the first quarter of the current financial year (2025-26), of the ₹2.29 lakh crore projected for the fiscal. The revenue generated in the first (April to June) quarter indicates the challenges the government has to face in the coming days to fulfil all its promises. What are revenue receipts? They are funds received by a government in the form of tax revenue, non-tax revenue, and grants-in-aid and contributions. Tax revenue sources are Goods and Service Tax; Stamps and Registration; Land Revenue; Sales Tax; State Excise Duties; State's share of Union taxes, and other taxes and duties. Non-tax revenue includes interest of loans given, dividends on investments. The State's total receipts—including ₹20,266 crore borrowings—during the first quarter stood at ₹57,499 crore, 21.06% of the ₹2.84 lakh crore projected in the budget estimates. What are total receipts? Total receipts includes revenue receipts and capital receipts. The latter includes recovery of loans and advances, borrowings and other liabilities. Tax revenue during in the first quarter was ₹35,721 crore, 20.38% of the ₹1.75 lakh crore projected for the fiscal while interest payments were pegged at ₹6,772 crore, 34.97% of the ₹19,369 crore projected for the fiscal indicating that the State will yet again struggle with interest payment at the end of the fiscal as it will be much higher than that of the budget estimates. Earnings On the earnings front, revenue through Goods and Services Tax stood at ₹12,622 crore against ₹59,074 crore of the budget estimates and that through Registration & Stamps was ₹3,712 crore, 19.45% of ₹19,087 crore of the fiscal. State Excise duties continue to be below expectations at ₹4,595 crore, 16.64% of the ₹27,623 crore of budget estimates and Sales Tax collections were a shade better at ₹8,466 crore, 22.6% of the ₹37,463 crore projected for the year. Revenue through Grants in Aid and Contributions continued to bely expectations at ₹433 crore, just 1.9% of the ₹22,782 crore so also accrual through non tax revenue pegged at ₹1,066 crore, 3.37% of the budget estimates respectively at the end of the first quarter. Expenditure On the expenditure front, Salaries/wages consumed a major chunk with ₹11,608 crore, 34.97% of the ₹44,478 crore projected for the fiscal and payment of pensions accounted for ₹4,572 crore, 34.88% of the ₹13,109 crore of the budget estimates. Another major head under expenditure was subsidy, primarily on account of free power, which was pegged at ₹5,932 crore, 36.3% of ₹16,345 crore projected for the year. Revenue deficit The State's revenue deficit at the end of the first quarter stood at ₹10,582 crore against surplus of ₹2,738 crore projected in the budget estimates and fiscal deficit was at ₹20,266 crore, 37.52% of the ₹54,009 crore of the budget estimates for the year. The primary deficit was pegged at ₹13,493 crore, 38.95% of the ₹34,640 crore of the budget estimates.
