Pact inked for long-range air defence radar system

LANGKAWI: The Malaysian Communications and Multimedia Commission (MCMC) has signed an agreement with the Defence Ministry (Mindef) over the development of a long-range air defence radar system for the Royal Malaysian Air Force (TUDM).
The agreement was signed by MCMC executive chairman Tan Sri Mohamad Salim Fateh Din and Mindef secretary-general Datuk Lokman Hakim Ali at the Langkawi International Maritime and Aerospace Exhibition 2025 (Lima'25) yesterday.
It was witnessed by Defence Minister Datuk Seri Mohamed Khaled Nordin ( pic ).
Also present were Communi­cations Ministry secretary-general Datuk Mohamad Fauzi Md Isa, MCMC commission member Jen (Rtd) Tan Sri Zulkifeli Mohd Zin, Maj-Jen Datuk Muhammad Tarminzi Mustapha, who was representing the Air Force chief, and senior officials from both parties.
In a joint statement, MCMC and Mindef said the agreement marks a strategic partnership to enhance national defence capabilities and readiness through the development of key military infrastructure using advanced communication and security technologies.
The agreement also reflects the government's continued commitment to national security through public and defence sector collaborations.
'Through this agreement, MCMC and the Malaysian Armed Forces will jointly implement a comprehensive strategic initiative to develop a long-range air defence radar system for TUDM.
'The new radar system will significantly enhance airspace surveillance and control capabilities in the southern region of Peninsular Malaysia, directly contributing to the nation's security and sovereignty,' it added, Bernama reported.
It also noted that this collaboration aligns with the whole-of-government approach, which prioritises inter-agency synergy in pursuit of national aspirations.

A NEW subsidiary legislation to curb online scammers is in the works, including requiring social media advertiser verification, says Deputy Communications Minister Teo Nie Ching (pic). She said that the Malaysian Communications and Multimedia Commission (MCMC) is working on an online safety code to reduce online harm as done by other countries. 'This includes Singapore, which made it mandatory for advertisers to perform identity verification, and in Taiwan, that requires social media platforms to disclose the advertisements' sponsors and payers,' she said during question time. Teo was responding to a supplementary question by Chong Chieng Jen (PH-Stampin), who had asked the ministry whether there are plans to introduce new legislation to curb scammers. Teo revealed that she has also become a victim of fake advertisements impersonating her. 'I have lodged a report with MCMC, but when one advertisement was taken down by Meta, another was posted again,' she said. She added that MCMC received 121 requests to take down content impersonating high-profile individuals including royalty, ministers and political leaders. 'I hope that the ministry could get the support from all MPs to take action against these acts. 'As the Online Safety Act has been passed and gazetted in May, MCMC is developing a subsidiary legislation,' she added. Teo had earlier said that as of July 15, a total of 46,817 scam-related content have been removed, following complaints as well violating the community guidelines set by each platform. She added that none of the social media platforms have been charged so far. 'This is because the content uploaded on these platforms is typically published by third parties (users), and the assessment of legal action depends on the platform's role and liability in allowing or facilitating the dissemination of such content,' she said.

Defence Ministry acknowledges delays in Gempita vehicle delivery

KUALA LUMPUR: The Defence Ministry has acknowledged delays in the delivery of 68 Gempita armoured vehicles and two other vehicles by a company from 2020 to 2023, says Deputy Defence Minister Adly Zahari. He said the ministry issued a late penalty notice of RM162.75mil on January 15. In response, the company - Deftech - appealed for the penalty to be waived, citing force majeure due to the pandemic and the Russia-Ukraine conflict. "The appeal was discussed in a Contract Coordination Panel meeting on May 6, resulting in the company being fined RM162.75mil. "An execution bond of RM53.9mil will be seized, and the remaining penalty will be settled through current contracts or separate collections," he said when wrapping up his ministerial replies during the debate on the Auditor-General's Report in Dewan Rakyat on Wednesday (July 23). This was the first time the A-G Report was tabled for debate. Adly also said the company is required to pay, with two methods outlined by the coordination panel. "On June 25, a directive was issued to banks to seize RM53.9mil, with the remaining RM108mil to be offset through other contracts with Mindef. "The Gempita vehicles, initially due in 2017, received an extension until 2022, and the penalty system could be improved in procurement processes. "Mindef acknowledged weaknesses in contract terms and is developing a monitoring system for better oversight," he added. Previously, it was reported that weaknesses were identified in the procurement of the army's armoured vehicle fleet, including a two-year delay in issuing late delivery penalty claims. The Auditor-General's Department found that the weaknesses included uncollected late delivery penalties amounting to RM162.75mil under the Gempita armoured vehicle supply contract, unimposed late service penalties amounting to RM1.42mil under the maintenance, repair, and spare parts supply contract, as well as procurements totalling RM107.54mil executed through contract splitting. The Auditor-General also found delivery delays ranging between six and 1,048 days for 70 vehicles.
