, was attacked by unidentified assailants near Darjeeling Motor Stand on Thursday night.
A police complaint was filed at Sadar police station. Enraged by the attack, political and apolitical groups, along with local social organisations, gheraoed the police station, demanding that the perpetrators be arrested within a day, failing which there would be a 12-hour shutdown across the hills.
"We have given the administration one day to review CCTV footage and arrest those responsible. A peaceful protest rally will begin at 10am on Saturday from Darjeeling train station to Sadar police station. Failure to act will result in a 12-hour strike across the region," said social activist Deepika Gurung.The last such shutdown in the hills occurred on Sept 30, 2024, over demand for bonus by tea garden workers.Gurung, president of Trained Unemployed Youth Welfare Organisation, has been admitted to the surgical ward of Darjeeling District Hospital. "A group of unknown men attacked me. One aimed for my neck, but I dodged and suffered a head injury instead," he said. Gurung received seven stitches to the head."This assault is linked to the high court case on the teacher recruitment scam," he added. The HC case concerns the legitimacy of 313 teacher appointments by GTA in 2019. The next hearing is scheduled for June 17.Darjeeling BJP MLA Neeraj Zimba presented Gurung with a copy of the Constitution and a traditional 14-inch Nepali kukri, symbolising self-defence. "The administration is reviewing CCTV footage, and we expect swift justice. This attack is a direct threat and exposes a serious security lapse. Gurung is a selfless advocate for public interest," Zimba said.Gorkha Janmukti Morcha youth front general secretary Noman Rai condemned the attack and urged authorities to take strict action. "He has been vocal against the recruitment scam. Though we can't comment on the sub judice matter, this attack challenges the claim that peace has returned to the hills. The administration must swiftly identify and act against the culprits," said Rai.A police officer said: "We are scanning CCTV footage to trace those involved."

A public convention was organised by the Ballari Nagarika Horata Samithi (BNHS) at Gandhi Bhavan here on Sunday to highlight long-standing civic issues in the city and demand immediate redressal. The gathering focused on several pressing concerns, including the need for clean drinking water, proper underground drainage, road repairs, and measures to curb the menace of stray dogs and cattle. Inaugurating the convention, senior advocate R. Pandu said that Article 21 of the Constitution guaranteed every citizen the right to live with dignity and yet the right has been clearly denied in Ballari. 'Contaminated water is being supplied once every eight-10 days, roads are in poor condition and pollution levels have worsened. The municipal corporation is more focused on collecting taxes rather than addressing civic issues. We are not asking for a city like London or Paris. All we want is clean water, clean air and decent roads,' he asserted. BNHS district advisor Narasanna remarked, 'A nation is not just about its land or borders, but its people. Unfortunately, Ballari's civic issues show that the authorities have forgotten this. Despite slogans like Swachh Bharat, our streets remain filthy. If our problems are not addressed, what is the point of having a municipal corporation?' Retired inspector and BNHS advisor Murtuza Saab, who helped lead the month-long preparations for the convention, said that over one lakh signatures have already been collected in support of the demands. 'This has already forced the municipal body to carry out some minor works. This is the power of people's movements,' he noted, urging citizens to intensify their participation in future protests. Presiding over the meeting, BNHS district coordinator R. Somashekhar Gowda said that the municipal corporation is creating new civic problems instead of solving the existing ones. 'Residents must form local citizen committees and fight back. Struggle is the only way forward,' he said. BNHS advisor and industrialist Shyamsundar, executive committee members N. Pramod and A. Shanta addressed the gathering. Information on the problems affecting various neighbourhoods and possible solutions was shared. A new 47-member action committee was formed to spearhead future efforts. The committee plans to submit a memorandum to the Mayor on Wednesday. The convention witnessed participation from numerous resident welfare associations and citizens across Ballari.

CBCI, Oppn parties slam arrest of two nuns by Chhattisgarh Police
Thiruvananthapuram: The president of the Catholics Bishop Conference of India ( CBCI) Reverend Andrews Thazhath, who is also the Metropolitan Archbishop of Thrissur, on Monday slammed the Chhattisgarh Police for arresting two nuns from Kerala and a man on accusations of alleged human trafficking and religious conversion by the Bajrang Dal. 'This has happened in a country where freedom of religion is allowed and hence this act should be seen very seriously. The nuns were attacked by the Bajrang Dal activists and none should forget that nuns always stand and work for the uplift of the downtrodden,' said Thazhath. 'Irrespective of whoever governs the country, the freedom of religion should be protected and upheld. Incidentally across the country at some places Christians are living in a state of fear. We have already brought this to the attention of our Prime Minister Modi,' added Thazhath. On Monday, lawmakers from Kerala, barring the BJP, brought the issue of the harassment of the nuns and their arrest, to the attention of the House by way of a notice for an adjournment motion, but it was disallowed. Thazhath however thanked the lawmakers for raising this issue in the Parliament. The nuns, Preeti Mary and Vandana Francis attached to the Assisi Sisters of Mary Immaculate, a congregation under the Syro-Malabar Church in Alappuzha district, were working at a hospital in Agra. On Saturday, the two nuns and the man, identified as Sukhman Mandavi, were accompanying three women from Chhattisgarh's Narayanpur district to Agra, where they had been offered jobs of kitchen helpers at a Convent. At the railway station they were accosted by Bajrang Dal activists and the police also arrived on the scene. Both the nuns and the man were soon taken into custody and later produced before a local court which sent them to judicial custody. Close relatives of the two nuns are aghast at this act of jailing the hapless nuns whose only interest was the welfare of the downtrodden girls. 'This should not be seen as a one off incident, as we have been told that things do not augur well now in certain places in North India,' said the family of the nuns. The CPI-M state secretariat in a statement condemned the Chhattisgarh Police and the Railway officials and accused them of dancing to the tunes of Bajrang Dal activists. 'This issue should not just be seen as a Christian issue but also a gross violation of the Constitution as this is nothing but an intrusion on minority rights. There is every right not just to practice religion but also propagate it. Grave charges have been slapped on the arrested, this is in no way acceptable,' read the CPI-M statement. Leader of Opposition V.D. Satheesan said he had just spoken to the aged parents of one of the arrested nuns. 'This incident is not just a one off incident as incidence of attacking Christian nuns and priests in several states in North India are increasing by the day. It has come to a stage when Christian priests and nuns cannot even wear their official dress for fear of being attacked. This has to end quickly and authorities have to do the needful,' said Satheesan. Union Minister of State for Fisheries, George Kurian, said that since the matter was sub judice and he was a Minister, he would not make any comment on the issue. Kerala state BJP vice-president Shone George said, 'I will say that let the court take the call and if the nuns are innocent, we have made all arrangement to ensure they are safely taken back to their respective places.'

Kerala opposes maintainability of presidential reference on SC timeline verdict
The Kerala government has opposed the maintainability of the presidential reference, questioning the April 8 Supreme Court verdict that laid down a timeline for the president and governors to decide on state bills. It argued that the court's past decisions cover the issue and those cannot be overruled in a reference proceeding. The Kerala government moved an application in the reference proceeding ahead of the hearing of the case on Tuesday. (AFP) In May, President Droupadi Murmu exercised a rare constitutional provision and sought the Supreme Court's advisory opinion on 14 questions to settle the law on whether the president and governors need to follow timelines on state bills referred for consent when the Constitution does not prescribe it. The April 8 order struck down Tamil Nadu governor RN Ravi's move to reserve 10 re-enacted bills for presidential assent after withholding their approval. The court said if a governor withholds assent or reserves a bill for the president's consideration, this must be done within three months of its presentation. It added that a governor must grant assent 'forthwith' or within a month if a state legislature re-enacts an identical bill. The court said the president must decide within three months of receiving a bill from a governor, as it laid down such a timeline for the first time. It asked that the president's office convey reasons to the concerned state if there is any delay beyond this period. The court used its extraordinary powers under the Constitution's Article 142. It called the withholding of consent on the bills 'illegal'. The court said that the bills would be 'deemed' to have been assented to. The Kerala government moved an application in the reference proceeding ahead of the hearing of the case on Tuesday. It cited the absence of a review petition challenging the April 8 decision. It argued that in such a scenario, the reference cannot 'obliquely' challenge a ruling of the court, which amounts to 'serious misuse' of Article 143 under which the reference has been sought. The state government said that the reference makes no mention of the April 8 judgment. 'The reference loses its legitimacy and seeks to mislead the court into setting aside its own judgment, the existence of which, as mentioned, has been suppressed. The reference therefore deserves to be returned unanswered.' The application, filed through advocate CK Sasi said, the reference is being used as a device to obtain decisions on vital issues, without disclosing and by suppressing the final findings already rendered on these issues, and to get to deliver inconsistent judgments on the issue of time frame under Article 200, which is not res integra. The state submitted that the foundation of the reference is that Article 200 does not stipulate any time frame for the governor to exercise powers and functions thereunder. 'This is amazing, and it is difficult to believe that the Council of Ministers, in advising the President, have not even cared to read the proviso to Article 200, which states that the Governor shall act 'as soon as possible after the presentation to him of the Bill for assent'.' The application said the Supreme Court's three judgments settle the timeline under Article 200. It added that they affirmed that action on bills sent for consideration should be done 'as soon as possible'. 'If the reference itself is based on an erroneous statement, the entirety of the reference, which mainly relates to the time factor, should stand rejected,' the state said.
