Property tax relief package clears Montana Legislature
The final priority for the 69th Montana Legislature — one many lawmakers campaigned on — passed both chambers on the final day of the session.
Property tax relief for residential payers has been top of mind for legislators following historic increases in property values during the last few years, with more anticipated this year, according to Department of Revenue estimates. According to one representative, lawmakers debated at least 47 different bills related to property taxes this session.
On Wednesday, the House took the final votes on a major property tax bills — House Bill 231 — passing it on a bipartisan basis with 69 representatives voting 'aye.'
The Senate on Tuesday passed HB 231, and a coordinated bill, Senate Bill 542, 28-22 and 29-21, respectively, with one Democrat opposing both bills and the GOP split.
Rep. Llew Jones, R-Conrad, sponsored HB 231 and was largely seen as the architect behind both bills' final forms, as well as the state budget, working closely with the governor's office and coalitions of lawmakers to push the massive pieces of legislation through.
'I came here to have residential, owner dwellings get a tax cut. This bill, in conjunction with 542, does that.' Llew on the floor, adding that he anticipated around 30,000 to 40,000 small businesses would also get a cut.
But many hard-line Republicans, especially in the Senate, decried the property tax bills as complicated and burdensome, and the Legislature still had time to come up with a better plan.
'It's unfair. It's complicated. It's expensive to implement,' said Senate Majority Leader Tom McGillvray of the two bills.
'I'm all for providing property tax relief for residential taxpayers, but not with this bill. As I've said, this bill's unconstitutional, it's violated our rules,' Sen. Greg Hertz echoed. 'There's better ways to do this, and we can. I'm fine if you just kill this thing and Senate Bill 542, and come back in a special session. We need to get it right, and we're not getting this right.'
A major sticking point for many detractors was that the bills don't reduce overall property tax collection in the state, but merely shift the burden between different types of properties, an outcome supporters said is only realistic.
The relief package contains a homestead exemption — championed by Republican Gov. Greg Gianforte, that taxes second homes at a higher rate than owner-occupied homes. To prioritize residential homeowners, other shifts would result in higher taxes for some large businesses and utilities, and the bills were heavily opposed by the Montana Chamber of Commerce and energy and utility companies.
But Senate Minority Leader Pat Flowers, D-Belgrade, said the outrage at the shift in taxes was hypocritical. He said that before the 2023 session, lawmakers received a memo from the Department of Revenue warning them that residential property taxes would increase if they didn't take action.
'We did nothing. There was a tax shift,' Flowers said. 'In some cases — in my case — my taxes doubled in Gallatin County. Doubled. Where was the outrage on that shift? So there's outrage now, because apparently the oil refinery is going to pay slightly higher taxes. But what about the shift that occurred in 2023 when our residents saw their taxes jack up? Where was the outrage?'

In the House, Jones echoed the same sentiment, asking where the'scream of anguish' had been when taxes shifted towards residential payers.
Jones said that when residential properties saw tax spikes upwards of 40%, centrally-assessed properties, like refineries and utilities, saw tens of millions of dollars of decrease.
Meanwhile, the average reduction for a median home value in Montana — $360,000 according to DOR revenue Jones cited — would see a $719 decrease in taxes from the previous year.
'I think that's significant,' Jones said.
After the new bills are implemented, those types of properties, and business properties, will still be lower than they were four years ago, Jones said.
The two final property tax bills saw many changes during the last weeks of the session, including last-minute amendments made to HB 231 on Tuesday morning.
Jones described the final changes as necessary to coordinate the two bills and ease implementation for the Department of Revenue, preventing delays in seeing results for homeowners. Another change also attempts to address an issue with city charters — namely in Sunburst and Billings — that have fixed mills and could potentially see large increases in property taxes.
The latter issue united many lawmakers from the Billings area — including one Democrat — against the bills, saying they're 'bad bills' for the Yellowstone County area.
But overwhelmingly in both chambers the consensus was that Montanans sent lawmakers to Helena to address high property taxes, with these bills as the best option.
'It's not a perfect product. I would posit there is no such thing as a perfect product, because the essence of the property tax relief is that somewhere, somehow, there are going to be tax shifts,' Rep. Dave Bedey, R-Hamilton, said in the House.
Bedey added that the disagreements and fingerpointing between various factions of lawmakers — including a Senate coalition of Democrats and moderate Republicans who joined together on major pieces of legislation — prevented the Legislature from delivering property tax bills earlier on in the session, as requested by the governor.
'Yeah, the cake might have been baked. It should have been baked. We should have had it out the oven earlier,' Bedey said. 'And now we're doing the best we can.'
In the upper chamber, Sen. Mary Ann Dunwell, D-Helena, said legislators could go home and be proud of the work they accomplished on property taxes this session.
An estimated 230,000 to 240,000 homeowners will be impacted by the tax cuts, according to Jones.
'(Those) homeowners will be helped, their rates will go down, their taxes will go down,' Dunwell said. 'And you can tell your constituents that will happen.'

SharpLink Gaming (SBET), a Nasdaq-listed sports-betting technology company, made a similar move in late May when it named Ethereum co-founder Joseph Lubin as its new chairman. Further adoption of the blockchain into the mainstream in recent months has supported ethereum's rise, including Robinhood's (HOOD) introduction of ethereum staking in the US and the passage of the stablecoin-focused GENIUS bill through the US Senate. Here's what to know about ethereum and what sets it apart from other blockchains. What sets ethereum apart? Ethereum is a decentralized blockchain platform that hosts programmable contracts and other cryptocurrencies. Its native crypto token, named ether but sometimes referred to as ethereum, is now the second-largest cryptocurrency by market cap, topped only by bitcoin (BTC-USD). A 'blockchain' is a digital record of transactions and other data. New 'blocks,' or batches of validated records, are added onto the publicly accessible chain, referencing previous ones, so that anyone using a blockchain agrees on the current state of finalized transactions. 'Transactions are entered, and then they are immutable," Algorand Foundation CEO Staci Warden told Yahoo Finance. "It is about integrity. You know when something is entered, nobody else can mess around with it.' In addition to ether and other popular cryptocurrencies, over 50% of all stablecoins in circulation are hosted on ethereum, and the platform can also be used to exchange NFTs and more, according to Galaxy. One major difference in how these transactions take place on ethereum compared to the bitcoin blockchain is that ethereum includes functionality for users to create and use so-called smart contracts. Smart contracts are programs that can execute financial operations when conditions are met, often used to develop applications known as decentralized finance or DeFi apps. These 'dapps' offer a variety of financial services without the middleman of traditional financial institutions. For example, a smart contract could be set up to automatically initiate a purchase once a cryptocurrency hits a certain price. For some, the fact that smart contracts can't be altered once put on the blockchain and that they operate based on code instead of being manually performed by an individual or institution are benefits of the system. How it began Ethereum launched on July 30, 2015, as 'Frontier' after raising $18 million in an initial coin offering (ICO) the year prior. The release followed a period when ethereum encouraged users to stress-test the blockchain by offering a prize of 25,000 ether. In 2016, ethereum network participants attacked a decentralized autonomous organization, or DAO, which had raised ether through crowdfunding. The users targeted a vulnerability in DAO's smart contracts and stole over $50 million worth of ether. To reverse the attack, ethereum created a controversial 'hard fork,' in which they rolled back the blockchain's history to before the theft. While most adopted this new blockchain, some refused and stuck with what is now known as Ethereum Classic. Since then, ethereum has continued rolling out updates, including a series known as 'The Merge' conducted in 2022. With it, ethereum switched from using proof-of-work for blockchain consensus to proof-of-stake, separating it from peers like bitcoin. Proof-of-work blockchains function through the work of 'miners,' or specialized computers that contribute computational power to validate transactions using cryptography. Miners are rewarded with newly issued cryptocurrency for the amount of computing power they contribute to verifying transactions. Under the proof-of-stake system, however, security comes from users locking a certain amount of the cryptocurrency they own into a smart contract as collateral before they can be selected to add new blocks of validated transactions to the blockchain. According to the Ethereum Foundation, this switch alone cut the platform's energy consumption by 99.5%, and co-founder Vitalik Buterin claimed that it would reduce the world's energy consumption by 0.2%. 'With climate concerns and ESG-investing remaining a major topic for institutional investors, ethereum's drastic energy reduction could open doors for additional capital flows and longer-term sustainability,' Tom Dunleavy, a senior research analyst with Messari, told Yahoo Finance. Broader adoption Since its launch, ethereum has drawn attention from investors and organizations alike. Visa (V) began settling transactions using the USD Coin (USDC-USD) stablecoin on the ethereum blockchain in 2021. 'The announcement today marks a major milestone in our ability to address the needs of fintechs managing their business in a stablecoin or cryptocurrency,' Visa chief product officer Jack Forestell said. 'It's really an extension of what we do every day, securely facilitating payments in all different currencies all across the world.' More recently, with stablecoin legislation passing this June, Wall Street executives, including JPMorgan Chase (JPM) CEO Jamie Dimon and Citigroup (C) CEO Jane Fraser, have indicated interest in working with crypto assets. Public figures have also joined the movement to adopt crypto. In February, Eric Trump posted to X, saying, 'In my opinion, it's a great time to add $ETH.' His words reflect a presidential administration that has been supportive of cryptocurrency. Everybody makes mistakes. Not everyone makes the same mistakes over and over again. Last week, the geniuses in charge of maintaining the Democratic Party's social media picked at a fresh wound — and showed, again, exactly why it lost the 2024 election. The blue team's official X account shared a line chart showing the change in the price of various groceries — meat, dairy, produce, etc. — over time, and asserting that 'prices are higher today than they were on [sic] July 2024.' 'I would just advise Democrats not to post about inflation given their track record,' suggested conservative influencer A.G. Hamilton. 'Might save them the embarrassment of having to delete their posts after getting dunked on' — which is exactly what they did. 'This is the gang that couldn't shoot straight!' marveled Fox Business host Stuart Varney. And of course Team Trump got in on the action. The problem with the chart was that it actually showed a massive increase in prices between 2021 and 2024 – when Biden was president. RapidResponse47/X What's notable about the braindead blunder, though, is not the blunder itself. It was that it represented yet another admission, eight and a half months after they surrendered the presidency to Donald Trump for the second time in three election cycles, that the Democrats still haven't made a sincere effort at diagnosing the reasons for their unpopularity — much less addressing them. A new Wall Street Journal poll found that their party continues to suffer as a result — to the point that just 33% of Americans hold a favorable view of it, and 63% view it unfavorably. Both Donald Trump (-7) and the GOP (-11) are also underwater, but may as well be polling as well as ice cream compared to the Democrats. The same holds true of the public's view of various issues; voters still trust the GOP more than the alternative when it comes to the economy, inflation, immigration and foreign policy. If that doesn't wake Democrats up to the provenance of all their political pain, nothing will. The Left has long relied on comforting fallacies to numb the discomfort that accompanies defeat. After 2016, elected Democrats and their media allies insisted that Trump's shocking victory was only possible thanks to Russian meddling. And now, they're laboring under the misimpression that return to power can be attributed to Republicans' superior, but decepting messaging — an almost supernatural ability to compel Americans to believe that which isn't so. If only they could convince the public of the truth, they'd surely prevail. But the cold, hard truth is that it's always been about the substance, stupid — as the unflattering data they so proudly shared last week demonstrates. Kamala Harris was deposited into the dustbin of history because she was the top lieutenant in an administration that had proven a miserable failure long before her boss's implosion last summer. Americans spent the entirety of the Biden years telling pollsters that their lives were demonstrably, palpably worse as a result of historic price hikes. Biden & Co. responded to these pleas for relief by denying the existence of inflation until they couldn't any longer. Then, when they finally did implicitly admit to the effects of the nearly $2 trillion boondoggle they passed in 2021, they slapped the name 'Inflation Reduction Act' on yet another profligate spending bill that every layman in America knew would only compound the problem. There are similar stories to be told about Americans' dissatisfaction with Biden's approach to foreign policy, his abdication of his duty to secure the border, and his championing of a radical social agenda that maintains up is down, left is right, and black is white. Their stubborn refusal to grapple with this incontrovertible truth is also reportedly set to be reflected in an upcoming 2024 autopsy conducted by the DNC. The New York Times reports that it will 'steer clear of the decisions made by the Biden-turned-Harris campaign,' and instead 'focus more on outside groups and super PACs that spent hundreds of millions of dollars aiding the Biden and Harris campaigns through advertising, voter registration drives and turnout efforts.' It's like watching a restaurant serving inedible food invest in new plateware. The gripe has never been with the Democrats' presentation or voters' tastes. It's with the product itself.

It's a year of rapid change, except when it comes to Trump's approval numbers, poll finds
WASHINGTON — Eric Hildenbrand has noticed prices continue to rise this year with President Trump in the White House. The San Diego resident doesn't blame Trump, however, his choice for president in 2024, but says Gov. Gavin Newsom and other Democrats who control the state are at fault. 'You can't compare California with the rest of the country,' said Hildenbrand, 76. 'I don't know what's going on in the rest of the country. It seems like prices are dropping. Things are getting better, but I don't necessarily see it here.' Voters like Hildenbrand, whose support of the Republican president is unwavering, help explain Trump's polling numbers and how they have differed from other presidents' polling trajectory in significant ways. An Associated Press-NORC Center for Public Affairs Research poll conducted in March found that 42% of U.S. adults approved of Trump's job performance. That is a lower rating than those of other recent presidents at the beginning of their second terms, including Democrat Barack Obama and Republican George W. Bush. The most recent AP-NORC poll, from July, puts Trump at 40% approval. While that is not a meaningful change from March, there is some evidence that Trump's support may be softening, at least on the margins. The July poll showed a slight decrease in approval of his handling of immigration since earlier in the year. Some other pollsters, such as Gallup, show a downward slide in overall approval since slightly earlier in his term, in January. But even those shifts are within a relatively narrow range, which is typical for Trump. The new AP-NORC polling tracker shows that Trump's favorability rating has remained largely steady since the end of his first term, with between 33% and 43% of U.S. adults saying they viewed him favorably across more than five years. Those long-term trends underscore that Trump has many steadfast opponents. But loyal supporters also help explain why views of the president are hard to change even as he pursues policies that most Americans do not support, using an approach that many find abrasive. Trump has not had a traditional honeymoon period in his second term. He did not in his first, either. An AP-NORC poll conducted in March 2017, two months into his first term, showed that 42% of Americans 'somewhat' or 'strongly' approved of his performance. That is largely where his approval rating stayed over the course of the next four years. The recent slippage on immigration is particularly significant because that issue was a major strength for Trump in the 2024 election. Earlier in his second term, it was also one of the few areas where he was outperforming his overall approval. In March, about half of U.S. adults approved of his handling of immigration. But the July AP-NORC poll found his approval on immigration at 43%, in line with his overall approval rating. Other recent polls show growing discontent with Trump's approach on immigration. A CNN/SSRS poll found that 55% of U.S. adults say the president has gone too far when it comes to deporting immigrants who are living in the United States illegally, an increase of 10 percentage points since February. 'I understand wanting to get rid of illegal immigrants, but the way that's being done is very aggressive,' said Donovan Baldwin, 18, of Asheboro, N.C., who did not vote in the 2024 election. 'And that's why people are protesting, because it comes off as aggression. It's not right.' Ratings of Trump's handling of the economy, which were more positive during his first term, have been persistently negative in his second term. The July poll found that few Americans think Trump's policies have benefited them so far. Even if he is not a fan of everything Trump has done so far, Brian Nichols, 58, of Albuquerque is giving him the benefit of the doubt. Nichols, who voted for Trump in 2024, likes what he is seeing from the president overall, though he has his concerns both on style and substance, particularly Trump's social media presence and his on-again, off-again tariffs. Nichols also does not like the push to eliminate federal agencies such as the Education Department. Despite his occasional disagreements with Trump, though, Nichols said he wants to give the president space to do his job, and he trusts the House and Senate, now run by Republicans, to act as a safeguard. 'We put him into office for a reason, and we should be trusting that he's doing the job for the best of America,' Nichols said. Trump has spent the last six months pushing far-reaching and often unpopular policies. Earlier this year, Americans were bracing themselves for higher prices as a result of his approach to tariffs. The July poll found that most people think Trump's tax and spending bill will benefit the wealthy, while few think it will pay dividends for the middle class or people like them. Discomfort with individual policies may not translate into wholesale changes in views of Trump, though. Those have largely been constant through years of turmoil, with his favorability rating staying within a 10-percentage point range through his widely panned handling of the COVID-19 pandemic, a felony conviction and an attempted assassination. To some of his supporters, the benefits of his presidency far outweigh the costs. Kim Schultz, 62, of Springhill, Fla., said she is thrilled with just about everything Trump is doing as president, particularly his aggressive moves to deport anyone living in the country illegally. Even if Trump's tariffs eventually take effect and push prices up, she said she will not be alarmed. 'I've always had the opinion that if the tariffs are going to cost me a little bit more here and there, I don't have a problem with that,' she said. Across the country, Hildenbrand dislikes Trump's personality and his penchant for insults, including those directed at foreign leaders. But he thinks Trump is making things happen. 'More or less, to me, he's showing that he's on the right track,' he said. 'I'm not in favor of Trump's personality, but I am in favor of what he's getting done.'
