Census from April 2026: Caste enumeration to be part of exercise; early start in J&K, Uttarakhand

The Census will be conducted in two phases under the Census Act, 1948, and the Census Rules, 1990. Reference date will be March 1, 2027.
In snow-bound and non-synchronous regions including Ladakh, parts of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the census will begin earlier, from October 2026. The reference date for these areas will be 00:00 hours on October 1, 2026, while for the rest of the country it will be 00:00 hours on March 1, 2027.
A formal notification outlining these reference dates is expected to be published in the official gazette on June 16, 2025.

The decision to include caste data was confirmed earlier by Union Minister Ashwini Vaishnaw following a Cabinet Committee on Political Affairs meeting held on April 30. Vaishnaw said the move was aimed at ensuring transparency and consistency, and to address concerns over varying approaches adopted by states.
'Some states have conducted caste surveys transparently, but others have not. These inconsistencies have created doubts and could disturb social harmony,' he said.
The announcement comes as India prepares to undertake its first population census since 2011. The last census was conducted in two phases—House Listing and Housing Census from April to September 2010, and Population Enumeration in February 2011. Census 2021 had also been planned in a similar manner, but was indefinitely postponed due to the Covid-19 outbreak.

Preparations for the 2021 census had been completed and fieldwork was set to begin on April 1, 2020, when the pandemic hit.
The inclusion of caste data in the upcoming census is considered a landmark development, especially since the last comprehensive caste-based count was done by the British between 1881 and 1931. The Socio-Economic and Caste Census (SECC) conducted in 2011 under the UPA government did collect caste data, but it was never fully published or utilised. Poonam Muttreja, executive director of the Population Foundation of India, had earlier said that a caste census is essential to uncover deep-seated structural inequalities and to formulate inclusive policies.

Direct flights linking Pyongyang, Moscow to begin service this month: Report
Seoul: North Korea and Russia are set to launch a direct flight route between their capitals, Pyongyang and Moscow, later this month, a Russian news agency has reported. Nordwind Airlines, a Russian budget passenger carrier, will begin direct flights linking the two cities on July 27, Yonhap news agency reported quoting Tass, citing Russia's transport ministry. It will mark the first time that the North Korean and Russian capitals are linked by direct air service, the news agency said. The new air route follows Russian aviation authorities' recent approval of Nordwind's request last month to operate direct flights between Pyongyang and Moscow twice a week. Tass said the flight time is about eight hours. Currently, North Korea and Russia have direct flights only between Pyongyang and Vladivostok. As the two countries emerged as key partners for bilateral exchanges and cooperation following the signing of a mutual defence treaty in June last year, they have stepped up collaboration in various fields, including transportation. Last month, the countries resumed direct rail service between Pyongyang and Moscow, as well as between Pyongyang and Khabarovsk, following COVID-19 suspensions. In April, they also began constructing a road bridge linking them across the Tumen River. While visiting North Korea's eastern coastal city of Wonsan last week, Russia's Foreign Minister Sergei Lavrov said that Russia plans to restore maritime transport routes between the countries.

India aiming to emerge as global maritime hub, says Shipping Minister Sarbananda Sonowal
VISAKHAPATNAM: Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal on Monday inaugurated the second Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation ( BIMSTEC ) Ports Conclave here, stressing that India aims to emerge as a global maritime hub . Hosted by Visakhapatnam Port Authority (VPA), the two-day conclave is themed as 'Navigating the Future: Blue Economy, Innovation & Sustainable Partnerships', bringing together ministerial delegations, port authorities, maritime experts, and business leaders from BIMSTEC member countries. "Prime Minister's Vision 2030 and 2047 aims to make India a global maritime leader," said Sonowal, addressing the conclave. He said the BIMSTEC Ports Conclave stands as a springboard to unlock the immense potential of blue economy from the Bay of Bengal region. "Under the dynamic leadership of Prime Minister Narendra Modi , India has a "Neighbourhood First" policy and in this sees BIMSTEC nations as key partners in regional prosperity," said Sonowal. Live Events "We want this platform to enhance collaboration among all member nations for strengthening port led industrialisation, digital integration and skill development which in turn boost cruise tourism, and foster coastal economic zones," he said. Further, Sonowal said a BIMSTEC Sustainable Maritime Transport Centre is going to be established under the Indian Ocean Centre of Excellence for Sustainable Maritime Transport (IOCE-SMarT) at the Maritime Training Institute in Powai, Mumbai. He inaugurated multiple projects in the port, such as new oil refinery berth-2, fire fighting facilities at OSTT Berth, new port operating system, vessel traffic management system (VTMS) and others. Moreover, he laid the foundation stone for the construction of B-Ramp in the port area, finger jetty and wharf in fishing harbour, two additional breasting dolphins at OSTT and others.
