The inadequate provision for biodiversity and green infrastructure, such as the absence of an ecological enhancement plan, was another reason for refusal.
The application failed to provide details on secure and accessible cycle storage, which did not align with the council's sustainable travel policy.
The conversion plans also lacked sufficient detail regarding window design and waste management, impacting the City Centre Conservation Area.
The council assessed several drawings related to the project, including plans of the existing and proposed elevations and floor plans.
The proposed development was considered minor and did not require an environmental impact assessment.
In addition to the reasons for refusal, the council provided guidance on water and sewer connections, sustainable water use, and rights of appeal under the Town and Country Planning Act 1990.
The applicant has the right to appeal the decision if they wish to contest the refusal.

Cafe in Newport's Tredegar Park given planning permission
Tredegar Park Lodge, which faces onto the A48 and sits just west of the park's main entrance, can now be converted into a cafe, offices, and outdoor seating area. Newport City Council is behind the project, which forms part of wider plans to regenerate the park it bought outright in 2024. It has also reopened a splash pad in the park, and has separately applied for planning permission for a new multi-use games area to complement the wider sports and recreation offer on-site. The plans for a new cafe at the lodge have been welcomed by Gaer ward councillor Bev Perkins, who said it would represent 'the best use of this building if it was not going to be used as a residence'. 'A coffee/tea shop with indoor seating for those colder, wetter days and outside seating in the spring and summer months – I hope that the current operators of the catering concession in Tredegar Park would be offered the chance to operate from the lodge,' added Cllr Perkins in her comments to the planning department. The cafe project would 'bring the site back into beneficial use, to the betterment of the immediate site and wider area', the officers added. The planning application also drew support from some members of the public. One said the proposed redevelopment was 'great news for Newport' and described the building as an 'eyesore', but requested that two gate-post decorations be restored as part of the project. Another member of the public said they supported the proposal to bring the lodge 'back into beneficial use' but raised concerns about parking and the volume of traffic at Tredegar Park. A third described the lodge as being 'out of use for many years and at high risk of vandalism'. 'I support bringing this building back into use', they said, but claimed bees are nesting at the property, and hoped their removal 'will be done in a humane way'.

Action needed to reopen public toilets in Newport
Cllr Matthew Evans said the matter is 'not difficult to sort out', and argued better provision was needed to reflect the council's ambitions for the city centre. Earlier this year, cabinet members confirmed they would spend £15,000 on exploring the reopening of public toilets, as part of 'bread and butter' budget proposals that focused on residents' key issues. 'I questioned the costs at the time – because £15,000 was what the council said it would save closing the public toilets in Caerleon (in 2018),' said Cllr Evans, who leads the Conservative opposition group in Newport. 'Clearly you've got to find a lot more money than that. It's woefully inadequate. Where's the progress?' he asked. Local Conservative campaigner Michael Enea has called the project a 'mystery' and claimed other councils across Britain had spent sums ranging from £60,000 to £400,000 on building or reopening public toilets. He also expressed surprise there was not more detail on public toilets in the city centre's new placemaking plan, which the council recently unveiled. A Newport City Council spokesperson said the funding set aside in this year's budget, for the proposal to reopen public toilets, was 'sufficient'. 'Plans are progressing and further details will be made available when those are finalised', the spokesperson said, before noting there are public toilets available in 'several city centre locations including Friars Walk and the Kingsway Centre, as well as some other businesses, and in venues across the city'. The spokesperson also said councils 'do not have a statutory duty to provide public conveniences, but we do provide them in many of our buildings and parks'. However, Cllr Evans called public toilet provision a 'necessity' and said he had 'lost count of how many' public toilets have closed in Newport. He argued the council should 'start' its plans to reopen some sites by looking at the commercial centre. He said: 'The city centre functions 24 hours a day, and we need to provide that service 24 hours a day.' The council said providing public toilets comes 'with an ongoing cost for maintenance and cleaning, and that would be significant if they were open 24 hours a day'. 'We will continue to monitor the situation in relation to public toilets more generally,' the council spokesperson added. Cllr Evans also suggested developers could be compelled to build public toilets on some sites, as part of conditions attached to planning permission. 'It's quite easy to put as a planning condition, and something that should be an easy way of dealing with the issue – a quick win', he claimed, adding: 'The population is growing, we need to provide essential services.'

Sammy Holland says the stress and anxiety caused by the situation is intolerable for her child and the whole family. The Alway mum of three spoke out after she was told her eight year-old son, who is blind, autistic and has Tourette's syndrome, will have to daily travel to school in Bristol, as no Newport school can accommodate his needs and no Welsh out-of-county provision can be arranged. Eight-year-old Diego is verbal, intelligent, but impulsive. His Newport placement broke down earlier this year and alternative schools have been sought, but none were found locally. He loves to talk and loves food and cooking and chatting about it.' Sammy has spoken of the lack of communication between home and the council and how that has caused stress for Diego and the family: She said: 'Diego needs routine and needs to know what's happening and we just don't know what's going on. We need to know about the changes for September and all the arrangements. I can't see him getting to Bristol without a taxi taking him. He's too impulsive and any other way could be a problem. 'Diego is fine with change, but he needs to be told ahead of time, to avoid meltdowns. He is impulsive and I have no idea what lots of taxi journeys back and fore Bristol would do. Would he get bored? Would he become a nuisance to others? Will it trigger impulsive behaviour? How would they cope with that? How will he cope?' Sammy says she needs Diego in school to learn about socialising with others and learn about routines and social rules. She also needs to know that he can go to school without change triggering anxiety or impulsive behaviour and she says that means local provision. Diego's needs are complex and he has a number of 'co-morbid' conditions, conditions existing together. Bodies like the National Autistic Society say specialist care and education is essential for children like Diego. The South Wales Argus has estimated taxi costs over an academic year to be in excess of £20,000. Newport City Council has been approached for a comment.
