
UAE: Public Spaces in Dubai Set for Artistic Makeover
Dubai Culture and Arts Authority (Dubai Culture) has signed a Memorandum of Understanding (MoU) with Dubai Municipality to enrich Dubai's visual identity and enhance artistic experiences in public spaces and residential neighbourhoods. This aligns with the Dubai 2040 Urban Master Plan, which aims to achieve sustainable urban development centred around people.
The agreement reflects Dubai Culture's social and cultural responsibilities to elevate the quality of life in the emirate and reinforce its position as a global destination for living, working, and leisure, as well as a global centre for culture, an incubator for creativity, and a thriving hub for talent.
The MoU underscores the shared commitment of Dubai Culture and Dubai Municipality to expanding cooperation, strengthening communication channels, and exchanging best practices and experiences in identifying suitable locations for displaying artworks and artistic installations. This initiative will contribute to transforming Dubai into an open-air global art gallery accessible to all.
Under the agreement, Dubai Culture will determine the number of artworks and installations to be implemented annually within a set timeframe, aligning with the city's beautification plan. Meanwhile, the Dubai Municipality will be responsible for selecting proposed showcasing sites and coordinating with government and private entities to obtain the necessary approvals and permits for executing public art projects.
Hala Badri, Director General of Dubai Culture, affirmed the importance of the partnership between Dubai Culture and Dubai Municipality in transforming Dubai's streets and public squares into an open art museum, saying: 'Through our Public Art Strategy, we seek to foster a culture of innovation, support Dubai's creative economy, empower artists by expanding their presence in the local art scene, and encourage them to contribute to greater artistic appreciation in the emirate. These spaces will be enriched with distinctive artworks that enhance the local art scene and reflect the emirate's unique creative identity.'
Badri also commended Dubai Municipality for its efforts in supporting the Dubai Public Art Strategy and raising the city's appeal through various projects across Dubai's streets and residential areas.
Eng. Marwan Ahmed bin Ghalita, Acting Director General of Dubai Municipality, highlighted the significance of the partnership in enhancing Dubai's aesthetic appeal and cultural vibrancy, stating: 'This agreement marks a key step in our efforts to integrate art and urban development, ensuring that Dubai remains a city of creativity, innovation, and cultural expression.'
He added: 'Through this collaboration, we aim to transform public spaces and residential areas into dynamic artistic landmarks that reflect Dubai's unique identity and enrich the experiences of residents and visitors alike. By seamlessly integrating artistic elements with urban beautification projects, we are reinforcing Dubai's position as a global model for sustainable and human-centred urban design, in line with the Dubai 2040 Urban Master Plan.'

For those chasing affordability, a 'fully closed' partition can go as low as Dh800 in some areas, or Dh700 for a single-person slot. Yet for many low-income workers, these hidden corners of the city are the only option. The question is—how long can this patchwork system go on before safety, dignity, and affordability collide? Wasl in deal to develop 17,000 affordable homes in Dubai
Dubai's Roads and Transport Authority (RTA) has signed agreements with Dubai Municipality and leading developer Wasl Group to implement a series of affordable housing projects across the emirate in line with the 2040 Urban Master Plan. According to RTA, the first phase of the housing projects covers six areas across Me'aisem 1, Al Twar 1, Al Qusais Industrial Area 5, and Al Leyan 1, with a combined area of approximately 1.46 million sq m. The development will deliver more than 17,000 residential units, catering to skilled professionals of various nationalities working in strategic positions in both public and private sectors. The overall objective is to provide suitable housing options at affordable rental rates, optimise land use, and develop residential models tailored to diverse community needs, it stated. Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the RTA, signed the agreement with Marwan bin Ghalita, Director General of Dubai Municipality and Hesham Abdulla Al Qassim, the CEO of Wasl Group, in the presence of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai. The deal comes following a directive from The Executive Council of Dubai to allocate land for affordable housing projects, in line with the Dubai 2040 Urban Master Plan and the objectives of the Affordable Housing Policy. The policy aims to develop vibrant, healthy communities; support urban centres that drive key economic sectors; diversify employment opportunities; and address the housing and service needs of residents across income levels, said the statement. It also seeks to provide diverse, high-quality housing options that meet approved standards, ensure connectivity to the city centre, offer access to essential services, and align with the '20-Minute City' concept, it added. Al Tayer said: "Housing remains a key priority under the guidance of our leadership, reflecting their commitment to enhancing community well-being and quality of life. The Affordable Housing Programme is one of the Dubai Government's pioneering initiatives aimed at supporting individual and family welfare, while promoting a balanced lifestyle." "The launch of the programme also aligns with the UAE's designation of 2025 as the 'Year of Community'," he stated. Bin Ghalita said the new projects represent a major step in developing sustainable urban centres that will shape the future of housing in Dubai and support the goals of the Dubai 2040 Urban Master Plan. "These projects will also contribute to building inclusive, healthy communities equipped with comprehensive services and recreational facilities that meet residents' needs. In parallel, they will support job creation, stimulate economic and commercial activity, and strengthen sustainable urban planning - enhancing Dubai's attractiveness, resilience, and liveability," he added. $85m Rochester Institute of Technology (RIT) Dubai campus expansion approved
The second phase of the Rochester Institute of Technology (RIT) Dubai University campus expansion at Dubai Silicon Oasis (DSO), a specialised economic zone for knowledge and innovation, has been approved by Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Integrated Economic Zones Authority (DIEZ). Valued at over AED313 million ($85.22 million), this expansion will add 85,000 sq m of advanced educational infrastructure – increasing the total campus built-up area by nearly 217 percent to 124,000 sq m – significantly scaling up the campus capacity and reinforcing RIT Dubai's role as a global leader in academia and research, a Wam news agency report said. Upon completion, the expansion will boost the capacity of the campus by 115 percent, enabling it to accommodate approximately 4,500 students. The development will comprise nine new academic and administrative buildings, alongside cutting-edge educational and support facilities, including an expanded parking structure. The project will be delivered in two phases, with the first scheduled for completion by Q1 2027 and the second marking full completion by Q3 2028. This will bring the total investment in the university's buildings since its establishment and through the completion of this new expansion to over AED520 million. DIEZ's strategic expansion aligns seamlessly with Dubai's broader vision to elevate the quality of higher education, foster an integrated academic ecosystem, and address the growing demands of the knowledge economy. The initiative also aligns with the Dubai 2040 Urban Master Plan, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, which envisions transforming Dubai into the world's leading city in terms of quality of life and sustainable development. The expansion project will be executed in two phases, each covering 61,000 sq m. The first phase will involve the construction of two academic buildings, which will house the Department of Science and Arts and the Department of Business Administration. In addition, two administrative buildings, a student centre, a dining hall, and a modern parking facility will be developed. The new parking facility alone will deliver a 150 percent increase in capacity to accommodate the growing number of students and faculty. The second phase will focus on the establishment of the Department of Mechanical and Industrial Engineering, along with state-of-the-art applied science laboratories, collaborative research and innovation spaces, lecture halls, sports facilities, and a library. Through its new expansion project, RIT Dubai is setting new benchmarks in higher education by establishing five integrated academic centres dedicated to research and development. These centres are designed to empower the next generation of leaders, foster innovation, and contribute to the UAE's goals for economic diversification. The centres include the Energy and Sustainability Center, the Smart Cities Center, the Innovation and Entrepreneurship Center, the Modern Manufacturing and Materials Processing Center, and the Center for Empowering People of Determination. The Modern Manufacturing and Materials Processing Center is aligned with the UAE's strategic goal of enhancing the manufacturing sector's contribution to the national GDP. At the same time, the Center for Empowering People of Determination will offer psychological support, personalised training programmes, and innovative solutions to ensure better integration and inclusion of people of determination across Dubai and beyond. Additionally, the Innovation and Entrepreneurship Center will play a pivotal role in helping students and the broader community turn their business ideas into reality, fostering an ecosystem of creative problem-solving and entrepreneurial growth. Currently home to 2,100 students, RIT Dubai's upcoming expansion will enable the campus to accommodate approximately 4,500 students by Q3 2028. This significant growth will not only meet the increasing demand for higher education but also reinforce the university's commitment to providing world-class education and fostering a vibrant academic community.
