
J&K House panel asks for documents to probe Jal Jeevan Mission, told by dept: Need 1.3 crore pages
In March, following a debate during the Budget session, the J&K Assembly set up a House Committee to probe claims of irregularities. In response to the committee's request for documents, the Jal Shakti Department is learnt to have written that, based on an average of 200 to 250 pages per scheme — there are 3,253 schemes under the Mission — each set would run into roughly 7.3 lakh pages.
Since the committee has sought 18 sets for the members and allied staff, the department has written that this would require over 1.30 crore pages.
The department has sought an extension to submit the documents, stating that 'this exercise will not even need more time for compilation, but will also require huge resources for printing/photocopying the required number of sets.'
Speaker Abdul Rahim Rather had announced the constitution of the House Committee to 'allay the apprehensions' of both the Treasury and Opposition benches after the March debate on the implementation of JJM. It held its first meeting on May 22.
The chairman of the committee, Hasnain Masoodi of the National Conference, said the next meeting is scheduled for Friday, June 27.
'We have sought documents on JJM. However, they have sought some time because they said that the documentation is voluminous. I am hoping that by Friday, they will be able to table it,' Masoodi told The Indian Express.
The Jal Jeevan Mission was launched by Prime Minister Narendra Modi on August 15, 2019, to provide each rural household with a functional household tap connection.
The J&K House Committee is probing alleged irregularities in this scheme since its implementation in that year. The stated expenditure under the scheme till date in the UT is over Rs 7,000 crore.
The committee has requested the department for data regarding the year-wise financial allocation received from the relevant ministry and its utilisation, as well as copies of all administrative and technical sanctions related to JJM works, detailed project reports, tender notices, bid documents, technical and evaluation reports, among other documents.

DAC clears 10 capital acquisition proposals of Rs 1.05 lakh cr
New Delhi, July 3 (UNI) The Defence Acquisition Council, chaired by Defence Minister Rajnath Singh, today accorded Acceptance of Necessity (AoN) for 10 capital acquisition proposals amounting to around Rs 1.05 lakh crore through indigenous sourcing. The AoNs were accorded for procurement of armoured recovery vehicles, electronic warfare system, integrated common inventory management system for the Tri-Services and Surface-to-Air missiles. These procurements will provide higher mobility, effective air defence better supply chain management and augment the operational preparedness of the Armed Forces. AoNs were also accorded for procurement of moored mines, mine counter measure vessels, super rapid gun mount and submersible autonomous vessels. These procurements will enable mitigation of potential risks posed to the naval and merchant vessels. The proposals are set to be procured through indigenous sources. The decisions were taken under the chairmanship of Defence Minister Rajnath Singh. The approved acquisitions are aimed at enhancing the mobility, combat preparedness, and overall operational efficiency of the Indian Armed Forces. Key proposals include the procurement of Armoured Recovery Vehicles, Electronic Warfare Systems, an Integrated Common Inventory Management System for the Tri-Services, and Surface-to-Air Missiles. These systems are expected to significantly bolster air defence capabilities, streamline supply chain management, and improve the mobility of armed units. In addition, AoNs were approved for the procurement of Moored Mines, Mine Counter Measure Vessels, Super Rapid Gun Mounts, and Submersible Autonomous Vessels. These assets will help mitigate threats to Naval and Merchant vessels, enhancing maritime security. ‘Serious consideration needed on money spent for PhD students,' Maharashtra Deputy CM Ajit Pawar
Maharashtra Deputy Chief Minister Ajit Pawar Thursday said there needs to be serious consideration of the amount spent by the state government on PhD students. Pawar made this comment in the House while responding to a question raised by MLCs Sanjay Khodke of NCP and Abhijit Wanjarri of Congress regarding the disbursement of rental allowance and contingency funds by Chhatrapati Shahu Maharaj Research, Training, and Human Development Institute (SARTHI). The deputy chief minister informed the Legislative Council that a uniform policy regarding the number of students, general scholarships, foreign scholarships, and admission procedures is being planned for academic institutes. Along with SARTHI, which extends aid to Maratha students, Dr Babasaheb Ambedkar Research and Training Institute (BARTI) provides aid to Scheduled Caste students, Anna Bhau Sathe Research and Training Institute (ARTI) extends help to Matang community students, Mahatma Jyotiba Phule Research & Training Institute (MAHAJYOTI) to OBC students, and Tribal Research & Training Institute (TRTI) to Scheduled Tribe students. 'Between 2018 and 2025, around 3 lakh students benefited from government scholarships, tuition fee assistance, and other schemes across 83 courses under SARTHI. However, 3,000 students (just 1 per cent) pursued PhD programs, for which Rs 280 crore out of Rs 750 crore was spent. This implies an average of Rs 30 lakh per student over five years, a figure that warrants serious consideration,' said Pawar. He said that a limited number of students will be given admission in the PhD course in institutions such as BARTI, SARTHI, MahaJyoti, and ARTI. 'We have not yet planned the exact number, but that will be decided soon,' said Pawar. Going forward, Pawar stated, admissions will be limited to courses that have proven employment potential, ensuring public resources are directed towards skill-based and career-oriented programs. 'A committee headed by the chief secretary was earlier appointed to review and recommend a common framework regarding student intake, admissions, scholarships, and academic quality in BARTI, SARTHI, MahaJyoti, and ART institutions. The report from this committee has now been received, and decisions based on it will be announced shortly,' Pawar added.
