Ready to assist states in certifying municipal accounts: CAG
NEW DELHI: To increase transparency and attract private investment in urban infrastructure, Comptroller and Auditor General Sanjay Murthy on Saturday said the federal auditor is ready to assist states in certifying their municipal accounts.
Such certifications add credibility and value, encouraging private players to invest in urban projects, he added.
The CAG will soon highlight best practices and models that municipalities can adopt, and if they adopt them, there will not be any financial audit observations, Murthy said. However, he said such an assurance would only be possible if municipal accounts are properly maintained and revenue sources clearly tracked.
Transparent and reliable financial systems are essential to attracting serious bidders and funding for urban projects, Murthy said at an online event organised by think-tank Janaagraha to commemorate the 32nd anniversary of the 74th Constitutional Amendment, which granted constitutional status to urban local bodies.
The announcement to certify accounts of municipalities comes ahead of the Centre's anticipated roll-out of the Rs 1 lakh crore Urban Challenge Fund, aimed at supporting large-scale projects through public-private partnerships.
The housing and urban affairs ministry is finalising the framework for this, first announced in the Budget.
On greater opportunities for municipal bodies with the Centre offering the Urban Challenge Fund, he said, 'We have a greater role to play in ensuring the transparency of accounts that urban local bodies do.'
'Therefore, we have envisaged or embarking on a initiative to ensure that any state govt which wants the assistance of the CAG in certification of their accounts, we will be open to work with the them to ensure that we provide this service to them to ensure the larger goal of getting investments in the urban local bodies based on certification done by the CAG, which adds greater value,' he said.
Murthy also highlighted persistent challenges faced by even large municipal bodies, such as the lack of robust project reports, a key requirement for private funding. To address this, he said the CAG is planning to showcase successful models and best practices for municipalities to adopt. 'Reinventing the wheel wastes time,' he said. 'If municipalities implement proven models, we can assure them that there will be no audit objections,' the CAG said.

In Sept 2024, the trust wrote to the Anti-Corruption Bureau (ACB) about finding a cash diary that showed that over Rs 2 crore was paid to Jagdishan. While the ACB and Bandra police ignored it as a family dispute, the trust moved the magistrate court, which on May 29 directed registration of an FIR. "They lost in every single case in civil matters. Now, this is a new attempt which has been made," said Desai, adding that the proceedings are a mala fide abuse of power and the allegations are ex facie absurd.

State govt tells NMC to carry out immediate repairs of roads in Ambad MIDC areas, prepare blueprint for concreting 68 km roads
Nashik: The state govt on Monday told NMC to immediately undertake road repairs in the Ambad industrial estate of MIDC. The state govt also asked Nashik Municipal Corporation (NMC) administration to prepare a blueprint for making 68 km roads in both Ambad and Satpur MIDC areas concrete in phases. The state govt's instructions came after local MLA Seema Hiray presented the calling attention motion during the state assembly session on Monday regarding poor condition of roads in Ambad MIDC areas. Hiray said MIDC handed over the roads in both Ambad and Satpur MIDC areas to NMC for repairs and maintenance works in industrial areas located in the city limits in August 1997, while MIDC kept the side strips and the footpaths along the roads in its industrial estate. Hiray said there are 68 km of roads in industrial estates of MIDC located in the jurisdiction of the municipal corporation, including 36 km of roads in Ambad and 32 km in Satpur MIDC areas. The roads in both the industrial estates are to be concretised in phases. She informed that the 8km road from Garware Point to Papaya Nursery is to be made of concrete during Kumbh Mela at the total cost of Rs 175 crore under the funds from Simhastha Kumbh Mela. This road connects both Ambad and Satpur MIDC areas in the city. She said financial provision of Rs 10 crore has been made in the budget and the amount is to be spent to make roads of concrete. Misal said the roads are to be made of concrete in phases as per the availability of funds. Instructions have also been given to the civic body to undertake concrete work of those roads which have suffered damage. Over 11 lakh vehicles use Samruddhi Mahamarg in a month since opening of its last stretch; 32% rise compared to last 5 months
Over 11 lakh vehicles have used the Nagpur-Mumbai Samruddhi Mahamarg in a month since the last stretch of the expressway was thrown open to the public on June 5 — marking a rise of around 32 per cent in monthly vehicular movement compared to the period from January to May. This has generated a toll revenue of Rs 90 crore for the Maharashtra State Road Development Corporation (MSRDC) over the last month. Prior to the opening of the last stretch, from January to May, an average of 8.5 lakh vehicles plied on the expressway every month, said MSRDC officials. According to MSRDC data, from June 6 to July 6, as many as 11.23 lakh vehicles passed on the expressway. Of these, 1.97 lakh vehicles crossed at the Amane near Thane district toll plaza, collecting Rs 19.2 crore in toll fees. As many as 27,612 vehicles crossed at the toll plaza near Shahapur at Khutghar in the same span and toll collection stood at Rs 98 lakh. The access-controlled Samruddhi Mahamarg, which runs for 701 km from the state capital Mumbai to the sub-capital Nagpur, has been constructed at a cost of around Rs 61,000 crore. It brought down the road travel time between the two capital cities to around eight hours. The final stretch of the highway—76 km from Igatpuri to Amane—was thrown open to the public on June 5. This completes the route from Nagpur to Mumbai through the 625-km stretch up to Igatpuri, and the state's two biggest cities are now directly connected. So far, 2.24 crore vehicles have used the expressway since its initial segment was inaugurated on December 11, 2022. Currently, around 37,000 vehicles travel on the Samruddhi Mahamarg daily. With the entire route now open, the traffic volume of passenger and commercial vehicles on the expressway are likely to rise. MSRDC officials have indicated that traffic flow is being observed frequently, and amenities along the route are being upgraded to cater to the increased demand.
