Spl court closes Powai land case against Hiranandani
The judge observed that prosecuting the accused would not be in keeping with justice and that there was no prima facie case after the state Anti-Corruption Bureau submitted a closure report saying there was no evidence of corruption, monetary gratification, dishonest intention, or criminal conspiracy.
The case relates to allegations that prime public land leased at concessional rates for affordable housing was diverted to construct luxury real estate and commercial premises by private developers, notably Niranjan Hiranandani, managing director of the Hiranandani group.
"Having perused the closure report, I find that no material or anything incriminating, which could connect the accused…with the alleged crime has been found…in my opinion it would thus, be futile to unnecessarily prosecute the accused.., sans any material against them," special judge Shashikant Eknathrao Bangar said in a 119-page order made available on Tuesday.
The judge said the closure reports are based on cogent investigation, verified compliance, and supported by judicial orders of the Bombay high court.
Pointing to the HC's orders in three related PILs alleging breach of agreement with govt and misuse of FSI and development rights, the judge said allegations concerning breach of affordable housing obligations, amalgamation of flats, and sale of flats were conclusively examined and remedied.
The judge noted that the high court had constituted a three-member joint committee to verify compliance and accepted reports in 2016 and 2017, which confirmed that out of 2,200 flats of 80 sqm, 1,337 were constructed, 12 locked, and 887 remained to be completed as per the plan and timeline.
"The directions for completion of the remaining flats were passed with monitoring provisions. Any further breach or non-compliance was made subject to the court's ongoing supervision, obviating the need for separate criminal proceedings…the ACB rightly concluded that no prosecutable offence remained. There was no material to show abuse of public office or conspiracy," the judge said, adding that the probe was a 'fair' one.
The ACB, through public prosecutor Ramesh Siroya, submitted before the court that sale of larger flats and amalgamation, though deviating from the spirit of the Agreement, was retrospectively regularised through the high court hearing the PILs. The agreement dated 19 Nov 1986, was executed between the state, MMRDA, and the developer for an area of 232 acres.
Based on activist Santosh Daundkar's plea alleging that Hiranandani and others were involved in irregularities in the housing project, a court in 2012 ordered a probe.
The ACB filed an FIR against Hiranandani and senior urban development department officer Thomas Benjamin and others under the Prevention of Corruption Act and the IPC. In 2013, the ACB sought to close the case on the grounds that there wasn't sufficient evidence.
Daundkar opposed the move.
The ACB's closure report, which was rejected by the court on Jan 4 2018, led to a directive for further investigations. Following this, a second closure report was submitted on Aug 30, 2019.
Daundkar challenged this report too and sought a reinvestigation. He alleged malafide transfer of the investigating officer, who was purportedly preparing to file a chargesheet against top officials and the builder. Daundkar argued that the final report was a result of administrative interference and suppression of crucial material.
He contended that the final report is based heavily on the HC's civil PIL orders and ignores criminal aspects.
He sought a fresh probe by an independent agency.
The ACB said the allegations were not supported by documentary evidence or witness statements. "There are around 8,000 residents (approx) residing in PADS. None of the residents have filed any criminal complaints over the years pertaining to the development carried out in PADS," it submitted. It also pointed out that Daundkar had neither purchased any commercial premises nor was a resident or investor in the development.
The judge rejected Daundkar's plea against the closure report, saying it reiterated allegations already considered in PILs and brought no new substantive material.

Zee Entertainment Q1 results: Net profit rises 21.7% to ₹143.7 crore
Zee Entertainment Enterprises (ZEEL) reported a consolidated net profit increase of 21.7 per cent to Rs 143.7 crore in the April-June quarter, compared to the same quarter last year. This growth was primarily due to the absence of restructuring costs following the failure of the Zee-Sony merger. In Q1FY25, ZEEL had incurred restructuring costs of Rs 28.6 crore after the Zee-Sony merger did not go through. The net profit in Q1FY26 also includes gains from the company's portfolio rationalisation initiative and the treatment of Margo Networks as a discontinued operation. Margo Networks had incurred a loss of Rs 7.6 crore in Q1FY25. On a sequential basis, the company's net profit declined by 23.7 per cent in the April-June quarter. The Mumbai-based broadcaster's revenue from operations decreased by 14.3 per cent to Rs 1,824.8 crore in Q1FY26, on a year-on-year (YoY) basis. ZEEL's other income rose by 31.6 per cent to Rs 25 crore for the quarter ended June 30, compared with the same quarter last year. The company's advertising revenue fell by 17 per cent to Rs 758.5 crore YoY in the April-June quarter. This decline was attributed to an extended sports calendar and a slowdown in FMCG (fast-moving consumer goods) spending, as per its investor presentation. 'The increase in digital subscription revenue was offset by a decline in linear subscription revenue due to a fall in PayTV subscribers. Other sales and services (down 64 per cent to Rs 84.6 crore YoY) declined due to lower theatrical and syndication revenue,' the company stated in its presentation. Its profit before interest, depreciation, and tax (PBIDT) decreased by 8.8 per cent to Rs 264 crore for the quarter ended June 30, compared with the same quarter last year. Meanwhile, the total revenue of ZEE5, the company's streaming platform, increased by 30 per cent to Rs 290 crore in the April-June quarter, on a YoY basis. ZEE5 also saw a Rs 111.9 crore reduction in its EBITDA (earnings before interest, taxes, depreciation, and amortisation) in Q1FY26, compared with the same period last year. During this quarter, the platform released 17 shows and movies, including five original productions. 'Accelerating growth, profitability, and cash generation continue to remain our priority, and this will further be driven by the new initiatives we are working on," said Mukund Galgali, Deputy Chief Executive Officer (CEO) and Chief Financial Officer (CFO) of ZEEL, in the company's investor call. He added, 'Within the music business, our profitability continues to remain fairly healthy, and we are further diversifying our catalogue into other language markets.' 'Over the last couple of quarters, the team has put in significant efforts to enhance our content offerings in every market," said Punit Goenka, CEO of ZEEL, during the investor call. "I am pleased to share that we are beginning to witness positive momentum in this direction, with our linear viewership share touching 16.8 per cent in Q1, further fortifying our position as a strong player in the industry. In fact, during the month of June itself, we clocked a viewership share of 17.8 per cent, which is nearly a two-year high.'

Vertis Infrastructure Trust raises ₹900 cr via sustainability-linked bond
Vertis Infrastructure Trust, formerly known as Highways Infrastructure Trust, a Sebi-registered Infrastructure Investment Trust (InvIT), has raised Rs 900 crore through a Sustainability-Linked Bond (SLB). According to the InvIT, this is the largest SLB issuance by an Indian InvIT to date. Earlier, in February, Vertis' peer Cube Highways Trust (Cube InvIT) secured an investment of Rs 860 crore from the International Finance Corporation (IFC) via an SLB. For Vertis, IFC, as the anchor investor, invested Rs 450 crore. This SLB, with a 10-year fixed rate, is priced at 7.40 per cent. Proceeds from the issue will support the acquisition of TOT (Toll-Operate-Transfer)-16, a 252-kilometre NH-44 highway corridor in Telangana, aimed at enhancing regional connectivity. The SLB is structured with predefined sustainability performance targets that link interest rates to the achievement of ESG outcomes, the InvIT claimed. In December 2024, IFC invested Rs 630 crore in an SLB issued by NDR InvIT, a warehousing InvIT sponsored by NDR Warehousing. This SLB was the first by a warehousing InvIT in India and the first SLB issuance by any InvIT in the country. Imad Fakhoury, regional director for South Asia, IFC, added, 'South Asia's infrastructure demands are immense, and delivering resilient, inclusive solutions is urgent. By supporting performance-linked instruments, we are helping establish roads as a credible asset class for institutional investors.' Additionally, the InvIT's investment manager is Vertis Fund Advisors (formerly known as Highway Concessions One), and its sponsor is Galaxy Investments II, an entity affiliated with KKR & Co. Inc. Vertis' current portfolio has assets under management (AUM) worth around Rs 25,000 crore, comprising 27 project stretches and covering a total of 8,100 lane km across 10 Indian states.

The company's asset book for micro, small, and medium enterprises (MSMEs) expanded by 28 per cent YoY to Rs 6,523 crore as of June 30, 2025. Asset quality in this segment remains strong, with Stage 3 assets at 1.4 per cent as of the quarter-end,' the company said.
