Performance under review, Udyami Mitras to be held accountable

Udyami Mitras in Uttar Pradesh will now be held accountable for the tasks assigned to them, with their performance under review. Alongside them, the work of deputy commissioners of the District Industries Promotion and Entrepreneurship Development Centres (DICs) is also being assessed.
Tasked with assisting investors in bringing their investment to the production stage by acting as a bridge between the district administration and entrepreneurs, the state government has appointed 115 Udyami Mitras in all 75 districts and key industrial development authorities.
Three Udyami Mitras are reporting at the Invest UP's office in the state capital for review of their work everyday. This exercise which began on June 2 will continue till July 8.
Udyami Mitras have to connect investors with district magistrates, industrial authorities and officials concerned to ensure that the MOUs and investment proposals get rolling.
'Udyami Mitras have to ensure investors do not have to run from pillar to post to get various clearances for their projects. They have to assist investors in acquiring land, power connection, water supply and all other necessary approvals and ensure timely execution of projects,' Invest UP officials said.
The Invest UP has invited deputy commissioners of DICs and Udyami Mitras from across the state to present district-wise progress reports at its office in the state capital. Representatives from three districts are making presentations in a standardised format on a daily basis.
'These presentations cover key areas, including the current status of land inventories and sick industrial units, progress made in investment facilitation and project execution, challenges faced on digital platforms such as Nivesh Mitra, and data-driven insights along with proposed action plans for further improvement,' according to Invest UP officials.
Each Udyami Mitra and DIC will support 180 units by assessing their current status and identifying key areas for assistance, including land availability and necessary NOCs, to facilitate commercial production.
Before this exercise began on June 2, teams from Invest UP, including general managers and assistant general managers, along with respective Udyami Mitras, conducted visits to 14 districts across four divisions from May 26 to 30.
District teams have also been directed to get available land parcels listed and mapped, while also identifying and repurposing sick unit land for industrial use. To ensure continuous progress, follow-up review meetings will be held every three months.
'Udyami Mitras have been made accountable for the task assigned to them. Their work is being reviewed. They have been assigned projects (investment proposals/MOUs) and will have to ensure their commercial rollout,' state industrial development minister Nand Gopal Gupta 'Nandi', said. 'This step has been taken to fix accountability for every Udyami Mitra and to ensure that each project reaches production stage,' the minister added.
With this initiative, Invest UP continues to drive district-level project execution, seamless investor engagement, and timely onboarding of projects for the upcoming Ground-Breaking Ceremony (GBC), officials said.

"Likewise, Varun Beverages Limited, which operates a major PepsiCo bottling plant in Sandila, Hardoi, has been allotted Rs 42 crore to support beverage production and distribution across northern India. LG Electronics India Pvt Ltd will receive Rs 20.49 crore to aid expansion and job creation within UP's growing electronics manufacturing Paswara Papers Ltd, Meerut, has been allocated Rs 2.57 crore to facilitate green technology upgrades and enhance paper manufacturing capacity," he said. "Before 2017, industries were fleeing UP. Now, under CM Yogi's leadership, the state has become a preferred destination for global and domestic investors, thanks to policy stability, transparent governance, and investor-friendly incentives," Nandi added.

Noida: The Greater Noida Industrial Development Authority (GNIDA) has gone paperless with the rollout of the e-office system, to enhance digital governance and faster public service delivery. The platform, developed by the National Informatics Centre (NIC), allows officials to process, approve, and track files online from anywhere within Uttar Pradesh. GNIDA CEO NG Ravi Kumar has directed all departments to operate exclusively through the e-office framework. The transition aligns with state government directives mandating e-office adoption across departments. It is expected to reduce bureaucratic delays and enhance investor confidence, especially as it integrates seamlessly with the Nivesh Mitra portal, UP's single-window clearance system for business approvals. All online applications, including those via Nivesh Mitra, will now be handled digitally. This will streamline processes for licences, NOCs, and other approvals. Over 55,000 physical files have been scanned and digitised to create a searchable repository. To facilitate the shift, around 160 GNIDA employees have been equipped with email IDs and digital signatures. Additional CEO Prerna Singh said the e-office system ensures files are processed within a set timeframe. "It offers real-time status tracking, which boosts transparency, accountability, and convenience for citizens," she said. The initiative is being implemented statewide under the guidance of the Uttar Pradesh Electronics Corporation Limited (UPECL).

The state government is set to hold a mega e-auction for the allotment of 144 industrial plots across 16 districts in Uttar Pradesh. The Uttar Pradesh State Industrial Development Authority (UPSIDA) will oversee the large-scale e-auction, offering plots ranging from 300 square meters to 13,197 square meters. These plots are located in Mathura, Mainpuri, Shahjahanpur, Hamirpur, Jalaun, Jhansi, Fatehpur, Kanpur, Banda, Baghpat, Unnao, Saharanpur, Muzaffarnagar, Hapur, Varanasi, and Amethi. A 5,097.10 square meter plot in Baghpat has been reserved for a mega project approved under the Uttar Pradesh Industrial Investment and Employment Promotion Policy (UPIIEPP-2022), facilitated through the Invest UP initiative. All plots have fixed reserve prices, and applications can be submitted until July 5. The eligible applicants will be shortlisted to participate in the mega e-auction scheduled for July 11. The spokesman said that among the 144 plots available, Amethi offers the highest number, with a total of 33. The smallest plot, measuring 300 square meters, is located in IIDC Banthra and carries a reserve price of ₹ 16.47 lakh, suitable for setting up a leather goods manufacturing unit. The largest plot, spanning 13,197 square meters in Malwan, Kanpur, has a reserve price of ₹ 3.74 crore and is ideal for general industrial use. The district-wise distribution of plots includes 14 in Mathura, 11 in Mainpuri, nine each in Shahjahanpur and Hamirpur, eight in Jalaun, four in Jhansi, 15 in Fatehpur, nine in Kanpur, three in Banda, seven in Unnao, eight in Saharanpur, four in Muzaffarnagar, seven in Hapur, and two in Varanasi. As per UPSIDA's timeline, interested applicants must complete payment of the catalogue fee, processing fee, and EMD by July 4. The final deadline for submitting the complete online application is July 5. After thorough scrutiny, eligible applicants will be invited to participate in the e-auction on July 11. The entire process, from registration to bidding, will be conducted online. For further details, applicants can visit the official websites of UPSIDA or the Nivesh Mitra portal.
