PTKL 2040 Ensures Balanced Property Development, No Community Left Behind

KUALA LUMPUR, July 18 (Bernama) -- The Kuala Lumpur Local Plan 2040 (PTKL 2040) places strong emphasis on balancing luxury property development with the provision of affordable housing to ensure no community is left behind in the capital's growth.
Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif said the plan is anchored on the principle of 'Kuala Lumpur for All', aimed at fostering inclusive and equitable development across all segments of society.
'MADANI housing and affordable homes are not just slogans, but have been directly integrated into the PTKL 2040 guidelines.
'Developers with land exceeding five acres are required to provide genuinely affordable homes - not just homes that people can afford to view, but ones they can truly afford to own,' she said during Bernama Radio's exclusive interview programme today.
Maimunah said the plan also mandates that at least 30 per cent of land in any large-scale residential development be allocated for open spaces, to safeguard the well-being and quality of life of urban residents.
'We have a highly detailed proposed zoning map outlining designated areas for residential, commercial, industrial, green spaces and more. This is essential to ensure that development occurs in a balanced manner and does not disadvantage existing communities,' she said.
Maimunah stressed that PTKL 2040 is not merely a physical development blueprint, but serves as a key reference for all stakeholders, including investors, government agencies, developers and the community, in shaping a more organised, sustainable and inclusive Kuala Lumpur.
'The plan adopts a holistic approach encompassing physical, social, economic and environmental aspects, with the vision of transforming Kuala Lumpur into a well-planned, resilient and beloved city,' she said.
PTKL 2040, which came into effect on June 11, is a comprehensive planning document that will guide the capital's development and regulatory framework until 2040.

KUALA LUMPUR: The 13th Malaysia Plan (13MP) is expected to enhance Malaysia's competitiveness by promoting high-value manufacturing through business and investor-friendly policies, say economists. Putra Business School Associate Professor Dr Ahmed Razman Abdul Latiff said that the 13MP, which serves as an indicative plan from 2026 to 2030, will help stimulate both domestic and foreign investments through policy reforms and incentives. 'The 13MP can position Malaysia as a leader by leveraging existing strengths in manufacturing and semiconductors, driving regional integration through ASEAN frameworks and adopting strategic regional positioning. 'It should also aim for the advancement of the semiconductor value chain and enhance regional supply chain resilience while not forgetting sustainability and inclusivity among the local businesses,' he told Bernama. The 13MP document is scheduled to be tabled at the Dewan Rakyat sitting on July 31 by Prime Minister Datuk Seri Anwar Ibrahim. In addition, Ahmed Razman said the five-year strategic plan should also promote automation through incentives for technology adoption, support for workforce transitions, and clear and stable policies. 'The 13MP should accelerate digitalisation by investing in digital infrastructure, providing incentives for digital adoption, creating ecosystem and collaboration, as well as strengthening cybersecurity and data governance,' he added. Meanwhile, Sunway University economics professor Dr Yeah Kim Leng said the 13MP should prioritise creating and enabling an environment for free markets to thrive and for private enterprises to innovate, compete, and prosper. He noted that Malaysia is expected to transition into a high-income nation, as defined by the World Bank, during the 13MP period from 2026 to 2030. Yeah emphasised that one of the key drivers of this transition is the ongoing expansion of high-value and advanced manufacturing and service sectors. 'The recent increase in foreign direct investment (FDI) in these areas has enhanced the country's competitiveness and its strategic position as a regional hub for the semiconductor supply chain and data centres. 'In addition to semiconductors and data centres, industries such as artificial intelligence (AI) and those related to the Fourth Industrial Revolution (Industry 4.0) are also significant. The 13MP is expected to promote structural advancements in other high-growth and high-value industries, including renewable energy, carbon capture and storage, medical devices, and pharmaceuticals,' he said. Yeah added that the 13MP initiatives should also address the increasing demand for more sophisticated and higher-quality services, which will subsequently drive growth in finance, education, healthcare, and aged care. - Bernama

TAWAU: New recipient of Sumbangan Asas Rahmah (Sara), Deon Marhansa, 40, expressed his deep gratitude and said the aid has been a crucial lifeline for his family. 'My salary sometimes comes in late, so with Sara, I can buy essentials like rice, eggs, and cooking oil earlier in the month. I then use my salary to cover other household needs. This government assistance means a lot, and I hope it continues every year,' he told Bernama. Working at an automotive workshop, Deon said he fully utilises the assistance to purchase daily necessities and school supplies for his children. 'I started receiving Sara in April. Before this, I only received the Sumbangan Tunai Rahmah (STR). I'm truly thankful to the Madani Government,' he added. Deon is among 4.7 million existing STR recipients who have benefited from the expanded Sara programme, as announced in Budget 2025. Effective April 1, 2025, the initiative, aimed at supporting those in genuine need, was expanded beyond the initial 700,000 recipients under the eKasih database, increasing the total number of beneficiaries to 5.4 million. Meanwhile, Hamidi Lamit, 45, from Kampung Selamat, Kunak, said using the MyKad as a payment medium has made transactions easier and more secure. 'With MyKad, there's no need to queue at the bank to withdraw cash, we can go straight to the shop and buy groceries. 'Through Sara, I've been able to buy quite a lot, essentials like rice, eggs, cooking oil, and canned food such as sardines,' said Hamidi, who works as a grass cutter. Another recipient, Amad Supardi, 41, who works at a factory in Balung, said the assistance has helped reduce a significant portion of his family's monthly grocery expenses. 'I used to set aside about RM300 a month for groceries, but with Sara, I've been able to save. The first things I buy using the aid via MyKad are rice, cooking oil, eggs, noodles, soap and toothpaste. 'I have a wife and four school-going children to support, and I'm truly grateful to the government for providing aid like STR and Sara. I hope more items, such as chicken and vegetables, will be included in the future,' he said. Housewife Asmah Labade, 38, said the aid received by her husband, a fisherman, has allowed them to purchase medicines and school supplies for their children. 'Besides rice, eggs, tea, cooking oil and instant noodles, I also bought medicines like Panadol and medicated oil for the whole family, including my in-laws, as well as pencils and exercise books for the children,' said Asmah, who lives in Kampung Pangkalan, Kunak. In Lahad Datu, another housewife, Marchela Bongsu, 35, from Taman Warisan, also hopes that the Sara programme will be continued. 'The Sara assistance has really helped ease the burden on my husband, who works as an e-hailing driver with an unstable income. We've been receiving this aid for nine months now, and it has given us some breathing room. 'I also sell traditional cakes to support my husband, and the flour I use comes from the Sara aid. I'm truly grateful for this government assistance, it means a great deal to families like ours with irregular incomes,' she said. Under Budget 2025, allocations for the STR and Sara programmes have increased to RM13 billion, up from RM10 billion the previous year. The annual Sara aid has also been raised to RM2,100 this year from RM1,200 previously. This initiative aligns with the Madani Economic Framework, which focuses on empowering low-income households through equitable opportunities, improved living standards and robust social protection.
