KUALA LUMPUR: The Kuala Lumpur Local Plan 2040 (PTKL 2040) seeks to harmonise urban development with the conservation of the city's cultural heritage, according to Mayor Datuk Seri Dr Maimunah Mohd Sharif. She stated that City Hall (DBKL) is collaborating with the Department of National Heritage to establish a structured framework for protecting heritage buildings. 'When we say the city is for everyone, that includes heritage development. We've included heritage trail routes in the plan, highlighting areas that have been identified as part of Kuala Lumpur's cultural footprint,' she told Bernama Radio. Maimunah confirmed that heritage villages will be preserved and gazetted as protected zones to maintain Kuala Lumpur's historical identity. 'If a site is gazetted as heritage, it will remain so. It cannot be altered. This ensures better oversight for all developers operating in Kuala Lumpur,' she added. The mayor explained that PTKL 2040 integrates economic growth, environmental sustainability, and community well-being while safeguarding cultural assets. In a separate update, she disclosed that DBKL applied to join the UNESCO Creative Cities Network (UCCN) in March, with a decision anticipated in October. GENERAL KUALA LUMPUR, July 29 (Bernama) -- The Kuala Lumpur Local Plan 2040 (PTKL 2040) aims to strike a balance between physical development and the preservation of the city's cultural heritage, said Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif. She said City Hall (DBKL) is working closely with the Department of National Heritage to ensure a dedicated framework is in place to safeguard heritage buildings across the capital. 'When we say the city is for everyone, that includes heritage development. We've included heritage trail routes in the plan, highlighting areas that have been identified as part of Kuala Lumpur's cultural footprint. 'We are continuing efforts to identify and incorporate more of these heritage trails into the plan,' she said in an interview with Bernama Radio today. Maimunah added that the plan also identifies several heritage villages that will be preserved and gazetted as protected zones, in line with efforts to retain Kuala Lumpur's historical and cultural character. 'If a site is gazetted as heritage, it will remain so. It cannot be altered. This ensures better oversight for all developers operating in Kuala Lumpur,' she said. She added that PTKL 2040 adopts a balanced approach to development, incorporating key elements such as economic growth, physical planning, environmental sustainability, heritage preservation, creativity, mental well-being and safety. In a related development, Maimunah said DBKL has applied to join the UNESCO Creative Cities Network (UCCN) in March, with confirmation of receipt issued in April. The application is currently under review by UNESCO, with a decision expected in October.

In the next 15 years, city dwellers in the heart of the metropolis can expect a lifestyle where working, commuting, and relaxing all happen within walking distance, thanks to comprehensive urban planning aimed at promoting sustainable and inclusive development. Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif said PTKL2040 is focused on developing an integrated, people-oriented, and efficient public transportation system, making public transit the preferred mode of movement for city residents by 2040. 'This vision is further strengthened by the implementation of the Transit-Oriented Development (TOD) Concept, which will reshape the character of areas surrounding transit hubs, influencing land use, development intensity, and mobility patterns,' she said. She added that TOD initiatives are designed to ensure seamless access to workplaces, homes, and community facilities while enabling smooth integration across multiple modes of transport. "It also involves the harmonisation of ticketing and payment systems across Light Rail Transit (LRT), Mass Rapid Transit (MRT), buses and alternative transport (such as e-scooters) through a single digital platform, in addition to the creation of multimodal integration hubs in strategic areas," she told Bernama. In line with efforts to promote active mobility, Maimunah said the capital would also be developed as a pedestrian-friendly city with features such as shaded walkways, lighting, and accessibility for wheelchairs and other mobility aids. 'To create a truly walkable city, we will expand Car-Free Zones in the city centre and heritage areas, as well as design areas around TODs with human-scale principles to make foot travel between buildings, parks and stations intuitive and safe,' she added.

KUALA LUMPUR: The Kuala Lumpur Local Plan 2040 (PTKL 2040) prioritises balanced urban growth, ensuring no community is left behind as the city develops. Mayor Datuk Seri Dr Maimunah Mohd Sharif emphasised that the plan follows the 'Kuala Lumpur for All' principle, promoting equitable opportunities across society. 'MADANI housing and affordable homes are not just slogans, but have been directly integrated into the PTKL 2040 guidelines,' she said in an exclusive Bernama Radio interview. Developers with land exceeding five acres must provide genuinely affordable housing, not just units that appear within budget but remain financially out of reach. The plan also requires at least 30% of land in large-scale residential projects to be reserved for open spaces. This ensures urban residents enjoy better living conditions and environmental sustainability. A detailed zoning map specifies designated areas for residential, commercial, industrial, and green spaces. 'This prevents haphazard development and protects existing communities from being marginalised,' Maimunah explained. PTKL 2040 is more than a physical blueprint—it serves as a guide for investors, government bodies, developers, and residents in creating a structured, sustainable, and inclusive city. The plan aligns with the Malaysia MADANI vision, focusing on people-centric progress under the Federal Territory (Planning) Act 1982. Launched by Prime Minister Datuk Seri Anwar Ibrahim on June 24, PTKL 2040 took effect on June 11 and will shape Kuala Lumpur's regulatory framework until 2040. - Bernama
