
89 comunidades oppose govt bill on encroachments
The week-long 'Save Comunidades, Save Goa' campaign concluded on Friday with 89 comunidades pledging unified resistance against state govt's proposed legislation to regularise constructions on comunidade lands.

The campaign, which traversed a number of villages across the state, culminated in Panaji.
'The purpose of this campaign was to unite all the comunidades, and we were fairly successful in doing so,' said Seby Menezes, attorney of St Estevao Comunidade.
Echoing the sentiments of all the stakeholders of comunidades, Menezes said, 'We strongly oppose the proposed legislation for the regularisation of illegal encroachments on Comunidade lands.
Comunidades are independent bodies, and all independent bodies should take their own decisions. Govt cannot bulldoze its decision to regularise illegal encroachments on Comunidade lands without consulting the Comunidades.
We urge govt to reconsider the bill. It should not be passed. There should be no such legislation.'
Several participants of the campaign voiced concerns about the proposed legislation opening floodgates to further encroachments if passed. Some comunidades have decided to legally challenge any attempt by govt to regularise illegal constructions on comunidade land.

CM: Will bring in scheme to provide housing for homeless
Porvorim: Chief minister Pramod Sawant said on Monday that state govt would introduce a new scheme to provide housing for the homeless. He said the scheme would be similar to the Pradhan Mantri Awas Yojana , but Goa-specific. He also said that two patches of govt land in Pernem have been identified for this scheme, and that govt would construct 1BHK flats there. Sawant said issues related to housing for the homeless would be resolved within two months and that one of the criteria to avail of this housing would be a 30-year resident certificate. In a calling attention motion, Curchorem MLA Nilesh Cabral drew the attention of the House to providing homes for the homeless through a scheme. He discussed the steps govt intends to take, and specified that the homeless do not include those who have migrated to Goa and are living on the streets. The state-specific scheme was a unanimous demand by both the treasury and opposition benches. MLAs also demanded a definition of who a 'homeless' person is, and a survey to identify such people. He also said panchayats would issue construction licences within the stipulated time. Social welfare minister Subhash Phal Dessai said it appears that currently, beneficiaries use the (scheme) money for other purposes, such as buying two-wheelers, and hence cannot submit a utilisation certificate. The minister said that if the CM allows for appointing a contractor to construct houses, the allocated money will be properly utilised. Speaker Ramesh Tawadkar said at least Rs 8 lakh is required to build a house on a small plot, while St Andre MLA Viresh Borkar said govt should conduct a survey to identify the homeless. Goa govt to legalise over 1 lakh houses existing prior to 1972
Panaji: In a major decision to legalise houses in the state that are facing the threat of demolition, state govt on Friday issued two circulars. One was by the revenue department and the other by the directorate of panchayat, to legalise over one lakh illegal houses that existed prior to 1972 on any land. Chief minister Pramod Sawant said that these circulars do not give any ownership rights on the land, but they legalise the structure and clarify the land status. 'We are making houses legal. The revenue department will give sanand, and the panchayat will give status as legal,' he said. Sawant said that with these circulars, there is no need to bring any bills in the assembly. A few minutes before the press conference to announce the circulars, both Sawant and revenue minister Atanasio 'Babush' Monserrate made a statement on the floor of the House that govt will bring a bill to regularise the houses. Sawant said that to clear the confusion in villages about illegal structures, govt has issued two circulars. He said that if the house is shown on the survey plan but does not have any document, then the owner of the house should go to the deputy collector and apply for the sanad. This is provided the survey records of such survey show the existence of a structure on the said land, the total area of the survey holding does not exceed 1,000sqm, and the existing structure, as shown in the survey map, covers at least 25% of the total area of the said plot. However, govt found that in several cases, structures which are already in existence and are duly reflected in the records of rights (Form I and XIV) as well as in the survey plans prepared under the provisions of the Goa, Daman and Diu Land Revenue Code, 1968 (during the period 1970 to 1972) are being required to obtain a fresh conversion sanad at the time of reconstruction. 'This has led to certain ambiguities and inconsistent interpretations across departments regarding the applicability of the conversion provisions under the Goa Land Revenue Code, 1968,' govt said.
