Govt. nod for ADB-funded drinking water project in Kochi
It also decided to issue administrative sanction to include the 190-million litre per day (MLD) water treatment plant in Aluva in the ADB-funded project.
The State government had earlier given administrative approval for the ADB-assisted 24X7 uninterrupted water supply scheme for Thiruvananthapuram and Kochi in 2020. The government had approved an outlay of ₹2,511 crore submitted by the Kerala Water Authority (KWA), the implementing agency, for the project. The ADB loan will constitute 70% (₹1,757.7 crore) of the total amount. The State will chip in with the remaining 30% (₹753.3 crore) as its share.
Later, it was decided to implement the first phase of the project within the Kochi city limits. Two works — renovation of the drinking water distribution network and an expression of interest for selecting a project consultant — had been tendered initially.
The combine of trade unions in the KWA had opposed the project as they feared that it might ultimately result in the privatisation of water distribution system in Kochi.
The project to source 190 MLD water from the Periyar to end drinking water scarcity in and around Kochi was included in the ADB-funded Kerala Urban Water Supply Improvement scheme in Kochi to speed up its implementation.
The 190-MLD project was conceived on 1.57 hectares of KWA-owned land near the agency's water treatment plant in Aluva. The aim was to ensure drinking water supply to areas under the Kochi Corporation, five nearby municipalities, and 13 panchayats. It was mooted since the existing drinking water supply fell short of the domestic and commercial requirements of consumers.

Tripura implementing 3 externally aided projects for forest protection: Minister Animesh Debbarma
The Tripura government is implementing three externally aided projects to ensure the protection of forests and the livelihood of forest dwellers, state Forest and Environment Minister Animesh Debbarma said on Tuesday. The first project was funded by the Government of Japan via Japan International Cooperation Agency, the second by the Federal Republic of Germany through the bank KfW, and the third was a World Bank-funded Rs 1,764.94 crore project, he added. 'The projects aimed to generate employment for youths and women through promotion of forest-based entrepreneurship,' Debbarma said, inaugurating the 76th state-level Vanmahotsava at the Behalabari School playground in Khowai district. Those who stay in hilly areas take only some resources from the forest, he said, adding that it was a section of traders who destroy forests and their resources for illegal trade. Referring to the latest Forest Survey of India (FSI), Debbarma said that forest areas in the state have reduced. He also urged people to plant at least one tree in the name of their parents, sister or any close relative, as part of the nationwide plantation campaign 'Ek Ped Maa Ke Naam' 2.0, to increase the forest areas in the state. Debbarma further said that he has requested Chief Minister Manik Saha to deploy a minimum of 400 Tripura State Rifles personnel to ensure the protection of forest resources. On July 5 last year, Saha had conducted a mass plantation drive across the state under the mission of '5 lakh saplings in 5 minutes' to hike the forest cover. Earlier, the forest department had distributed lakhs of saplings among people, including students, clubs, state and central security forces, etc.

Tourism caravans to hit Andhra Pradesh roads soon
For those yearning to escape the monotony and explore life off the beaten path, caravanning offers an ideal escape. Recognising the growing demand for experiential travel, the government is now formulating a policy to facilitate the operation of caravans across the State to promote sustainable tourism and unlock new avenues for adventure seekers. The policy is currently under legal vetting and officials of the Tourism Department say it may take a couple of weeks for its approval by the State Cabinet before these vehicles, equipped with luxury and comfort, begin to crisscross Andhra Pradesh roads. A tourism caravan, flagged off by the Chief Minister N. Chandrababu Naidu, on the sidelines of a tourism conclave recently was the cynosure of all eyes. Stepping into the world of comfort and style that rivals hotel suites, visitors were greeted by plush interiors with thoughtfully designed layouts. Soft, upholstered seating lined the lounge area, convertible into cozy sleeping arena, while ambient lighting cast a warm, inviting glow. A compact kitchenette, a wash basin and a ceramic toilet, besides a genset to power the caravan when parked facilitate smooth functioning of the mobile campers. One of the most delightful features of a caravan is the awning, the extension that transforms a simple stop into a comfortable, open-air living space. 'With a quick setup, the awning will create a shaded, weather-protected area right outside your door, allowing you to enjoy the great outdoors without sacrificing comfort,' said J. Kalyan Kumar Reddy, founder and chairman of Hyderabad Luxe Caravans, a company that designs and builds caravans. A native of Nandyal district, Mr. Reddy's firm is building two vehicles to be operated in Andhra Pradesh, in collaboration with the Tourism Department in Public-Private Partnership (PPP) mode. Each vehicle is a 10-seater and has room for seven people to sleep. While final modalities of the project are yet to be worked out between the Tourism Department and Hyderabad Luxe Caravans, Mr. Reddy says depending on the demand, more vehicles would be added at a later stage. Tourism officials said that the first two vehicles would start operating around Suryalanka Beach in Bapatla district and Gandikota in Kadapa district by August. 'The plan is to introduce 20 such upscale touring vehicles in the next four years,' said an official from the Tourism Department.

State to set up Guarantee Redemption Fund
The State Cabinet on Wednesday approved the plan to set up a Guarantee Redemption Fund (GRF). The Union government had proposed the setting up of the fund as a buffer to overcome the risks that may arise due to the guarantee provided by the States to the public sector undertakings. The investment in this fund has to be increased to 5% of the outstanding guarantee in 5 years. The guidelines issued by the Union Finance Ministry regarding borrowings for 2025-26 says that if the investment recommended by the Reserve Bank is not made in the GRF by April 1, 2025, an equivalent amount or 0.25% of the Gross State Domestic Product (GSDP), whichever is lower, will be deducted from the total borrowing limit of the State for 2025-26. This is the first time that the formation of GRF has been included in the criteria for fixing the borrowing limit of the states. As a State facing a revenue deficit, it would have been possible to invest in the GRF only through borrowals. The cabinet meeting decided to issue a notification to set up a GRF to avoid a reduction in the State's credit availability this financial year as per the new guidelines, said a press release from the Chief Minister's office.
