Comelec issues certificate of finality for Marcy Teodoro's proclamation

The Commission on Elections (Comelec) has issued a certificate of finality and entry of judgment, paving the way for the proclamation of former Marikina Mayor Marcelino "Marcy" Teodoro as the winning congressional candidate of the city's 1st district.
Based on the documents, the Comelec en banc ruled that the resolution promulgated on June 25, which lifted the suspension of Teodoro's proclamation following the reinstatement of his certificate of candidacy (COC), be declared 'immediately executory.'
This came after the Supreme Court did not issue a restraining order within five days from the receipt of the resolution by the parties involved that would preclude it from being final and executory.
The resolution was thereafter entered into the Book of Entries of Judgment, in accordance with Comelec Resolution No. 11046 and Comelec Rules of Procedure.
In the 38-page resolution, the Comelec en banc granted the consolidated motions for reconsideration filed by Teodoro and reversed and set aside the poll body First Division's December 11, 2024 resolution cancelling his COC.
The en banc said the petitioners failed to prove that Teodoro committed material representation in his COC for the 2025 polls as regards his residency in Barangay San Roque in the 1st District.
The petitioners said Teodoro falsely claimed he is a resident of Barangay San Roque in the 1st District of Marikina as he transferred back from Barangay Tumana in the 2nd District barely one month and 15 days after he filed for transfer on February 28, 2024.
The en banc said Teodoro's domicile of origin is in the 1st District of Marikina and even if he previously declared residence in Barangay Tumana, 2nd District, it does not conclusively prove a change in domicile.
The petitioners included former Senator Aquilino 'Koko' Pimentel III who was Teodoro's rival for congressman in the 1st district of Marikina during the 2025 midterm elections. —KG, GMA Integrated News

Defense Secretary Gilberto Teodoro Jr. on Friday brushed off China's readiness to lead a nuclear weapon-free zone in Southeast Asia, saying this was meaningless without transparency and a commitment to disarmament. The Defense chief said China's track record of avoiding international scrutiny—particularly its earlier refusal to allow independent studies on the origins of COVID-19—undermines the credibility of its recent diplomatic overtures. Reuters has quoted a Chinese foreign ministry spokesperson as saying Thursday that China firmly supports establishing a Southeast Asia nuclear weapon-free zone, and has made clear its willingness to take the lead in signing the treaty. "We stand ready to stay in communication with ASEAN countries on this matter," Mao Ning told a regular press conference, referring to the 10-member Association of Southeast Asian Nations regional bloc. Malaysia said China and Russia have agreed to become signatories to the Southeast Asia Nuclear Weapon-Free Zone Treaty (SEANWFZ), while the United States is currently reviewing the treaty before signing, Malaysia's state media reported Wednesday. GMA News Online has requested comment from the Chinese Embassy in Manila regarding Teodoro's comments, but it has yet to reply as of posting time. China's ban Meanwhile, Teodoro criticized China's sanctions against Senator Francis Tolentino, who was barred from entering its mainland, Hong Kong, ang Macao due to his alleged "egregious conduct" on China related issues. Tensions continue as Beijing claims almost all of the South China Sea, a conduit for more than $3 trillion of annual shipborne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia, and Brunei. Parts of the South China Sea that fall within Philippine territory have been renamed by the government as the West Philippine Sea to reinforce the country's claim. The West Philippine Sea refers to the maritime areas on the western side of the Philippine archipelago, including the Luzon Sea and the waters around, within, and adjacent to the Kalayaan Island Group and Bajo de Masinloc. In 2016, the Permanent Court of Arbitration in The Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis." Asked if the President knows Patidongan, Castro said there is no information yet on the matter. 'Sa ngayon, wala pa pong nakakarating sa atin patungkol sa ganyang issue,' she said. The project was funded by the Japanese government through a grant worth ¥234 million, or over P91 million, and will be part of the preparations for the Bangsamoro elections. Candidates who will not file SOCEs will be charged with an administrative offense and will be liable to pay a fine ranging from P1,000 to P30,000.00 at the discretion of the poll body, with the exception of aspirants at the barangay level. For winning bets or political parties, failure to comply may also withhold their assumption of office. Section 13 of RA 7166 provides the limitation of authorized expenses of candidates and political parties. It states that candidates vying for the presidency and vice-presidency shall spend P10 for every voter currently registered in the constituency where they filed their certificate of candidacy. Aspirants with political parties will be allowed to spend P3 for every voter while independent candidates will be allowed up to P5. Political parties, for their part, are allowed up to P5 for every voter currently registered in the constituency or constituencies where it has official candidates. 'Gagawin natin yan di lang as Bangsamoro pero all elections to come. Ito na ang ating magiging standard — iinstitutionalize na natin ang online submission bagamat may mags-submit pa rin ng personal,' said Garcia.
