Rural Development Ministry Seeks 12% Hike in MGNREGS Outlay: Report

New Delhi: Despite the Union government's consistent efforts to underplay the primacy of the Mahatma Gandhi National Rural Employment Guarantee Scheme, a report by Indian Express finds that the Ministry of Rural Development has sought an increased outlay – of Rs 5.23 lakh crore – for the scheme for five years until 2029-30.
The report makes public findings from the rural development ministry's May 15 proposal to the Expenditure Finance Committee, that functions under the finance ministry and appraises all government schemes and projects.
The report says that the outlay for five years till 2029-2030 is nearly 12% higher than the Union government's release of Rs 4.68 lakh crore for MGNREGS during the previous five financial years, from 2020-2021 to 2024-2025.
In the Union Budget 2025, the Narendra Modi government allocated Rs 86,000 crore to the United Progressive Alliance-era scheme – the same amount as what was spent on the scheme as per the Revised Estimate of 2024-2025. Rs 86,000 crore is also the exact amount that was promised in the Union Budget of 2024-25, presented in July, 2024, after the National Democratic Government came back to power.
The Wire has reported earlier how in an indication of fresh economic strain in rural India, demand for unskilled work under the MGNREGS has seen an increase in April and May this year, according to the data from the same rural development ministry. As many as 20.12 million rural households were among those who sought employment under the scheme in April. The figure slightly increased to 20.37 million in May, till the 18th of the month.
The Express report notes that release of funds under the scheme had peaked at Rs 1,09,810 crore in 2020-21, the first full year after COVID-19 outbreak. A record 7.55 crore rural families availed themselves of the scheme.
The report also quoted sources in the government as having said that the EFC appraisal and approval is part of government's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is 'just a formality,' the report said. The ministry's outlay is also subject to change, sources told the paper.

Namma Metro Yellow Line nears commercial launch
Bengaluru: Bengaluru'slong-awaited Yellow Line of the Namma Metro, connecting RV Road to Bommasandra, is finally nearing commercial operations, marking a significant milestone in the city's expanding metro infrastructure. Sources indicate that the official inauguration is likely to take place in August, with Prime Minister Narendra Modi expected to flag off the service. Stretching over 19.15 kilometers, the Yellow Line is currently awaiting its final safety clearance from the Commissioner of Metro Railway Safety (CMRS), whose inspection is scheduled between July 22 and 25. While most technical certifications are in place—including the crucial Independent Safety Assessment (ISA) for the signalling systems—the green light from CMRS will be the final step before the line becomes operational. The ISA certification, essential for Metro safety protocols, has already been granted to the Yellow Line's signalling partner Siemens India Ltd in collaboration with Siemens AG and a government agency from Italy. With this, the only remaining requirement is the CMRS's inspection report, which will evaluate key elements like tracks, viaducts, signalling, station amenities, and infrastructure readiness. The Bangalore Metro Rail Corporation Limited (BMRCL) is reportedly considering three operational strategies, which include full-service across all 16 stations, a shorter run between RV Road and Bommasandra with select stops, or operations limited between Bommasandra and Central Silk Board. Currently, BMRCL has three trains ready for deployment, with a fourth undergoing testing and likely to arrive by July 28. Preparations for the inauguration are already in motion, with BMRCL engaging a private firm to create a promotional documentary featuring drone visuals of the route and its modern amenities. This is expected to be showcased during the launch event in early August. The Yellow Line passes through prominent locations such as Bommasandra, Electronic City, Central Silk Board, BTM Layout, and Jayadeva Hospital, promising to ease commute for thousands of daily travelers in the city's southern tech corridor. With its launch, Bengaluru inches closer to a fully integrated metro network aimed at reducing traffic congestion and boosting public transportation efficiency.

BJP launches helpline for protecting small traders' interests
Bengaluru: The Karnataka unit of the Bharatiya Janata Party, on Saturday, announced the launch of a helpline to safeguard the interests of small traders in the state in the backdrop of row over GST Addressing a press conference at the State BJP Office, Jagannath Bhavan, in Bengaluru, the Leader of the Opposition in Legislative Council, Chalavadi Narayanaswamy, has said that the BJP will launch a helpline (8884245123) from July 21 to safeguard the interests of small traders in the state. He added that street vendors and small traders had been served notices by the state government, creating confusion and fear among poor traders in the state. He criticised the Congress-led state government for failing to provide solutions or clarify what constitutes taxable income. Narayanaswamy said that as per Central government's data available with the state, traders whose annual turnover exceeded Rs 40 lakh must register and pay GST. 'Service providers with turnover above Rs 20 lakh are also liable to pay GST. However, the notices sent by the state are not valid in many cases,' he alleged. 'Traders are not tax evaders or criminals. They do not understand the tax rules, and the state government has failed to educate them,' he said. He urged the state government to protect the interests of the poor traders rather than intimidate them. He said that according to Central government rules, GST is applicable only if the annual turnover exceeds Rs 1.5 crore at one per cent rate. 'For street vendors to fall under GST, they must have a permanent shop and address. There is an exemption for turnover up to Rs 40 lakh and issuing notices to traders with turnover above Rs 20 lakh has created confusion,' Narayanaswamy added. He also said that apps like Paytm, PhonePe, and Google Pay used for UPI transactions were being tracked, and funds received by traders directly into bank accounts were being used to send notices. 'But it's not being verified whether the turnover exceeding limits is due to actual business or loans and other types of transactions,' he clarified. According to G.S. Prashanth, State Convener of BJP'sEconomic Cell, items like flowers, fruits, vegetables, milk, meat, paneer, bangles, and many other products are exempted from GST. 'Even if someone does Rs 10 crore turnover in these exempted items, GST registration is not mandatory. Yet, notices have been sent to such traders by the state GST department,' he alleged. He added that according to GST laws, third-party data cannot be used to issue tax notices without verification. 'Information from Paytm, PhonePe, or Google Pay must be verified first. Officials must ascertain whether the trader's goods fall under GST before issuing notices. Unfortunately, none of this due process has been followed,' Prashanth claimed. He also said: 'The state GST department has done nothing to spread awareness among street vendors about the taxes. Nearly 90 per cent of traders fall under the jurisdiction of the state GST, and only 10 per cent under Central GST. Yet, without any outreach or information sharing, the state has spread fear among small traders.' Therefore, the 14,000 notices issued to traders by the state government are illegal and unconstitutional, he asserted. Those present at the press conference were Rajya Sabha MP Lehar Singh, Chikkaballapur district president S.V. Ramachandragowda (Seakal), BJP Medical Cell state convenor Dr. K. Narayan, BJP Economic Cell state convenor G.S. Prashanth, and former BJP state spokesperson G.V. Krishna. When asked about the state government's notices to small traders demanding tax payments, State BJP Preident B.Y. Vijayendra said, 'We discussed this yesterday with party leaders. The Siddaramaiah-led Congress government, which is struggling to mobilise funds for its guarantee schemes, is now intimidating street vendors by sending them tax notices.' 'While GST goes to the Centre, it is a fact that no other state in the country has seen such developments. But in Karnataka, the state government is unable to manage its finances for guarantees and development. So, under the Chief Minister's instructions, they are threatening traders andstreet vendors,' he added.
