RM1.33 billion for human capital

Tuaran: The State Government continues to reinforce its commitment to strengthening the education sector in Sabah, having allocated more than RM1.33 billion towards human capital development since 2021. Chief Minister Datuk Seri Hajiji Noor said education remains a top priority for the State Government, in line with the Hala Tuju Sabah Maju Jaya (SMJ) Development Plan. He said between 2021 and 2024, the State Government channelled RM848.26 million for various forms of educational assistance, including the Sabah State Education Fund (TPNS) and the Sabah State Government Scholarship (BKNS), in addition to RM485 million specifically for human capital development. According to him, a total of 14 new initiatives have also been implemented from 2021 to 2025, involving an allocation of RM164.14 million and benefiting 210,918 students. He said among the initiatives were the Sabah Student Airfare Subsidy, the Contribution for Higher Education Student In Sabah (Sentosa), the Computer Assistance Initiative (Baik) and the IPT Registration Cash Aid (Budi). 'All these initiatives are aimed at easing the financial burden of parents and students while enhancing access to quality education for Sabahan youths,' he said when officiating the 3rd State-Level School Management Appreciation Ceremony (MAPenS) 2025 at Dewan Seri Sulaman, here, Wednesday. Hajiji said to meet future labour market needs, the State Government had established the Sabah TVET Council (MTS) in May as a strategic move to coordinate more than 160 technical and vocational training institutions across the State. He added that the State Government had also provided cash assistance of RM1,000 to 146 outstanding STPM 2024 students and RM3,000 to a Sabahan student who excelled at the national level. 'The outstanding achievements of these students reflect the continuous efforts, dedication of teachers, support from parents and the effectiveness of our education system,' he said. He said Sabahan students' performance in the 2024 Sijil Pelajaran Malaysia (SPM) examination also showed encouraging improvement, with the State Average Grade (GPN) rising to 5.00 compared to 5.09 the previous year. He called on all teachers to continue demonstrating commitment, sincerity and dedication in fulfilling their responsibility as educators to children across every corner of Sabah. Hajiji said the third edition of MAPenS, organised by the State Education Department, brought together educators from across the State to celebrate excellence in school management and to honour high-performing teachers. 'This ceremony is highly meaningful as it recognises the service and contributions of educators. This recognition is not merely symbolic but serves as motivation for all teachers and administrators to continue upholding the quality of education in Sabah,' he said. He also expressed his appreciation to the recipients of the Tokoh Guru and Tokoh Kepimpinan awards presented at the event. RM12 billion from agriculture sector: Hajiji

Kota Kinabalu: The State Government remains committed to ensuring the agriculture sector continues to be a key driver of growth and a catalyst for a more dynamic and resilient Sabah economy. Chief Minister Datuk Seri Hajiji Haji Noor said the sector is not only the third-largest contributor to the state's economy but also plays a critical role in safeguarding national food security. 'This sector contributes RM12.2 billion or 14.5 per cent to Sabah's Gross Domestic Product (GDP). 'Therefore, the State Government is prioritising efforts to further strengthen this sector through more strategic and inclusive approaches,' he said at the closing of the 2025 National Farmers, Breeders and Fishermen's Day (HPPNK) at the Sabah International Convention Centre (SICC), Sunday. Prime Minister Datuk Seri Anwar Ibrahim officiated the closing of HPPNK 2025. Also present were Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu, along with federal and state leaders. Among the concrete measures is the re-establishment of the Sabah Rice and Padi Board last year — after being dissolved in 1981 — to boost the local rice industry and raise the Self-Sufficiency Level (SSL) of rice to 30 per cent by 2026 and 60 per cent by 2030. 'This is in line with the priorities of the Federal Government led by Anwar who has placed strong emphasis on agriculture, especially rice cultivation,' he said. He emphasised the importance of modern technologies such as the Internet of Things (IoT) and smart farming to increase production efficiency, boost productivity, and attract younger generations to the sector. He said Sabah currently has 15 Permanent Food Production Parks (TKPM) that had produced over 1,494 metric tons of food products, generating more than RM4.32 million to date. Hajiji also announced Sabah's first high-impact strategic investment in the Blue Economy sector — development of a European Union-standard tuna and deep-sea seafood landing port in Kota Kinabalu by the State Government in partnership with a local company, with an investment value reaching RM360 million. He said the port is expected to land 50,000 tons of tuna annually, with the potential to generate up to RM1.8 billion in economic value per year, positioning Sabah as one of the major deep-sea players. Petronas study awards for 100 top Sabah students

The 2024 SPM school leavers from diverse backgrounds received full sponsorships to pursue studies in chemical engineering, petroleum engineering, mechanical engineering, marketing and other relevant courses at Universiti Teknologi Petronas as well as top local and international institutions in the UK, Australia, Japan and South Korea. The selection process was conducted rigorously from nearly 9,000 applications nationwide, based on academic excellence, leadership potential and active involvement in extracurricular activities. The sponsorship award ceremony was officiated by Speaker Datuk Seri Kadzim M Yahya, representing Chief Minister Datuk Seri Hajiji Noor, accompanied by Petronas Senior Vice President of Malaysia Petroleum Management, Datuk Bacho Pilong. Hajiji thanked the national oil corporation for its continued commitment to developing human capital in Sabah through quality education and skills training programmes. 'The State Government, through the Sabah Maju Jaya 1.0 Development Plan, places strong emphasis on human capital development. The ceremony also honoured 20 new recipients of sponsorships for the Malaysian Skills Diploma programme in Industrial Instrumentation and Control at the Kimanis Petroleum Training Centre (KTC). The event witnessed the official awarding of the Code of Practice for TVET Programme Accreditation (COPTPA) from the Department of Skills Development to KTC for its diploma programme. This recognition affirms that the skills training provided by KTC meets national standards and industry requirements. Minor scholarships were awarded to another 29 secondary school students in Sabah for the 2025/2026 session, bringing the total number of recipients this year to 40. Since its introduction in 2023 through a collaboration between Petronas Floating LNG, the Sabah State Education Department and Yayasan Sabah, some 120 students have benefited from the initiative. Bacho expressed pride in seeing the state's younger generation move forward with confidence and receive recognition for their efforts and achievements. "Petronas believes education is the most valuable investment. It shapes minds, builds character, and paves the way towards a better future.' Since 1975, more than 40,000 students nationwide received Petronas education sponsorships.

Half Sabah's population are workers

PENAMPANG: Sabah recorded a labour force of over 1.7 million last year – or half the state's population – and their collective contribution has driven Sabah's Gross Domestic Product (GDP) to increase to RM84.3 billion. 'This has contributed to the rise in GDP, particularly in critical sectors such as agriculture, manufacturing, construction, mining and quarrying, as well as services,' said Chief Minister Chief Minister Datuk Seri Hajiji Noor. He said there are 92 registered trade unions in the State, regulated by the Sabah Trade Union Affairs Department, comprising 23 unions in the government sector, 52 in the private sector and 16 in statutory bodies. 'This involves a total membership of 60,764 workers, with 22,317 from the government sector, 35,194 private sector and 3,253 from statutory bodies,' he said, . In line with globalisation and rapid technological advancement, Hajiji called on trade unions in the State to be more proactive in safeguarding the welfare of their members through initiatives and programs offered at both the Federal and State levels. 'This is where the role of unions becomes critically important as the main pillar in upholding social justice and ensuring that every worker receives their rightful entitlements, not only fair wages, but also opportunities for skills development, workplace safety and health, strong social protection and a supportive and conducive working environment,' he said. Advertisement He advised union leaders in Sabah participating in the National-level Trade Union Assembly in Penang on Sept. 6 to bring the voices of Sabah's workers to the national stage. Hajiji said the State Government welcomes trade unions as strategic partners. Within this new and more inclusive development framework, the voice of unions must be heard and given serious attention. 'This applies not only to issues of wages and benefits, but also policy formulation, economic planning, education, technology adaptation and creation of a sustainable future work environment. 'I believe Sabah has the potential to become a model state in Malaysia in developing an employment ecosystem that not only drives a strong economy but also consistently upholds workers' rights,' he said He said the State Government is committed to empowering the workforce, supporting the trade union movement and ensuring their welfare is protected. 'I hope this assembly will serve as a platform for us to strengthen the spirit of unionism and working together to build a brighter future for Sabah.'
