
Jurisdictional police in the dock after CCB raids 19 pubs and bars for serious violations
Jurisdictional police personnel are in the dock following a series of raids carried out by Central Crime Branch officials on 19 pubs and bars in West and Central Divisions, which not only exposed multiple violations, but also a lack of monitoring by the jurisdictional police.
Taking a strong exception to the violations, Police Commissioner Seemanth Kumar Singh on Tuesday said that a probe had been ordered into the lapses on part of the jurisdictional police and action will be taken based on the report.
Based on a tip-off received by the Commissioner, 11 special police teams of CCB carried out surprise checks at pubs and bars in Upparpet, Cottonpet, Kalasipalya, Cubbon Park, and Ashoknagar police station limits.
The officials found 19 establishments were violating rules and also employed women staff illegally. The bars and pubs lacked basic hygiene and had no smoking zones. These pubs and bars were also involved in gross violations of excise rules and operating beyond permissible time limits and did not comply with Cigarettes and Other Tobacco Products Act, 2003 regulations.
According to a senior police official, the pubs and bars have been operating illegally for the last few months and the jurisdictional police failed to monitor and check them.
'It is the responsibility of the beat police, patrolling police, area in-charge officer along with his local intelligence network to monitor pubs and bars on a regular basis. The raids exposed lapses on their part and failure to do due diligence,' the officer said.
As part of the probe, the jurisdictional police officers will be summoned for questioning and their statement recorded, following which necessary action will be taken.
One of the police officers, who was part of the raid, in his report stated that by the time the police reached a particular pub in Ashoknagar, the women working in the bar had been taken out and the premises were clean with no violation.
The police have recovered the CCTV camera footage to check for violations. This also hints at the pub management being tipped off about the impending raids, an officer said.
Meanwhile, staff of the bars and pubs alleged that the raids carried out by the police were selective and many pubs and bars carrying out similar activities were ignored.

A former Inspector of Police attached with the Central Crime Branch (CCB), Chennai, was convicted and sentenced to five years of rigorous imprisonment for accepting a bribe of ₹2 lakh in 2008. The convict D.C. Ruskin worked as Inspector of Police, XIII Team in CCB, Chennai, from November 2007 to December 2008. The Directorate of Vigilance and Anti-Corruption (DVAC) said a person named T.S. Abineshababu, residing at Anna Nagar, had lodged a complaint that Ruskin had demanded ₹2 lakh as bribe to drop further action and to close cases registered against the complainant and others. Abineshababu then raised a complaint against Ruskin and S. Mohan, a head constable, with the DVAC on December 16, 2008. After registering a case, the officials laid a trap. At 8:05 p.m. on December 17, 2008, Ruskin reiterated his demand for a bribe and directed Abineshababu to hand over the money to Mohan, who then accepted it from the complainant. Upon completing the investigation, a chargesheet was filed before the Special Court for Cases Under the Prevention of Corruption Act, Chennai, in 2010. After the conclusion of the trial, the judgment was pronounced on Friday by the Special Court. Ruskin was sentenced to five years of rigorous imprisonment. A fine of ₹2 lakh was also imposed.

Focus on aviation safety brings smoking on flights under scrutiny
KOCHI: Renewed scrutiny of aviation safety, following the recent Air India crash in Ahmedabad, has shone the light on a concerning trend: Frequent incidents of passengers smoking inside planes, particularly in lavatories. According to police, there has been an increase in recent months of incidents involving passengers caught smoking on board overseas flights. In just the past two weeks, two passengers were detained for smoking on flights arriving in Kochi from Gulf countries. Officers of Nedumbassery police station said that at least six such cases have been registered in the last one year. The latest incident took place on June 15, when a passenger from Chalakudy was caught smoking in the lavatory of a Dubai-Kochi SpiceJet flight. Airport security officials detained the man and handed him over to local police. A case was registered under Section 118(e) of the Kerala Police Act for public nuisance and endangerment, and Sections 4 and 21 of the Cigarettes and Other Tobacco Products Act (COTPA) for smoking in prohibited areas. Last month, a similar offence was reported involving a Thrissur passenger travelling from Dubai. 'In recent months, we have been receiving frequent reports of passengers caught smoking on board, mostly in lavatories,' said Rajesh T R, deputy superintendent of police, Aluva. 'Smoking on flights is strictly prohibited due to the threat it poses to passengers and safety. Many offenders use e-cigarettes, assuming these won't be detected. Since these products are more accessible in foreign countries, passengers often carry and use them mid-flight. Though the offence is bailable, we do file a charge sheet and the accused must face trial,' he said.

Two Madurai corporation officials among seven arrested for Rs 25 lakh property tax fraud
MADURAI: In connection with the 2024 property tax fraud that led to a revenue loss of around Rs 25 lakh and more to the Madurai corporation, the city police have arrested seven people, including two Assistant Engineers (AE), in the last three days. The arrested were data entry operators (DEOs) Dhanasekaran, Sathish, Karthikeyan, their associates Sahahussian Rajesh, and two assistant engineers, Senthilkumar and Rengarajan. The fraud came to light on September 6, 2024, when then corporation commissioner, Dinesh Kumar, found some irregularities in the records and lodged a complaint with the city police seeking an investigation. An audit team formed by Kumar found that the property taxes of 150 buildings had been deliberately reduced without proper procedures, and their review uncovered irregularities in the records of Urban Tree Information System (UTIS), an online property tax management platform. Later, notices were issued and bill collectors K Ramalingam, P Mariammal, P Ravichandran, M Kannan, and P Aathimoolam were suspended in connection with the charges. When the investigation was further carried out by the Central Crime Branch (CCB)-II, they found that the fraud occurred between April 1, 2022, and July 31, 2024, where taxes were reduced without proper authorisation, and low property taxes were entered into the UTIS. A case was registered on June 17, 2025, under Sections 406, 465, 466, 468, 477A of the IPC and Sections 66C and 66D of the IT Act. An officer said, "In connection with the issue, seven people were arrested in the last three days, and subsequently, two more assistant programming officers, Ravi and Kannan, will be arrested." The official added that based on the investigation, the corporation zonal chairman and councillors would be investigated. Based on a press release issued by the corporation on Friday, appropriate steps have been taken to prevent such an incident from happening again, and the exact loss will not be known until the complete investigation is over. Corporation commissioner Chitra Vijayan stated that the audit team estimated the loss to be around Rs 25 lakh.
