Builder confidence in the U.S. housing market fell sharply in May, marking its lowest level since November 2023, according to a new report from the National Association of Home Builders (NAHB). Developers are contending with a sluggish selling season and mounting economic pressures.
The NAHB/Wells Fargo Housing Market Index (HMI) dropped six points to 34, mirroring the November 2023 reading and only slightly above December 2022's low of 31.

The decline in builder confidence poses challenges for a housing sector central to Trump's economic messaging. The spring season—typically one of the most active periods for home sales—has failed to gain traction.
In response, 34 percent of builders cut home prices in May, up from 29 percent in April, with an average price reduction of 5 percent. Sales incentives remained elevated, with 61 percent of builders offering them, according to the NAHB.

The NAHB/Wells Fargo Housing Market Index is based on a monthly survey asking builders to rate current sales conditions, expectations for the next six months, and prospective buyer traffic.
All three components declined in May: current sales dropped eight points to 37, future sales dipped one point to 42, and buyer traffic slid to 23. A reading below 50 indicates that more builders view conditions as poor than good.
The timing of the latest survey data is also notable.
Approximately 90 percent of builder responses were collected before the May 12 announcement that the U.S. and China had agreed to suspend tariffs for 90 days to resume trade talks.
The U.S. and China agreed to lower their rates by 115 percentage points. This agreement lowered the tariffs imposed on Chinese goods by President Donald Trump to 30 percent and those imposed on U.S. goods by Beijing to 10 percent.
Trump initially announced his sweeping global tariffs on April 2, including a baseline 10 percent on all imported goods and "reciprocal" tariffs.
While this may offer some future relief, it did not factor into the May confidence reading.

Kevin Thompson, the CEO of 9i Capital Group and the host of the 9innings podcast, told Newsweek: "Builders face the usual challenges of volatile commodity prices, but add in the unpredictable impact of tariffs, and it gets even tougher. Price swings on materials make it hard to maintain stable margins, adding pressure to an already tight market."
Drew Powers, the founder of Illinois-based Powers Financial Group, told Newsweek: "Uncertainty around tariffs and the unknown construction costs are certainly playing into homebuyer and builder sentiment, but I really think the driver is overall housing prices and interest rates. A lot of people are choosing to stay on the sidelines, waiting for the housing market to soften and interest rates to tick down, with the hopes they can find a home and mortgage that is more affordable."

While builders await the effects of the temporary tariff suspension and potential tax reforms, confidence levels remain vulnerable to broader economic shifts.
"Builders buy in bulk and rely on stable margins. When input costs are unpredictable, it's nearly impossible to price homes accurately," Thompson said. "This affects both the affordability for buyers and the profitability for builders, creating a ripple effect throughout the market."
Any sustained progress in trade negotiations or monetary policy adjustments could help boost sentiment in the months ahead. Until then, developers are likely to continue leaning on price cuts and incentives to attract hesitant buyers.
"Just like any market, the housing and interest rate markets are nearly impossible to time, and that could be costing potential homebuyers dearly... Waiting for a housing and interest rate correction or crash may be costing consumers more than it's worth," Powers said.

To offset the rising costs of tariffs and trade war uncertainty, companies are using U.S. Customs-sanctioned foreign trade zones (FTZs) and bonded warehouses to delay or reduce product taxes. FTZs have a long history dating back to a previous period of trade conflict, created during the Great Depression by Congress to encourage international trade and boost exports at time when the Smoot-Hawley tariffs were as high as 53%. Companies importing raw materials, semi-finished, or components from foreign countries to an FTZ or bonded warehouse are essentially in a tariff bubble, meaning when they enter the U.S. they are stored duty-free. Once inside an FTZ, a product can be assembled or modified. Duties are only collected after a product leaves the zone and enters U.S. commerce. Products can be stored in an FTZ indefinitely. Bonded warehouses have a limit of up to five years. There are FTZs in all 50 states and there are approximately 2,240 FTZs in all across the nation, according to U.S. Customs. For companies caught in the crossfire of Trump's trade war, preserving cash is king. By delaying duty payments, "FTZs and bonded warehouses essentially frees up a company's cash flow," said Jason Strickland, director of sales at logistics firm Givens. "There is also the added benefit that if a product is manufactured in an FTZ and is re-exported abroad, no duty payments are incurred at all." Before the 2025 global trade war, companies that manufactured products in an FTZ had what is known as an "inverted tariff" benefit. That means the company had the option of paying a lower duty rate on the finished product versus paying the higher duties on the individual components brought into the manufacturing process. Companies that have operated inside FTZs include automakers Ford, GM and Chrysler, as well as General Electric, Intel and Sony. According to the World Free Zones Organization, FTZs were also used by Pfizer while it was developing the Covid vaccine. The program enabled Pfizer to produce shots without incurring additional duties on the drugs' components and store the vaccine until it received FDA approval. But President Trump ended that rule by way of recent executive orders, and for companies like Regent Tek Industries, which manufactures liquid road markings used by road crews to make the lines on the nation's roads, byways, and highways, that's become a big problem, resulting in millions of dollars in extra tariffs. "Our product is basically like baking a cake," said Helen Torkos, president of Regent Tek. "If you're missing one ingredient, you can't make that cake. We cannot source all of our components here. We are paying around 7% more now because the inverted tariff option is no longer available to us." Without the benefit of the FTZ inverted tariff, many companies quickly shifted to bonded warehouses. Strickland described the demand to CNBC as being through the roof. Companies can import products in a bubble under a higher tariff rate, and store without paying duties. But unlike the locking in of tariff rates on FTZs, if the tariff drops while a product is in a bonded warehouse, the company can release their product and pay the lower tariff rate. "At the end of the day, the goal is to protect your cash flow," Strickland said. "You don't want to bring in all your goods and spend your cash flow against tariffs that may not be here in, you know, six weeks, six months, if you can defer until the market is ready to consume those goods. I think that's a win-win."

President Trump has no idea what's actually in his sweeping, term-defining budget bill. NOTUS reported on Wednesday that House Republicans had to tell the president that his 'big, beautiful bill' was indeed slashing Medicaid. Trump had a sit-down with the more moderate House Republicans on Wednesday in which he told them that the three things they needed to let be if they wanted to win in 2026 and 2028: Medicaid, Medicare, and Social Security. 'But we're touching Medicaid in this bill,' one member told the president, according to NOTUS sources. Trump has never been the wonkiest guy, but the fact that he was seemingly unaware that his 'big, beautiful bill' is attacking Medicaid is alarming. Either he's just completely settled into being a vessel for the Heritage Foundation while their guys spoon-feed him legislation, or his mental acuity needs to be questioned. Or both. Trump's budget bill will throw millions off of Medicaid to help fund tax breaks for the richest people in the country. At least 17 million Americans are expected to lose their health insurance by 2034, thanks to changes to Medicaid and the Affordable Care Act. It's not that Trump didn't understand that, it's that he didn't seem to know that was happening at all. To him, this bill is simply a GOP loyalty test with a massive check attached.
