Berhampur: Vigilance officials arrested an assistant sub-inspector (ASI) of police on Wednesday for allegedly accepting a bribe of Rs 10,000 in Berhampur. The accused, Babita Suna, who was posted at the Mahila police station, was caught red-handed during the operation.

The bribe money was seized.
Suna, who was investigating a case involving the complainant and his mother, demanded the bribe money to help them. She allegedly threatened to arrest the complainant if the amount wasn't paid, prompting him to approach the anti-corruption agency.
Following the arrest, vigilance teams conducted simultaneous raids at two locations linked to the accused to uncover potential ill-gotten assets.

An appellate tribunal has said there was a 'prima facie' case of money laundering against former ICICI Bank CEO and MD Chanda Kochhar and her husband in a corruption case involving the Videocon Group, as it upheld a 2020 ED order attaching a Mumbai flat of the couple worth crores of rupees. The tribunal, in an order issued on July 3, said it finds 'substance' in the 'quid pro quo' allegation made by the Enforcement Directorate against Chanda Kochhar for sanction of a loan of Rs 300 crore to Videocon International Electronics Ltd (VIEL), as post this disbursal, a sum of Rs 64 crore was transferred by the Videocon Group to NRPL, a company of her husband Deepak Kochhar. The said loan was approved by a sanctioning committee of the ICICI Bank between June 2009 and October 2011, and Chanda Kochhar was a member of this panel, apart from being the MD and CEO of the private lending company. The ED case, based on a CBI FIR, claimed that Chanda Kochhar hatched a 'criminal conspiracy' to cheat ICICI Bank by 'abusing' her official position while sanctioning this amount. Chanda Kochhar, as per the probe agencies, got illegal gratification/undue benefit through her husband from VIL or Videocon Group promoter V N Dhoot. The ED had in January 2020 provisionally attached Kochhar's flat no 45, located in CCI Chambers at Churchgate in Mumbai, a property of NRPL, apart from Rs 10.5 lakh in cash, seized by the agency during searches on another company of Deepak Kochhar. The Adjudicating Authority of the Prevention of Money Laundering Act (PMLA) had in November 2020 refused to confirm the ED attachment, and consequently, the federal probe agency appealed before the appellate tribunal. 'It may be true that the issue will be determined by the Trial Court but we find a prima facie case against the respondents for commission of the offence of money laundering and, therefore, the Provisional Attachment Order (of the ED) is justified,' the Tribunal said. It said there was 'total inter-fixing of the work of the industries floated by Deepak Kochhar and even by the Videocon Group of Industries.' The tribunal rejected Chanda Kchhar's argument that she was 'not knowing the business affairs of her husband' and had pleaded ignorance in her submission. The respondent (Chanda Kochhar) was expected to conduct herself as per the rules and policy of the bank and could not have pleaded ignorance about the association and affairs of the husband, it said in an 82-page order. '…the sanction of a loan of Rs 300 crore by ICICI Bank to the Videocon Group of Industries, where Chanda Kochhar remained part of the committee, was against the rules and policy of the bank,' it said. The tribunal said the flat was purchased from the above-mentioned Rs 64 crore 'diverted' funds and hence was attached by the ED, calling it proceeds of crime. 'We do not find any illegality in that (ED) order, rather find perverse finding in the hands of the Adjudicating Authority on all the issues relevant to the case,' it said. The tribunal rejected Chanda Kochhar's argument that the decision to sanction the loan to Videocon Group of Industries was not by her but by a committee and, therefore, there was 'no link' between the sanction of the loan and the transfer of Rs 64 crore by the Videocon Group of Industries. 'The argument aforesaid was contested and we find that appellants (ED) have given complete chain of events to show how a case of money laundering is made out and before that a predicate offence (the CBI case),' it said. 'The provisional attachment order dated 10.01.2020 for the properties other than for Rs 10.5 lakh is confirmed,' it said while upholding the ED action.

In a move that the party may showcase in its campaign for the Bihar Assembly polls, the Nayab Singh Saini-led BJP government in Haryana is set to implement the Lado-Lakshmi Yojana it had promised before the state elections. The scheme entails monthly financial aid of Rs 2,100 to eligible women. Sources said that the draft policy, prepared by the Social Justice Department, has been forwarded for final approval to Chief Minister Saini, who is likely to package it as a 'gift for Haryana's women' and officially roll it out before Rakshabandhan. 'The BJP made a promise to the sisters and mothers of Haryana ahead of last year's Assembly polls. We have worked on the modalities and have sent it to the CM's office. Saini will officially launch the scheme in the coming days,' Social Justice Minister Krishan Kumar Bedi said. According to the draft policy, the scheme will be rolled out in four phases. Women falling below the poverty line (BPL) with an annual income of less than Rs 1.8 lakh, who number around 46 lakh, would be covered in the first phase. 'The poorest of the poor, whose annual income is below Rs 1 lakh, may be given priority,' an official said. Officials said assistance under the scheme, which has a budgetary allocation of Rs 5,000 crore, 'may be increased' once the government finalises the actual number of beneficiaries. Officials peg the number of women between the age groups 18 and 60 to be around 75 lakh, but said employed women and the almost 8.5 lakh women who already avail social security benefits like widow, destitute, retirement and abandonment pension are likely to be excluded from the scheme. 'The eligibility criteria is yet to be finalised by the CM's office,' sources said. The Saini government's initiative is in line with other BJP-ruled states like Madhya Pradesh and Maharashtra, where the Ladli Behen Yojana and Ladki Bahin Yojana were rolled out respectively ahead of Assembly polls, and seemingly played a key role in bringing the party back to power. Earlier this month, Saini too hinted that the scheme may be rolled out soon and said his government was coming up with a portal for eligible women to register themselves even as officials said that the portal will go live immediately after the CM makes an announcement. Currently, the Haryana government implements schemes like the Aapki Beti, Humari Beti; Beti Bachao, Beti Padhao; Mukhyamantri Matrushakti Udyamita Yojana; Mahila Adhikarita Yojana; Kanyadaan scheme; and Drone Didi to cater to girl children, women entrepreneurs, widows, and women belonging to backward communities. The central government has disbursed Rs 44,323 crore to states and union territories under the Mahatma Gandhi National Rural Employment Guarantee Scheme. Remove Ads The Centre has released Rs 44,323 crore to states and union territories under the Mahatma Gandhi National Rural Employment Guarantee Scheme ( MGNREGS ) so far, Rural Development Minister Shivraj Singh Chouhan informed the Lok Sabha on a written reply, the minister gave the figures of disbursements of wages, material and admin components till July 17, to the revelation, the amount disbursed is almost half of the total allocation of Rs 86,000 crore earmarked for the financial year 2025-26 In a written reply to a separate question, MoS Rural Development Kamlesh Paswan said the allocation included full pending wage liabilities and 50 per cent of Material Liabilities of the previous financial year."Regarding budget allocation for Mahatma Gandhi NREGS it is submitted that, for the financial year 2024-25, budget allocation of Rs. 86,000 crore has been made, which was the highest ever allocation for the scheme at the Budget Estimate (BE) stage since inception. In the financial year 2025-26, the Government has retained this allocation at Rs 86,000 crore, ensuring continued support for rural employment," Chouhan said that keeping in view the demand-driven nature of the scheme, the rural development ministry closely monitors demand for employment at the ground level and seeks additional funds from the Finance as and when required.
